Xinyang City issued the first electronic license for river sand mining in the city

27, the Water Conservancy Bureau of Pingqiao District of Xinyang City issued an electronic version of "River Sand Mining License" to enterprises by using the "Visual Application of River Sand Mining Management in Henan Province-License Issuance Subsystem", which has been implemented in the whole province since July 2023. The first electronic sand mining license issued by Xinyang City and the second one issued by Henan Province marks that the processing of sand mining license in Pingqiao District has formally entered the stage of "paperless" and "zero running errands".

According to the requirements of the Notice of the Ministry of Water Resources on the Promotion and Application of Electronic License for River Sand Mining, the Department of Water Resources of Henan Province established the "Visual Application of River Sand Mining Management in Henan Province-License Issuance Subsystem" in 2023 to uniformly implement the application of electronic license for river sand mining throughout the province. The system standardizes the total data and use process in the river sand mining license system, and realizes the issuance of electronic license for river sand mining license by docking with the electronic license system of the government service platform of the Ministry of Water Resources. During this period, the Water Conservancy Bureau of Pingqiao District organized personnel to participate in the business training of the electronic certification system, actively communicated with the superior water administrative departments and technical support units, learned the issuance process, solved technical problems, achieved the process standardization, smooth system and skilled personnel, and ensured the smooth operation and effective use of the electronic certification system in Pingqiao District.
