From May 17 to 18, the research team of the Ministry of Water Resources and the Yangtze River Commission went to Anhui Province to investigate the management of river sand mining. Cui Li, the second-level inspector of the Office, accompanied the investigation.
The research team inspected the sand mining site in Gaoqi Village, Lashu Town, Huaining County, the Changjiu Building Material Base in Chizhou, the dredging sand utilization site in Xiaogang Channel, Zongyang County, and the base of the Second Provincial Sand Mining Management Brigade to investigate the sand mining and management of the river course, the application of machine-made sand, the comprehensive utilization of the dredging sand in the Yangtze River, and the information supervision of civil air defense and technical defense in sand mining. A symposium was held in Chizhou City to listen to the reports on the management of sand mining in the Yangtze River and the rivers of Anqing, Tongling and Chizhou in Anhui Province, and to exchange and discuss the leadership of sand mining organizations, Department linkage, law enforcement, standardized management and long-term mechanism. The Ministry of Water Resources and the Yangtze River Commission highly affirmed the achievements made in the management of river sand mining in Anhui Province.
The research group pointed out that the management of river sand mining is an important part of the high-quality development of water resources. It is necessary to fully realize that the regulation of illegal sand mining is not only an urgent requirement for the protection of the ecological environment, but also a realistic need for the ecological protection of the Yangtze River Basin and the high-quality development of the Yangtze River Economic Zone. First, we must resolutely shoulder political responsibility, further deepen management measures, and pay close attention to the special rectification of illegal sand mining to ensure good results. The second is to give full play to the role of river length system platform and promote the source control of sand mining vessels. We should adhere to multi-sectoral and multi-initiative joint law enforcement, make full use of civil air defense + technical defense and other means, efficiently promote the normalization, standardization and specialization of sand mining management, and create an upgraded version of river sand mining management. Thirdly, we should adhere to unified mining and management, and do a good job in the comprehensive utilization of river dredging sand in accordance with the principle of "taking from the river course and using it for the river course", so as to serve the social development.
