Recently, the Development and Reform Commission of Sichuan Province, the Department of Economy and Information Technology of Sichuan Province, the Department of Ecology and Environment of Sichuan Province, the State-owned Assets Supervision and Administration Commission of Sichuan Provincial Government and the Energy Bureau of Sichuan Province jointly issued the Three-year Action Plan for Energy Conservation and Carbon Reduction in Key Industries of Sichuan Province.
The plan calls for the full implementation of the decision-making and deployment of the Party Central Committee and the State Council, the earnest implementation of the spirit of the twelfth Plenary sessions of the Provincial Party Committee, the adherence to the general tone of steady progress, the complete, accurate and comprehensive implementation of the new development concept, the consistent adherence to the principle of saving priority, the in-depth promotion of energy-saving and carbon-reducing transformation in key industries, and the comprehensive improvement of energy efficiency and carbon efficiency in the industry. Accelerate the pace of green low-carbon transformation, provide strong support for promoting and achieving carbon peak, make room for high-quality economic and social development, and provide green kinetic energy. By the end of 2028, the proportion of production capacity of key industries such as iron and steel, cement, flat glass, electrolytic aluminium, oil refining, ethylene, synthetic ammonia and methanol reaching the current energy efficiency benchmark level will be increased by 20 percentage points on average, the coal and electricity industry will strive to increase by 15 percentage points, and the production capacity below the energy efficiency benchmark level will be basically eliminated.
Specific to the cement industry: implement the capacity replacement policy and promote the application of low carbon cement such as high belite cement and sulfur (iron) aluminate cement. Promote energy-saving and carbon-reducing transformation of key processes such as cement clinker production, apply high-efficiency equipment such as six-stage preheater, fourth-generation mid-set roller crusher and high-efficiency grate cooler, carry out transformation of oxygen-enriched (total oxygen) combustion system and high-efficiency burner of kilns and furnaces according to local conditions, support the application of vertical mill final grinding system and separate grinding technology, and promote the production of cement clinker. Speed up the upgrading of energy-using equipment such as motors, fans, pumps, heat pumps, air compressors and transformers, and speed up the upgrading of cement grinding stations with a capacity of less than 600000 tons per year. Implement green low-carbon raw material (fuel) substitution, promote the substitution of non-carbonate raw materials in cement industry in an orderly manner, and increase the proportion of phosphogypsum, lithium slag, blast furnace slag, steel slag, fly ash and other alternative raw materials or cement admixtures on the premise of ensuring the quality of cement products. We will promote the substitution of green fuels such as biomass fuels and waste-derived fuels, and give priority to increasing the fuel substitution rate in Chengdu Plain Economic Zone, where biomass resources are abundant and cement enterprises are concentrated. By the end of 2028, the proportion of cement clinker production capacity above the energy efficiency benchmark level will reach 40%.
