Energy conservation and carbon reduction is an important starting point to promote carbon peak carbon neutralization and accelerate the green transformation of development mode, and an important support to safeguard national energy security and promote industrial upgrading.
Opinions require that we consistently adhere to the principle of giving priority to conservation, run energy conservation and carbon reduction through all aspects of the whole process of economic and social development, do a good job of energy conservation and carbon reduction at a higher level and with a higher quality, resolutely curb the unreasonable growth of total energy consumption, continuously improve the output efficiency of energy resources, effectively reduce carbon emissions from the source, and reduce carbon emissions. It will provide a strong guarantee for the realization of carbon peak carbon neutralization and the acceleration of the comprehensive green transformation of economic and social development. Energy Conservation and Carbon Reduction is an important grasp to promote carbon neutralization at peak carbon and accelerate the green transformation of development mode. It is also an important support for safeguarding national energy security and promoting industrial upgrading. With the consent of the Party Central Committee and the State Council, the following opinions are put forward in order to do a good job in energy conservation and carbon reduction at a higher level and with higher quality.
First, the overall requirements
are to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, thoroughly implement the spirit of the 20th and 20th Plenary sessions of the CPC, conscientiously implement the deployment of the Fourth Plenary Session of the CPC Central Committee, fully, accurately and comprehensively implement the new development concept, adhere to the general tone of steady and progressive work, and strive to build a well-off society in an all-round way. We should adhere to the combination of effective market and promising government, coordinate development and security, consistently adhere to the principle of giving priority to conservation, run energy conservation and carbon reduction through all aspects of the whole process of economic and social development, do a good job of energy conservation and carbon reduction at a higher level and with a higher quality, resolutely curb the unreasonable growth of total energy consumption, and continuously improve the output efficiency of energy resources. It will provide a strong guarantee for the realization of carbon peak carbon neutralization and the acceleration of the comprehensive green transformation of economic and social development.
2. Coordinated promotion of energy conservation, carbon reduction and green transformation
(1) Overall planning of energy conservation, carbon reduction and industrial optimization and upgrading. Strengthen the coordination of energy conservation and carbon reduction with industrial planning, capacity regulation and other policies, strengthen the incentive and restraint of energy conservation and carbon reduction and the guidance of standard upgrading, and continuously reduce the dependence of industry on energy. We will vigorously promote energy-saving, low-carbon and clean production technology and equipment and products, actively promote market-oriented energy-saving and carbon-reducing services, and support the use of digital technology and green technology to transform and upgrade traditional industries. Effectively manage and control high energy consumption and high emission projects, promote the clearance of backward and inefficient production capacity and process equipment in an orderly manner according to law, and coordinate the resolution of structural contradictions in key industries. We will accelerate the development of advanced manufacturing, high-tech industries and modern service industries, vigorously develop green and low-carbon industries, and actively cultivate new industries and new formats conducive to energy conservation and carbon reduction. We will promote the construction of zero-carbon parks and develop the "green to green" mode of manufacturing green products with green energy.
(2) Coordinating energy conservation, carbon reduction and green energy transformation. We should properly handle the relationship between energy conservation, carbon reduction and energy security, scientifically regulate and control total energy consumption, strictly control fossil energy consumption, further promote coal reduction and oil control, strengthen the management of demand for new coal and oil, actively promote the clean substitution of coal-fired boilers, industrial kilns and other coal-using equipment in stock, promote the substitution of bulk coal in an orderly manner, and promote the gradual peak of coal consumption and oil consumption. We should rationally control the installed capacity and power generation of coal-fired power, vigorously develop non-fossil energy and new energy storage, accelerate the construction of new power systems, scientifically lay out pumped storage, innovatively develop green power direct connection, smart micro-grid and other forms of business, promote green power consumption, and promote new clean energy generation to gradually cover the new electricity demand of the whole society. Improve the efficiency of energy production, promote the efficient exploitation of fossil energy technology and equipment, strengthen the transformation of energy saving and carbon reduction of coal-fired power, flexible transformation, etc., rationally determine the order of coal-fired power dispatching and peak shaving depth, continuously improve the efficiency of wind and solar power generation and energy conversion efficiency of energy storage devices, and steadily reduce the comprehensive line loss rate of power grid.
