The Proposal of the Central Committee of the Communist Party of China on the Formulation of the Fifteenth Five-Year Plan for National Economic and Social Development puts forward the idea of "building zero-carbon factories and parks". Zero-carbon plant construction refers to the process of continuously reducing carbon dioxide emissions in the plant area and gradually tending to near zero through emission reduction measures such as technological innovation, structural adjustment and management optimization. It is of great significance to guide industrial enterprises to build zero-carbon factories on a pilot basis, promote carbon reduction and efficiency enhancement and green low-carbon transformation of the industry, cultivate and develop new quality productivity according to local conditions, better Co ordinate high-quality development and high-level protection, and support the realization of the goal of carbon peak and carbon neutralization.
The Guiding Opinions put forward that the construction of zero-carbon factories should follow the four principles of implementing policies according to industry, promoting systematically, driving innovation and enabling technology, reducing as much as possible, continuously improving, unifying norms, and being open and transparent. We will implement phased gradient cultivation, give priority to industries with urgent demand for decarbonization, electricity as the main energy consumption and relatively less difficulty in decarbonization, gradually improve relevant planning and design, energy supply, technology, management, operation and business model, and then gradually promote to industries with high carbon emission intensity and great difficulty in decarbonization when conditions are ripe. From 2026, a batch of zero-carbon factories will be selected to lead the benchmarking. By 2027, a number of zero-carbon factories will be cultivated and constructed in the fields of automobile, lithium battery, photovoltaic, electronic and electrical appliances, light industry, machinery, computing facilities and other industries. Innovation-driven, technology-enabled. We will accelerate the integration and coupling of clean energy technologies, low-carbon technologies, digital technologies and other systems, promote research and development of basic frontier and disruptive technologies, promote the application and iterative upgrading of mature and applicable technologies, and enhance market competitiveness through technological innovation and model innovation.
It should be reduced as much as possible and continuously improved. We will build a plant energy consumption system with renewable energy as the core, a production process characterized by low carbon, and a management and service system supported by intellectualization, and strengthen the control of the total amount and intensity of carbon dioxide emissions, so as to achieve the goal of reducing as much as possible and continuously improving.

2. The main objectives
are to carry out gradient cultivation in stages, give priority to industries with urgent demand for decarbonization, with electricity as the main energy consumption and relatively less difficulty in decarbonization, and gradually improve relevant planning and design, energy supply, technology, management and operation, and business models, so as to achieve the goal of decarbonization. By 2027, a number of zero-carbon factories will be cultivated and constructed in the fields of automobile, lithium battery, photovoltaic, electronics and electrical appliances, light industry, machinery and computing facilities, and an industrial ecology covering energy supply, technology research and development, standard formulation and financial support will be initially constructed to effectively adapt to international trade rules and enhance the low-carbon competitive advantage of the industry. By 2030, the construction of zero-carbon factories will be gradually expanded to the fields of iron and steel, non-ferrous metals, petrochemical industry, building materials, textiles and other industries, exploring new ways of decarbonization of traditional high-energy industries, promoting integrated service modes and system solutions such as design, financing, transformation and management of zero-carbon factories, and greatly improving the whole life cycle of products. 3. Construction path
(1) Improve the carbon emission accounting management system to achieve scientific carbon calculation. Establish an accounting system for carbon dioxide emissions, identify and quantify carbon dioxide emissions and removals, and provide accurate, timely and traceable data support for the construction of zero-carbon plants. Accounting boundaries include direct carbon dioxide emissions (including fuel combustion, process emissions, etc.) And indirect emissions (including purchased electricity, heat, etc.) generated by factory production and operation activities, and encourage the development of carbon dioxide emissions accounting for key industrial products. The accounting methods of enterprises that have been incorporated into the national carbon emission trading market adopt the technical specifications of the relevant industries in the national carbon emission trading market, while the accounting methods of other enterprises adopt the General Principles for Accounting and Reporting of Greenhouse Gas Emissions in Industrial Enterprises (GB/T 32150) and the relevant national standards for subdividing industries (GB/T 32151). Or relevant internationally accepted greenhouse gas accounting standards.
(2) Accelerate the green and low-carbon transformation of energy consumption structure and achieve carbon reduction at the source.On the premise of ensuring the safe supply of energy and electricity, factories are encouraged to achieve zero-carbon electricity, heat, hydrogen energy and fuel supply, develop and utilize distributed photovoltaic, decentralized wind power and biomass power generation according to local conditions, explore the direct connection of green power, and increase the proportion of renewable energy use. Conditional factories are encouraged to build industrial green micro-grids, integrate photovoltaic, wind power, waste heat recovery, new energy storage and high-efficiency heat pumps, so as to achieve efficient complementary utilization of multi-energy. We will actively develop integrated projects such as green hydrogen, ammonia and alcohol, and promote clean low-carbon hydrogen applications such as industrial by-product hydrogen and renewable energy hydrogen production. We will promote the substitution of electric boilers, electric kilns, electric heating, ultra-low emission biomass boilers and coal-fired self-contained boilers, accelerate the renovation of new energy sources for internal operating vehicles and machinery, and increase the level of electrification and the proportion of renewable energy heating (refrigeration).
