On September 17, the Department of Ecology and Environment of Guangdong Province held a 100-day meeting on air pollution prevention and control to thoroughly analyze the situation of air pollution prevention and control in the year, to inform the progress of key work on air pollution prevention and control, and to deploy the key tasks of air pollution prevention and control in autumn and winter, the environmental air quality assurance of the "APEC Shenzhen Summit" and the Spring Festival. Luo Shiyan, member of the Party Leadership Group and deputy director of the Provincial Department of Ecology and Environment, presided over the meeting and made a speech.
The meeting pointed out that the current situation of air pollution prevention and control in Guangdong Province is still grim, the overall deviation of meteorological diffusion conditions in autumn and winter, the pressure of various pollution sources control is superimposed, the improvement of air quality is still in the critical period of transition from "obvious improvement" to "comprehensive improvement", and the task of continuous improvement is arduous. The ecological environment departments at all levels in the province should fully recognize the importance of carrying out air pollution prevention and control for a hundred days and ensuring a good start of the 15th Five-Year Plan. We should adhere to the goal orientation and problem orientation, make precise efforts in the reduction of key pollutants and the response to polluted weather, offset the impact of uncertainties such as increased emissions and changeable meteorological conditions with the certainty of pollutant reduction, and ensure the continuous improvement of environmental air quality.
The meeting emphasized that we should focus on eight key initiatives and firmly promote the 100-day campaign of air pollution prevention and control. First, we should speed up the completion of the annual key engineering tasks, promote the ultra-low emission transformation of cement enterprises, and stabilize the operation of enterprises that have completed the transformation in accordance with the requirements of ultra-low emission transformation. Second, we should speed up the renovation of inefficient and ineffective treatment facilities, promote the principle of "eliminating a batch, renovating a batch and upgrading a batch", and strengthen the supervision of activated carbon quality. Third, we should continue to promote the green transformation and upgrading of industries, resolutely eliminate backward production capacity, strictly enforce environmental access, and implement the requirements of "two high" projects, coal-fired boilers and capacity control. Fourth, we should carry out in-depth management of mobile sources, promote clean transportation and new energy substitution in key industries, speed up the elimination and renewal of old vehicles, and strengthen the supervision of off-road mobile machinery. Fifth, we should strengthen pollution control in key periods such as straw burning ban and the Spring Festival, and promote source reduction. Sixthly, we should pay close attention to the supervision of enterprises'emission standards, use scientific and technological means to accurately investigate and promote the special action of VOCs-related enterprises. Seventh, we should "prevent heavy and grab light" to deal with polluted weather, early consultation, early warning and early action, and strengthen consultation on emission reduction and non-point source remediation. Eighth, we should concentrate on law enforcement for a hundred days, crack down on environmental violations such as fraud, and carry out solid verification of problems reflected by the masses and atmospheric supervision and assistance.
The meeting stressed that joint prevention and control should be strengthened and all efforts should be made to ensure the environmental air quality of the "APEC Shenzhen Summit". Firmly establish the concept of "a chess game in the whole province", improve the joint defense and control mechanism of provincial and municipal linkage and department coordination, and implement the requirements of regional management and control. All localities should refine and improve the list of pollution source control, complete the short board of control, improve the emergency control plan for extreme weather, carry out the whole process and all elements of combat drills, comprehensively enhance the ability of coordinated support, and complete the task of air quality assurance for major activities with high standards and quality.
At the meeting, the Provincial Eco-environmental Monitoring Center, the Provincial Academy of Environmental Sciences, the Department of Atmospheric Environment and the Department of Law Enforcement and Supervision made work reports, and the Eco-environmental Bureaus of Guangzhou, Shenzhen, Dongguan and Zhongshan made exchanges and speeches.
