On November 13, the Energy Bureau of Alashan League of Inner Mongolia issued the Notice on the Demonstration Project of Million Kilowatt Wind and Solar Hydrogen-Ammonia and Infrastructure Integrated Low Carbon Park in Alashan High-tech Zone of National Energy, which indicated that the project did not meet the requirements of the group company because its economy was not as good as expected. The construction unit, China Energy Creation Alashan New Energy Co., Ltd., voluntarily abandoned the construction index.
It is reported that the demonstration project of the million-kilowatt wind-solar hydrogen-ammonia and infrastructure integrated low-carbon park in Alashan High-tech Zone was originally planned to invest in the construction of centralized wind power 400 MW and photovoltaic 200 MW . And supporting the construction of electrochemical energy storage 60MW/120 MWh, with a total investment of 5.08225 billion yuan . After the project is completed, it is expected to produce 250 million Nm ³ chlorine and hydrogen annually.
The project adopts multiple sets of electrolytic water hydrogen production facilities for parallel operation. In principle, the hydrogen production process will not purchase grid electricity, and the surplus electricity will only be connected to the grid during the surplus period of output. The planned annual output of green hydrogen is 19,000 tons, and the annual output of green hydrogen synthetic ammonia is 140,000 tons. According to the documents of the
Energy Bureau of Alxa League, the demonstration project of the million-kilowatt wind-solar hydrogen-ammonia + infrastructure integrated low-carbon park in the National Energy Alxa High-tech Zone was approved by the Energy Bureau of the Autonomous Region on January 3, 2023, and the photovoltaic part was filed on August 11, 2023, which expired on August 11, 2025; The approval document for wind power was obtained on December 29, 2023 and will expire on December 29, 2025; the filing for hydrogen production was obtained on May 15, 2023 and will expire on May 15, 2025. At present, the preliminary formalities of the project have been completed.
However, due to the impact of the current decline in the market price of green ammonia, the expected economic benefits of the project are not up to the investment decision-making standards of the group company, and the full capacity of the project can not be completed and connected to the grid according to the approved (filed) scale. For this reason, the project enterprise, China Energy Creation Alashan New Energy Co., Ltd., voluntarily abandoned the construction target.
After careful study, the Energy Bureau of Alxa League decided to terminate the construction scale of the project, cancel its project approval (filing) procedures, and cancel its project demonstration qualification.
