public information, Inner Mongolia Wulan Cement Co., Ltd. was established on September 23, 1999 and registered in Wuchuan County Economic Development Zone, Hohhot City, Inner Mongolia Autonomous Region. The company used to be named Wulan Cement Co., Ltd. of Wuchuan County, which was a state-owned cement enterprise in Wuchuan County, Inner Mongolia. In 2009, it is planned to build a production line with a daily output of 2500 tons of clinker and an annual output of 1 million tons of cement and its supporting projects. The clinker production line started construction in September 2011 and was completed in 2013.
In 2025, the company completed the ultra-low emission transformation project and received special funds from the central government. However, since the second half of 2025, the company has been in trouble, and there have been many tax arrears announcements and judicial disputes. On October 21, 2025, the company was filed for bankruptcy review by Inner Mongolia Jinyong Machinery Equipment Co., Ltd. and entered bankruptcy liquidation in January 2026.
