Recently, the Hubei Provincial Market Supervision and Administration approved the issuance of three local measurement technical specifications in Hubei Province, including the Technical Specification for Carbon Measurement in Cement Industry and the Monitoring and Verification of Clinker Output, compiled by Huaxin Building Materials Group Co., Ltd. This series of specifications will be implemented on June 15, 2026, which will play an important role in promoting the construction of carbon measurement standard system in cement industry, promoting precise emission reduction and standardized management in Hubei Province. The three specifications
issued this time constitute the technical closed-loop of carbon measurement and data quality management. "Cement Industry Carbon Measurement Technical Specification Clinker Carbon Emission Quantification" system specifies four quantification ways, including standard calculation method, real-time measurement method, energy data conversion method and flue gas direct measurement method, which provides methodological basis for multi-source data verification. The uncertainty evaluation method of carbon emission data in cement industry is established for the first time in the Technical Specification for Carbon Measurement in Cement Industry, which fills the gap in China and provides an effective tool for scientific evaluation of data quality.
Among them, "Monitoring and Verification of Clinker Output in Cement Industry Carbon Measurement Technical Specification" is particularly critical, pointing directly to the core pain points and policy needs of the current cement industry capacity management. Cement clinker process carbon emissions account for about 62% of the whole industry, and clinker production is the activity data with the largest impact weight in its accounting. In view of the current situation of overcapacity in the industry and the disorderly competition in the market, the state and local policies clearly require the clinker production line to "organize production strictly in accordance with the registered capacity". The formulation of this norm is in response to the severe industry situation and the urgent need for precise supervision. It innovatively proposes a real-time monitoring and cross-validation technical scheme combining "raw clinker conversion coefficient method" and "bucket elevator power", and defines the accounting and verification process based on the monthly production, marketing and storage account of the factory. At present, the standard has been applied in 17 factories and 22 kiln lines in the whole province, and will be gradually extended to the whole province in the future, aiming at providing scientific, transparent and operable technical means for regulatory authorities and enterprises to ensure that the actual output meets the requirements of capacity management and control, so as to "promote the unification of actual capacity and record capacity". It is of great significance to maintain market fairness and promote the healthy development of the industry. It is estimated that after the production capacity and output of the whole industry are standardized, the stable economic benefits of the cement industry in the whole province will be more than 2 billion yuan. Since March 2025, the compilation of the
series of specifications has been issued by the Hubei Provincial Market Supervision and Administration Bureau, with Huaxin Building Materials as the leading unit, jointly with the Chinese Academy of Metrology, the Hubei Institute of Metrology and Testing Technology, the Hubei Carbon Emission Trading Center, Gezhouba Cement and other authoritative institutions and key cement enterprises in the province. After drafting the draft, several rounds of discussions, field research, social consultation, expert review and other procedures, it passed the expert review in December 2025, and finally completed the approval.