3. Vigorously promote energy conservation and carbon reduction
in key areas (3) Strengthen industrial energy conservation and carbon reduction. We will comprehensively improve the energy efficiency level of key industries such as iron and steel, non-ferrous metals, petrochemicals, chemicals and building materials, focus on production processes, main processes and key equipment, carry out in-depth diagnosis of energy conservation and carbon reduction, and organize and implement a number of industrial energy conservation and carbon reduction projects. We will deepen energy conservation and carbon reduction in industrial parks, promote the co-construction and sharing of infrastructure such as heating and refrigeration, strengthen energy exchange and cascade utilization among enterprises, support cross-industry coupling and efficie ncy improvement such as steel and chemical co-production and refining and chemical integration, carry out the construction of eco-industrial parks, and promote the overall optimization of energy systems in industrial parks and the intensive conservation and recycling of resources.
(4) Strengthen building energy conservation and carbon reduction. Strictly manage the energy efficiency of new buildings, optimize the design of building energy saving and carbon reduction, promote the large-scale development of ultra-low energy consumption buildings, and build a safe, comfortable, green and intelligent "good house". Combining with the renovation of old residential areas and clean heating, we will actively promote energy-saving and carbon-reducing renovation of existing buildings and strengthen energy-saving and carbon-reducing management of building operation. Establish a building energy efficiency rating system. Optimize the structure of building energy consumption, promote the construction of building photovoltaic integration in an orderly manner, and promote the substitution of waste heat resources and non-fossil energy heating according to local conditions. We will deepen the reform of heating metering, rationalize heating prices in an orderly manner, support the renovation of facilities and equipment such as aging heating networks and the intelligent upgrading of heating systems, and focus on improving energy efficiency in all aspects of heating.
(5) Promoting energy conservation and carbon reduction in transportation. We will vigorously develop railway and waterway transport, continuously improve the efficiency and greening level of highway transport, improve the operational efficiency of civil aviation air traffic control, and actively develop multimodal transport. We will continue to promote the construction of green transportation infrastructure, improve the green and intelligent level of facilities and equipment such as transportation stations and expressways, and improve the network of facilities such as charging stations and shore power. Build zero-carbon transport corridors. Promote energy-saving and low-carbon means of transport, rationally optimize vehicle energy consumption limits, actively develop electric (hydrogen) heavy trucks and green fuel ships, and support clean low-carbon fuel blending and substitution.
(6) Accelerating energy conservation and carbon reduction in digital infrastructure. We will promote the energy-saving and carbon-reducing transformation of infrastructure such as computing power, communication base stations and computer rooms, promote the optimization and upgrading of equipment selection, refrigeration architecture, cabinet power density and system intelligent operation strategy, and continuously improve the energy efficiency of unit computing power and unit information flow. We will strengthen the evaluation, demonstration and source control of computing power infrastructure projects, strictly manage the access of energy efficiency indicators such as power utilization efficiency, improve the level of renewable energy consumption and waste heat resource recovery and utilization, and support the development of green, low-carbon, intensive and circular computing power facilities.
(7) Deepening energy conservation and carbon reduction in public institutions. We will promote energy-saving and carbon-reducing renovation of building envelope, heating, refrigeration, lighting and other facilities and equipment in public institutions, promote contract energy management models such as energy cost trusteeship, and continuously reduce energy consumption and carbon emissions per unit building area. We will strengthen the management of energy consumption quotas in public institutions and improve the information management of energy and resources conservation. Deeply carry out the construction of demonstration units of conservation-oriented public institutions and build conservation-oriented organs in an all-round way.
