首先，目前全国20家水泥厂总产量4200万吨/年（编者注：应指成品水泥和熟料总产量，下同），国内需求仅为1200万吨/年，过剩产能达3000万吨/年。大部分本地水泥厂只有一条生产线，无法灵活调整工厂产能，暂停生产将导致人力成本上升。在此局面下，本地水泥厂的扩建计划出现推迟甚至停止。其次，天然气价格上升导致生产熟料的成本上升，电力价格上升也导致水泥整体成本上升。再次，2014年阿联酋进口水泥20.1万吨，当地水泥生产商指这些进口产品带来不公平的价格竞争，导致当地水泥产品需求量下滑。最后，水泥生产商在替代能源的使用以及环保标准执行力度上存在不同，导致生产商的投资力度不一，这种投资力度的差异主要体现在对环保设备的采购规模上。
业内人士呼吁有关部门通过简化手续的方式鼓励当地企业出口水泥产品，转移过剩产能。
