Anyang Hechang Office Holds Joint Meeting on Special Action to Combat Illegal Sand Mining in Rivers

2023, the Hechang Office of Anyang City organized a joint meeting of the Municipal Public Security Bureau, the Municipal Ecological Environment Bureau, the Municipal Forestry Bureau, the Municipal Agricultural and Rural Bureau and the Municipal Natural Resources Bureau to arrange for the deployment of special actions to combat illegal sand mining in rivers. Relevant units of Linzhou City, Yindu District, Longan District Water Conservancy Bureau and Municipal Water Conservancy Bureau attended the meeting. Hou Junshan, deputy director of the Municipal River Chief Office and deputy director of the Municipal Water Conservancy Bureau, presided over the meeting and made a speech.

The meeting demanded that, first, we should improve our political standing, thoroughly implement Xi Jinping's thought of ecological civilization, regard the management of river sand mining as an important political task, and make it a long-term focus of our work. Secondly, we should implement the responsibilities of all parties, compact the "four responsibilities" of the responsible person for sand mining management, the responsible person for administrative departments, the responsible person for on-site supervision and the responsible person for administrative law enforcement, and effectively form a joint force of supervision. Thirdly, we should highlight the focus of our work, focus on investigating the areas rich in sand and gravel in Linzhou City, Yindu District and Longan District, focus on cracking down on sporadic illegal mining and illegal engineering sand use, and further standardize legal sand mining enterprises. Fourth, we should strengthen the verification of unannounced visits. "Four not two straight" and secret investigation are combined to organize the verification team to carry out the whole process of verification, and follow up and supervise the effectiveness. Fifth, we should improve the long-term mechanism. Focusing on maintaining river safety, flood control safety, river-crossing project safety and water ecological environment, we should strengthen routine inspection and law enforcement inspection, strengthen dynamic supervision by means of science and technology, and find out problems and carry out reforms.