4. Further strengthen the supervision and management
of energy conservation and carbon reduction (8) Strict review and evaluation of energy conservation and carbon reduction. Give full play to the leading role of energy efficiency, carbon emission, technology and other standards, strengthen the comprehensive review and evaluation of energy consumption, coal consumption and carbon emission of projects, and formulate carbon emission equivalent or reduction replacement schemes for new (renovated and expanded) industrial projects with high energy consumption and high emission when they are incorporated into the national planning layout and go through the procedures of approval, approval and filing. Implementation is an important part of carbon emission evaluation. Dynamically adjust the authority of energy conservation review and carbon emission assessment of fixed assets investment projects. Regularly carry out supervision and evaluation of the implementation of the energy conservation and carbon reduction system, adjust or suspend the authority of energy conservation review and carbon emission assessment in accordance with the law and regulations in areas where the energy conservation and carbon reduction indicators are seriously lagging behind and the ability of review and evaluation is insufficient, and implement the project approval restriction.
(Nine) strengthen the management of key energy and carbon emission units. Establish and improve the management files of energy conservation and carbon reduction in key energy-using and carbon-emitting units, explore the establishment of energy efficiency, carbon emission disclosure and classification system, and comprehensively improve the level of management refinement. We will strengthen the submission and examination of annual energy utilization reports and carbon emission inventories of key energy-using and carbon-emitting units, urge the implementation of energy audits in accordance with regulations, and strictly implement the system of equipping energy and carbon emission measuring instruments and building information systems. Encourage voluntary commitment to energy conservation and carbon reduction.
(10) Strengthen the supervision of the whole process of energy conservation and carbon reduction. Regularly carry out tracking and monitoring of energy consumption related indicators such as coal, oil and electricity, strengthen the comparative analysis of indicators in the same type of regions, timely alert and early warning of lagging target progress and unreasonable growth of indicators, and take precise control measures according to the situation. We will strengthen supervision and inspection of the implementation of laws, regulations, policies and standards on energy conservation and carbon reduction by key energy-using and carbon-emitting units, regularly carry out special supervision and inspection on the implementation of energy conservation reviews and carbon emission assessment opinions, and strengthen the application of the results. Strengthen the coordination of supervision and inspection of energy conservation and carbon reduction with comprehensive administrative law enforcement, special equipment supervision and ecological environment protection law enforcement, explore joint law enforcement by departments, and enhance the efficiency of law enforcement. We will strengthen the capacity building of governments at all levels in energy conservation and carbon reduction management and supervision and law enforcement, and encourage local governments to rely on professional forces and information technology to assist in improving the efficiency of supervision.
5. Strengthen the support and guarantee
of energy conservation and carbon reduction (11) Improve laws and regulations. We should strengthen the overall planning of energy conservation and carbon reduction, and speed up the revision of the energy conservation law. Revise and promulgate the Renewable Energy Law. We will do a good job in revising administrative regulations such as the Regulations on Energy Conservation of Civil Buildings and the Regulations on Energy Conservation of Public Institutions, and improve regulations on energy conservation supervision and energy efficiency labeling. Revise and promulgate the management measures for key energy and carbon emission units.
(Twelve) improve the standard identification system.Combining with the target requirements of carbon peak and carbon neutralization, the needs of industrial development and the reality of technological progress, we should speed up the improvement of energy consumption and carbon emission limits in key industries, energy efficiency standards for key energy-using products and equipment, and gradually improve the requirements of indicators. A number of national standards for energy conservation and carbon reduction have been formulated and implemented around new fields and new formats, and supporting standards for energy and carbon emission measurement, monitoring and certification have been continuously improved. Consolidate the data base for standard formulation and revision, and strengthen the evaluation and feedback of standard implementation. We will improve the green product certification and labeling system, strengthen the management and application of energy efficiency labels, and establish a product carbon labeling certification system.
(13) Strengthen policy support. On the basis of comprehensive consideration of energy consumption and environmental protection performance level, we should study and improve the differential electricity price policy in key industrial areas, optimize the residential ladder electricity price system, and improve the time-of-use electricity price mechanism. We will improve and implement export control policies for energy-intensive products. Give full play to the driving effect of government investment and make overall use of existing funding channels to support qualified energy-saving and carbon-reducing projects. Deeply implement the government compulsory procurement and priority procurement system for energy-saving products, and encourage all kinds of subjects to improve the procurement standards and proportion of energy-saving products. Give full play to the role of market mechanism for energy conservation and carbon reduction, implement preferential tax policies conducive to energy conservation and carbon reduction, and guide financial institutions to provide diversified financial products and services around the characteristics of energy conservation and carbon reduction demand in key areas. We will study the establishment of a national low-carbon transformation fund to support the green transformation of traditional industries and resource-rich areas.
