In order to further study and implement Xi Jinping's thought of ecological civilization, resolutely implement the deployment requirements of the State Council's Action Plan for Continuous Improvement of Air Quality, conscientiously implement the work arrangements of the Party Committee and the government of the autonomous region, and continuously consolidate the achievements of the year of tackling key problems in the protection and control of the ecological environment, on October 15, 2026, the State Council of the People's Republic of China decided to implement the plan. The People's Government of the Autonomous Region held a kick-off meeting on air pollution prevention and control in the winter and spring of 2026-2027. Vice Chairman Liu Jun presided over and delivered a speech. Members of the leading group of the construction of ecological civilization of the Party Committee of the Autonomous Region are responsible for comrades, members of the team of the Department of Ecological Environment and relevant departments and institutions, and branches are set up in cities, counties (districts) and Ningdong Base.
The meeting briefed on the environmental air quality and the progress of key tasks of air pollution prevention and control in the whole region from January to September 2026, and made work arrangements for the key actions of air pollution prevention and control in winter and spring. Relevant departments and bureaus and municipal and county people's governments made statements respectively.
The meeting pointed out that 2026 is the first year of the 15th Five-Year Plan and the first year of the implementation of the "Beautiful China Construction Effectiveness Assessment", which is related to the foundation of the "Beautiful Ningxia" construction. At present, the effect of air quality improvement in our region is not stable, and the ratio of good days and heavy pollution days is still uncertain; some emission reduction projects have not been completed, and the potential of emission reduction needs to be tapped; illegal pollution discharge occasionally occurs, and supervision and law enforcement need to be strengthened. All local departments must take the responsibility to promote the formation of a good situation of air pollution, which is characterized by up-down linkage, department coordination and joint management.
The meeting stressed that all relevant departments around the country should closely follow the key tasks, plan key measures, implement key actions, and ensure solid results. First, we must do a good job in the deep control of industrial source pollution. To urge the relevant responsible subjects to reverse the schedule and speed up the progress, strictly implement the requirements of ultra-low emission transformation of cement and coking industries in the autonomous region, and ensure that the annual transformation task is completed on schedule. Firmly carry out the investigation and renovation of inefficient and ineffective treatment facilities, and accelerate the standardized renovation of gas-related industrial clusters. Focus on key industries such as chemical industry, industrial painting and printing, accelerate source substitution, and strictly control unorganized emissions. Second, we should do a good job in the comprehensive treatment of coal-burning source pollution. We will accelerate the transformation of coal-fired boilers with ultra-low emissions of 65 steam tons per hour or more and the elimination of small coal-fired boilers, so as to achieve pollution reduction benefits as soon as possible. Actively promote the management of loose coal, do a good job in the operation and maintenance of heating facilities, consolidate the achievements of clean heating transformation, and strictly prevent the re-burning of loose coal. Third, we should do a good job in the supervision and management of mobile source pollution. Strengthen the supervision of motor vehicle emissions, carry out road inspection regularly, carry out spot checks on motor vehicle emission inspection institutions, and investigate and punish all kinds of illegal acts according to law. We will intensify the clean transformation of freight transport and focus on increasing the proportion of clean transport. We will actively implement the subsidy policy and accelerate the elimination and renewal of medium and heavy trucks and machinery below the third country and the first country. Strictly crack down on the sale of non-standard diesel and reduce motor vehicle pollution from the source. Fourth, we should do a good job in the precise provention and control of non-point source pollution. Strictly control the discharge of fireworks and firecrackers, reasonably control the total purchase of fireworks and firecrackers, strictly implement the prohibition and restriction measures, and reduce the pollution impact caused by centralized discharge. Strengthen the fine control of construction and road dust, strengthen the supervision of the whole construction process, strictly implement the "six standardization" measures and dust control measures for winter shutdown; do a good job of road cleaning according to local conditions, and create a fresh air environment. Strengthen the comprehensive management and control of straw burning, implement the management of prohibition and restriction of burning in accordance with the law and regulations, use satellite remote sensing and unmanned aerial vehicles to carry out inspections, dispose of fires as soon as they are found, and strictly prevent the deterioration of regional air quality caused by centralized burning. Fifth, we must do a good job in dealing with heavy pollution weather. Establish a whole-process response system of "accurate research and judgment-rapid response-efficient disposal", achieve "early consultation, early warning and early action", strictly implement emergency emission reduction measures such as industrial source production restriction, motor vehicle restriction and construction site shutdown, ensure effective control of pollution peak, and avoid large-scale and continuous heavy pollution weather.
The meeting demanded that in order to deeply understand the extreme importance and practical urgency of air pollution prevention and control, all local departments must firmly establish the concept of "one chess game in the whole region", take the initiative to claim tasks, strictly implement the "same responsibility of the Party and the government, one post and two responsibilities" for the protection of the ecological environment, and strictly implement the "two responsibilities of the Party and the government" for the protection of the ecological environment. We should do a good job in law enforcement supervision, notification and early warning, assessment, supervision and assistance, and technology application, and work together to implement control and closed-loop implementation, so as to ensure that the key problems have achieved remarkable results and continuously consolidate and improve the air quality improvement achievements in the whole region.
