In order to earnestly implement the decision-making and deployment of the CPC Central Committee and the State Council, and to implement the requirements of the Ecological Environment Code and the Circular Economy Promotion Law, the National Development and Reform Commission recently issued the Fifteenth Five-Year Plan for the Development of Circular Economy (hereinafter referred to as the Plan) in accordance with the Outline of the Fifteenth Five-Year Plan and with the consent of the State Council.
The Plan requires that, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th and 20th Plenary sessions of the CPC should be thoroughly implemented, and that, in accordance with the principles of reduction, reuse and resource utilization, the concept of system should be adhered to, key areas and key links should be focused on, the chain of resource recycling should be unblocked, the industrial upgrading of circular economy should be promoted, and circular economy should be promoted. Reduce resource consumption and carbon emissions, improve the efficiency of resource utilization, and provide solid support for ensuring national resource security and accelerating the comprehensive green transformation of economic and social development.
The Plan clearly States that by 2030, the circular economy system covering the whole chain of production, consumption, recycling and utilization will be more perfect, the output rate of major resources will be increased by about 16% compared with 2025, the annual comprehensive utilization of bulk solid waste will reach about 4.5 billion tons, the annual recycling utilization of major renewable resources will reach 510 million tons, and the annual recycling utilization of major renewable resources will reach 100 million tons. The output value of resource recycling industry reached 8 trillion yuan. By 2035, the high-quality development system of circular economy will be basically established, and the utilization efficiency of major resources will reach the international advanced level.
The Plan proposes that we should lay a solid foundation for reduction in an all-round way, widely promote green design of products, further promote cleaner production in the industry, and actively promote green consumption in the whole society. We should speed up the improvement of the level of resource utilization, highlight the efficient utilization of industrial resources, further promote the development of agricultural and forestry ecological cycle, vigorously promote green construction in the whole process of engineering construction, fully release the potential of traditional "urban mineral" resources, and speed up the completion of the "new three" and other solid waste recycling shortcomings. We should continue to expand the scale of reuse, promote the import and utilization of overseas high-quality renewable raw materials, expand the scale of application of renewable materials, promote high-level remanufacturing, and standardize the development of second-hand commodity circulation and trading. We should effectively smooth the waste recycling network, strengthen the fine collection of waste on the industrial side, promote the standardized recycling of waste from social sources, and improve the recycling capacity of key categories of waste. We should vigorously promote the industrial upgrading of circular economy, optimize the industrial layout, speed up the upgrading of technology and equipment, foster and strengthen the circular economy service industry, and strengthen industry supervision measures. We should strengthen the system and policy guarantee for the development of circular economy, carry out in-depth publicity and guidance, and strengthen international cooperation in circular economy.
The Plan requires all relevant departments in all regions, under the centralized and unified leadership of the CPC Central Committee, to implement the plan in light of the actual situation, and fully recognize the importance and urgency of developing circular economy to strengthen resource security and accelerate green and low-carbon transformation. Local governments at all levels earnestly fulfill their main responsibilities, refine their objectives and tasks, and promote the implementation of circular economy development policies. In accordance with the division of responsibilities, relevant departments should pay attention to systematic measures and enhance joint efforts. The National Development and Reform Commission has strengthened overall coordination and strengthened dynamic monitoring and evaluation of the implementation of the plan.
