Sun Peng pointed out that the conference focused on the three major themes of green low-carbon (alternative fuel application), intelligent development, new technology and new equipment in the cement industry, and arranged the award of technological innovation awards and case sharing, which not only closely followed the pulse of the industry but also based on practice, highlighted the vision and responsibility of the association and the technical committee, and condensed the innovative power of the cement industry in the province.

Combined with the theme, Sun Peng talked about three points to share with you. 1. Broaden the application of alternative fuels under the guidance of green and low carbon: The application of alternative fuels is an important way for the green and low carbon development of the cement industry. The Provincial Department of Industry and Information Technology will provide support from three aspects: strengthening policy incentives, improving supporting systems and cultivating demonstration benchmarks. It is also hoped that enterprises will take the initiative. 2. Build a high-quality development pattern with intelligent upgrading as the engine: Intelligence is the core kinetic energy to enhance the competitiveness of the industry. The intelligent development of the cement industry in our province has been effective, but there are still shortcomings. The Provincial Department of Industry and Information Technology will promote development by strengthening overall integration, deepening technology integration and optimizing industry-university-research collaboration. It is hoped that enterprises will attach importance to intelligent transformation. 3. Take technological innovation as the core and activate the momentum of industry upgrading: Innovation is the first driving force for development. The cement industry in Shandong Province has achieved fruitful results in innovation. Feng Cunwei said that the original intention of the establishment of the Technical Committee was to adapt to the new situation of the industry, lead member units to improve their technical management level, strengthen exchanges and cooperation, reduce costs and increase efficiency through technological upgrading and fine management, and promote the transformation of new and old kinetic energy and high-quality development of Shandong industry. At the same time, three expectations are put forward for the technical committee: First, establish a normal exchange mechanism, give full play to its advantages, and guide enterprises to strengthen exchanges in many ways. Second, we should intensify the promotion of new technologies, guide enterprises to promote new technologies, new technologies and new equipment, and achieve green, low-carbon and intelligent development. Third, we should jointly promote the landing of industrial policies, do a good job in policy research, publicity, implementation and guidance, and improve the quality of industry development.

Chen Zhongsheng briefed on the adjustment of the members of the Second Technical Committee and read out the decision on the recognition of technological innovation projects. The adjustment of the members of the Technical Committee is described as follows: Due to the retirement and transfer of some members, in order to facilitate the work, the following adjustments are made to the technical committee: 7 new alternate members are added, 5 members are replaced (including 2 members of the mining group, 1 member of the equipment group, 1 member of the electrical group, and 3 members of the environmental protection group), and the alternate members in 2024 are converted to full members.

Shandong cement enterprises carry out relevant ideas and spirit, adhere to high-quality development, and a number of technological innovation projects have emerged in many aspects. In order to sum up experience, commend the advanced and promote the development of the industry, the association organized the second technological innovation award evaluation, and received 127 declarations covering many categories. After strict evaluation by the Technical Committee, 14 first prizes, 37 second prizes, 55 third prizes and 21 finalists were selected. The affiliated enterprises and project names of some award-winning projects are hereby announced as follows: 1. Taishan Zhonglian Cement Co., Ltd. was awarded the first prize for technical innovation of 14 projects including "5000t/d clinker production line energy saving and emission reduction technology transformation"; II. Pingyin Shanshui Cement Co., Ltd. was awarded the second prize of technical innovation award for 37 projects such as "1 # 2 # Gooseneck to Five-level Trouser Cloth Expansion and Transformation"; III. Linqu Shanshui Cement Co., Ltd. was awarded the third prize of technical innovation award for 55 projects such as "Sweeper Dust Removal System Transformation"; 4. Awarded Anqiu Shanshui Cement Co., Ltd. "Decomposing Furnace Expansion and Transformation" and other 21 projects as finalists for technological innovation awards. Dr.

Li Chen shared the report "Analysis of Industrial Policy of Cement Industry". Li Chen said that the current cement industry has fallen into the triple dilemma of "sustained downward demand, serious overcapacity, and a sharp decline in efficiency." In 2025, the primary task is "steady growth," and the core means is "controlling production.". The central government has continuously set the tone of "anti-involution vicious competition", and the policy tools are the normalization of peak staggering production, regional joint reorganization and market-oriented withdrawal from inefficient production capacity. The carbon market 2024-2026 is the experience period of intensity control, and there is no upper limit on the total amount, but it will transition to total amount control from 2027. Enterprises must immediately focus on reducing the carbon emission intensity per unit clinker. The door of new cement projects has been basically closed, and the increment of the industry can only come from joint reorganization; the assessment of enterprises should shift from "chasing sales" to "guaranteeing profits and security", and establish a regional coordinated, stable and transparent price system.

Li Chen appealed that large enterprises should take the lead in self-discipline, associations should coordinate in the middle, and the government should strengthen law enforcement, so that the three parties can work together to end the "involution" of low-price dumping and win space for industrial upgrading and green low-carbon transformation.
