On April 2, the Yunnan Provincial Office of Industry and Information Technology issued two announcements.
In accordance with the requirements of the Guiding Opinions of the State Council on Resolving the Serious Contradiction of Overcapacity (Guofa [2013] 41) and the Circular of the Ministry of Industry and Information Technology on Issuing the Implementation Measures for Capacity Replacement in the Steel, Cement and Glass Industry (Ministry of Industry and Information Technology, original [2017] 337), the Ministry of Industry and Information Technology issued the Circular on the Implementation Measures for Capacity Replacement in the Steel, Cement and Glass Industry. On April 19, 2021, the Department of Industry and Information Technology of Yunnan Province announced to the public on the portal website the "Capacity Replacement Plan for the Construction Project of 4000 Tons of Clinker Per Day of China Resources Cement (Heqing) Co., Ltd." (Announcement No.4 of the Department of Industry and Information Technology of Yunnan Province). The capacity replacement construction project could not be implemented for some reason, and China Resources Cement (Heqing) Co., Ltd. applied to cancel the announcement of the capacity replacement plan. According to the relevant provisions of the Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry (2024 version) (Ministry of Industry and Information Technology [2024] No.206), after examination, it is agreed to be revoked.
It is understood that the original plan of China Resources Cement (Heqing) Company will withdraw from two 2500t/d clinker production lines and build a 4000t/d clinker production line with a ratio of 1: 1.25.
In accordance with the relevant requirements of the Guiding Opinions of the State Council on Resolving the Serious Contradiction of Overcapacity (Guofa [2013] 41) and the Notice of the Ministry of Industry and Information Technology on Issuing the Implementation Measures for Capacity Replacement in the Steel, Cement and Glass Industry (Ministry of Industry and Information Technology, original [2017] 337), the Ministry of Industry and Information Technology of the People's Republic of China (Ministry of Industry and Information Technology, original [2017] 337) On December 25, 2020, the Department of Industry and Information Technology of Yunnan Province announced to the public on the portal website the "Capacity Replacement Plan for the Construction Project of Xuanwei Yuheng Cement Co., Ltd. with a Daily Output of 6000 Tons of Clinker" (Announcement No.19 of the Department of Industry and Information Technology of Yunnan Province). Qujing Xuanwei Yuheng Cement Co., Ltd. applied to cancel the "Capacity Replacement Plan for the Construction Project of 6000 Tons of Clinker per Day of Qujing Xuanwei Yuheng Cement Co., Ltd.". In accordance with the relevant provisions of the Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry (2024 Edition) (the original [2024] 206 of the Ministry of Industry and Information Technology), after examination, it is agreed to cancel the capacity replacement plan, which is hereby announced. The
capacity replacement plan shows that Xuanwei Yuheng Cement in Qujing City plans to build a 6000t/d clinker project . Qujing Xuanwei Yuheng Cement 2500t/d, Yunnan Far East Cement 2500t/d and Yunnan Far East Yaxin Cement 2500t/d are withdrawn, with a total capacity of 7500 t/d and a replacement ratio of 1: 1.25.
According to statistics, since the beginning of this year, in addition to the above production lines, the construction projects of 9 cement clinker production lines have not been promoted, with a total annual production capacity of 13.95 million tons (calculated according to 310 days).