(3) Greatly improve energy efficiency and achieve decarbonization in the process. Focus on the systematic optimization of production process, and promote energy efficiency improvement and process decarbonization. We will continue to carry out energy conservation and carbon reduction diagnosis, technological transformation and equipment renewal, and improve the management system for energy conservation and carbon reduction. The energy consumption per unit product and process of the factory shall reach the level 1 or advanced value of the national standard of the mandatory energy consumption quota of the relevant industry, as well as the energy efficiency benchmarking level of the Benchmarking Level and Benchmarking Level of Energy Efficiency in Key Industrial Areas. To improve the energy efficiency level of general equipment, motors, transformers, air compressors, fans and pumps should reach the level of Grade 1 or above of the mandatory national energy efficiency standards for relevant equipment products, as well as the advanced level of the Advanced Energy Efficiency Level, Energy Saving Level and Access Level of Key Energy-using Products and Equipment, and realize the efficient operation of equipment through management optimization. Factories are encouraged to tackle cutting-edge technologies such as energy-saving and carbon-reducing new materials, zero-carbon manufacturing process reengineering, carbon dioxide capture, conversion, utilization and storage, and to carry out low-carbon zero-carbon, renewable raw material substitution, waste reduction, efficient recycling and comprehensive utilization.
(4) Carry out carbon footprint analysis of key products to promote coordinated carbon reduction in the whole industrial chain. We will actively implement zero-carbon supply chain management, purchase green low-carbon products, adopt green low-carbon logistics, increase the proportion of clean transportation, and drive the upstream and downstream of the industrial chain to implement energy-saving and carbon reduction measures and coordinate carbon reduction. We will encourage the adoption of relevant national or industrial standards such as the Requirements and Guidelines for Quantifying the Carbon Footprint of Greenhouse Gas Products (GB/T 24067) and group standards recommended by the Ministry of Industry and Information Technology to carry out carbon footprint analysis of products, identify key carbon emission links in the whole life cycle of products, and continuously improve the carbon footprint of products according to the accounting results.
(5) Improve the level of digitalization and intellectualization and realize intelligent carbon control. We will implement the Guidelines for the Construction of Digital Energy and Carbon Management Centers in Industrial Enterprises and Parks, adopt industrial Internet, Internet of Things, big data and other technologies, build and operate digital energy and carbon management centers, and realize precise measurement, fine management and control, intelligent decision-making and visual presentation of energy consumption and carbon emission data. Factories are encouraged to strengthen the application of new generation information technology, speed up the renewal and substitution of industrial operating systems, adopt digital technologies such as artificial intelligence, big data, blockchain and digital twins, accurately model the whole production process, predict the operation status, optimize the process parameters, and improve the quality of industrial products. Improve the digital and intelligent level of production and manufacturing, quality management, logistics and transportation, sales services, traceability management and other links.
(Six) carry out carbon offset and information disclosure to achieve zero carbon and continuous improvement. On the basis of full independent emission reduction and "no reduction", the carbon dioxide emissions to be reduced can be offset by cross-border carbon trading, so as to achieve and maintain zero carbon dioxide emissions in factories. We will support the development of green electricity and green certificate trading, and further increase the proportion of green electricity consumption. Factories are encouraged to regularly publish reports on sustainable development, environmental, social and corporate governance (ESG), zero-carbon factory construction, etc., to publicly disclose carbon emissions, product carbon footprint information and zero-carbon factory construction, to confirm the expected results and performance of zero-carbon factories and to continuously improve them.
4. Work requirements
(1) Strengthen organization and implementation. The competent departments of industry and information technology in each region may, in light of the actual situation, formulate specific implementation plans for the construction of local zero-carbon factories in conjunction with the competent departments of the development and reform commission, ecological environment, market supervision and energy in the region, and promote the cultivation and construction of zero-carbon factories in an orderly manner. We should adhere to the principle of normative comparability, prominent focus and distinctive features, encourage the government, enterprises, markets and other multi-subject collaborative innovation, and explore an effective model for the construction of zero-carbon factories. Strengthen guidance services, coordinate and solve the difficulties encountered in the implementation, optimize relevant tasks and measures in a timely manner, and use a variety of policy means to support the construction of zero-carbon factories.
(2) Improving the standard system. Give full play to the basic support and normative leading role of standards for the construction of zero-carbon factories, study and formulate basic general standards such as general requirements for zero-carbon factories, and provide scientific, reasonable and operable technical basis for the management and effectiveness evaluation of zero-carbon factories. To study the guidelines and evaluation guidelines for the construction of zero-carbon factories in different industries, and to strengthen the connection with the standards of enterprise net zero emission commitment and enterprise carbon neutrality target adopted by global brand enterprises. We will accelerate the formulation of greenhouse gas emission accounting standards and technical guidelines for industries/enterprises, processes/units, products and projects, and relevant standards for enterprise greenhouse gas information disclosure and product carbon footprint information disclosure.
(3) Promoting comprehensive services for energy conservation and carbon reduction. Relevant industry associations, research institutes and service institutions are encouraged to give full play to their advantages, carry out public services such as transformation of scientific and technological achievements, technology promotion, supply-demand docking, standard development, education and training, and international cooperation, and actively provide industrial enterprises with carbon emission data accounting, carbon emission level evaluation, energy saving and carbon reduction measurement and testing. To train and introduce compound talents who understand both international rules and carbon peak and carbon neutralization, and strengthen international exchanges and cooperation.