(14) Strengthen the application of technological innovation. Focusing on high-efficiency energy-saving equipment, intelligent energy use, energy conservation and carbon reduction in key industries, we will cultivate a number of scientific and technological innovation platform bases, increase support for key national R & D plans, and strengthen key core technologies. We will improve the market-oriented green technology innovation system, support key enterprises to take the lead in setting up major energy-saving and low-carbon technology innovation consortia, and build a number of enterprise technology centers. Timely update the recommended catalogue of energy-saving and carbon-reducing technology and equipment, and accelerate the popularization and application of advanced and applicable equipment such as energy-saving boilers, permanent magnet motors, high-efficiency refrigeration, green lighting and high-temperature heat pumps.
(15) Improving the ability of basic work. We should innovate the training mode of talents, optimize the professional settings and talent evaluation system of relevant disciplines in the fields of energy management, energy conservation and carbon reduction, improve relevant professional standards, and deepen the integration of industry, education and science and education. Strengthen the professional ability training of energy saving and carbon reduction related personnel in government departments, law enforcement agencies, enterprises and institutions. We should better play the role of industry associations and strengthen the capacity building of energy conservation and carbon reduction in key industries and areas. We will improve the annual report and express report system for energy and carbon emissions at the national and provincial levels, and improve the energy statistics system for coal and other energy varieties, as well as for key areas such as industry, construction and transportation.
6. Strengthen organizational implementation
(16) Strengthen organizational leadership. Under the centralized and unified leadership of the Party Central Committee, all departments in various regions should strengthen overall planning, pay attention to systematic measures, and implement the present opinions in light of actual conditions. Leading cadres at all levels should establish and practice correct view of political achievement and firmly promote energy conservation and carbon reduction in this field in the region. Local Party committees and governments at all levels take overall responsibility for energy conservation and carbon reduction in their respective administrative regions, and the main responsible comrades should earnestly fulfill the responsibility of the first responsible person. The National Development and Reform Commission should conscientiously fulfill the responsibilities of overall coordination of carbon peak and carbon neutralization and the responsibilities of the competent energy conservation departments, strengthen work planning and implementation, strengthen follow-up assessment and supervision and guidance, coordinate and solve major problems, and incorporate the completion of energy conservation and carbon reduction targets into the comprehensive evaluation and assessment of carbon peak and carbon neutralization. All relevant departments should perform their duties and cooperate closely to form a joint force. State-owned enterprises, especially central enterprises, should strengthen the demonstration and guidance of energy conservation and carbon reduction. State organs, people's organizations, enterprises, institutions and social organizations should firmly promote energy conservation and carbon reduction in their respective fields. Major matters shall be reported to the Party Central Committee and the State Council in a timely manner in accordance with the procedures.
(17) Implementing the National Action. We will continue to carry out activities such as National Ecological Day, National Energy Conservation Publicity Week and National Low Carbon Day, advocate simple, moderate, green, low-carbon, civilized and healthy life concepts and consumption patterns, and effectively enhance the endogenous power of energy conservation and carbon reduction in the whole society. The majority of Party members should set an example and earnestly advocate and practice energy conservation and carbon reduction. Open channels for social supervision, actively publicize advanced models and practices of energy conservation and carbon reduction, and increase exposure of illegal energy use and energy waste.
(18) Strengthen international cooperation. We will deepen international dialogue and practical cooperation in the field of energy conservation and carbon reduction, expand channels for dialogue and cooperation, actively participate in leading international governance, and vigorously publicize the effectiveness of China's green transformation. Drawing on international advanced experience, we will strengthen technical cooperation in energy conservation and carbon reduction, support trade in energy-saving and low-carbon products, and encourage energy-saving and carbon reduction service enterprises to go global. Actively participate in the formulation and revision of international standards for energy conservation and carbon reduction, and promote international mutual recognition of energy conservation and carbon reduction standards and labels.
