National Highway 241: Starting and ending points: The starting point of the route (K0 + 000) is located near Shahukou Village, Youwei Town, Youyu County. It is reconstructed and expanded southward along the existing National Highway 241, and a new line is opened eastward on the north side of Youwei Town. After that, continue to rebuild and expand along the existing National Highway 241, and open a new line westward to Youyu County Town. After rebuilding and expanding 5.35 kilometers by using the existing National Highway 109 in Xu Village, Weiyuan Town, continue to rebuild and expand southward along the existing National Highway 241, and the end point (K75 + 146.511) is near the boundary of Youyu Shanyin County. The total length of the line is 75.227 km, including 24.676 km of new section and 50.551 km of reconstruction and expansion section.
Main control points: Shahukou of Youyu County, Youwei Ancient City, Liangjiadian Village of Xincheng Town, yuanjia Village, Xu Village of Weiyuan Town, Yang Village of Xincheng Town, yuanbaozi Town, and boundary of Youyu Shanyin County.
Technical standard: The whole line adopts the construction standard of two-way four-lane first-class highway, of which the design speed of G241 and G109 from Xucun Interchange to Yangcun Interchange is 80km/H, and the design speed of other sections is 60km/H. In general sections, the width of integral subgrade is 22.5m/20.0m, the width of separated subgrade is 2 × 11.25m/2 × 10m, and the vehicle load grade is highway-I.
Construction scale: The total length of the line is 75.227 km, with 19 bridges of 4,430 m, including 13 large bridges of 4,095 m, 6 medium bridges of 335 m, 4 interchanges and 3 separated interchanges (1 overpass of the main line of 118 m (whole width) and 2 underpasses of the main line of 132 m (half width)); There are 2 main line toll stations (i.e. K7 + 150 Youwei toll station and K59 + 450 yuanbaozi toll station), 1 maintenance work area (jointly built with Youwei toll station), 1 management center (jointly built with Youwei toll station), 2 over-limit detection stations (1 reconstruction and 1 displacement (S229 over-limit detection station)). Total investment: RMB 2,884,139,900 yuan.
Bidding scope: This bidding project is divided into one bid section, and this bidding is for the
concessionaire
of Youyujing Reconstruction and Expansion Project of National Highway 241 (1) Franchise mode: This project is based on the user-paid franchise mode. Franchise implementation mode: Build-Operate-Transfer (BOT).
(2) Franchise period: The tentative franchise period is 33 years, of which: ① Construction period: 3 years (from the date of signing the franchise agreement to the date of acceptance), including 1 year of preparation period and 2 years of construction period; ② Operation period (including charging period): from the date of project acceptance to the date of project handover, in which the charging period is 30 years, from the date of starting charging approved by Shanxi Provincial People's Government to the date of project handover, and the final charging period is subject to the period approved by the government.
3. Sources of the Project funds: ① The capital funds of the Project account for 20.00% of the total investment, namely, the 57682 is 79.80 million RMB yuan. Among them, the provincial financial budget subsidy fund contributed 139.16 million yuan (accounting for 24.13% of the capital), and the remaining 43766 79.80 million yuan (accounting for 75.87% of the capital) were all contributed by the concessionaire. ② The remaining 230731 of RMB 19.2 million is to be raised by the concessionaire/project company through bank loans and other legal means.
