Notice on Forbidden Zone and Forbidden Period of Sand Mining in Important River Sections of Huaihe River Basin in Anhui Province

In order to strengthen the management of sand mining in the important reaches of the Huaihe River Basin in Anhui Province, maintain the stability of the river regime, and ensure flood control, navigation and ecological safety, according to the Regulations on the Management of Sand Mining in the Huaihe River Basin in Anhui Province, the provincial people's government has approved the establishment of the Huaihe River Basin in Anhui Province. The prohibited areas and periods for sand mining in important river sections of the Huaihe River Basin in Anhui Province as determined in the Reply of the Ministry of Water Resources on the Management Plan for Sand Mining in Important River Sections of the Huaihe River Basin (2021-2025) are hereby announced as follows:

1. Prohibited mining areas

(I) Prohibited mining river sections: there are 14 prohibited mining river sections in the important river sections of the Huaihe River Basin in Anhui Province, including:

1. The prohibited mining area of the Fuyang section of the Huaihe River in the national aquatic germplasm resources protection area;

2. The prohibited mining river sections of the Ji-Guang Expressway and the Nanzhao Huaihe River Highway Bridge;

3. Forbidden river reach of Linhuaigang Flood Control Project;

4. Forbidden river reach of Pihe Estuary-Jiahe Estuary;

5. Forbidden river reach of Paifangtaizi-Fangjiakan;

6. Forbidden river reach of Jiqi Expressway Bridge-East Pihe Estuary;

7. Hetai Village-Shiwan Ferry Forbidden River Section;

8. Huaihe River Huainan Section Long Kiss National Aquatic Germplasm Resources Protection Forbidden Area; 9

. Yaojiawan-Wangzui Station Forbidden River Section; 10

. Huangsu Section Forbidden River Section;

11. Shanghong-Longyang Wharf Forbidden River Section;

12. Bengming Expressway Bridge Forbidden River Section;

13. Xinji Forbidden River Section;

14. Wuhe Huaihe Bridge- Dongka Forbidden River Section.

(II) Prohibited river sections in inter-provincial border rivers: In order to maintain the stability of the river regime, the inter-provincial border rivers of Shaying River, Guo River, Hongru River and Shihe River are designated as prohibited river sections, including:

1. Prohibited river sections in the Xincai River Estuary-Yumin Bridge section of the Shaying River at the border of Henan and Anhui provinces;

2. Forbidden section of Fuqiaozha-Huijihekou section on the border of Henan and Anhui provinces of Guohe River;

3. Forbidden section of Bantai-Honghekou section on the border of Henan and Anhui provinces of Hongru River;

4. Forbidden section of Hongshizui junction-Chapeng Manshuiqiao section on the border of Henan and Anhui provinces of Shihe River.

(III) Prohibited mining areas: the prohibited mining areas in important river sections of the Huaihe River Basin refer to the management and protection scope of engineering facilities stipulated by laws, regulations, rules and specifications or other prohibited mining areas, including dikes, dangerous works (revetment) sections, culverts and gates, pumping stations, drainage outlets, bridges, including railway bridges, highway bridges, and pipelines; The scope of management and protection of 8 types of water-related projects, including navigation marks, waterway regulation structures, ferries, river regulation engineering structures, and water intakes for urban drinking water sources.

2. The period of prohibition

of sand mining refers to the period of prohibition of sand mining to prevent sand mining from having a greater impact on river regime, flood control, navigation, water environment and water ecological protection. According to the Management Measures for Sand Mining in River Channels of Anhui Province and the Reply of the Ministry of Water Resources on the Management Plan for Sand Mining in Important River Channels of the Huaihe River Basin (2021-2025), the prohibited mining period is determined as: the main flood season from June to September; the period when the water level exceeds the flood warning level; Sudden major natural disasters or safety incidents, important spawning and breeding periods of fish, and other periods when sand mining is prohibited according to law.

3. Other matters

(1) Any unit or individual engaged in sand mining activities in prohibited mining areas and during prohibited mining periods, or engaged in sand mining activities without permission according to law, shall be investigated and punished according to law, and those suspected of committing crimes shall be investigated for criminal responsibility by public security organs according to law.

(2) The validity period of the announcement is the same as that of the Management Plan for Sand Mining in Important River Sections of the Huaihe River Basin (2021-2025). If there is any change, it will be announced separately.
