II. Project Overview

The quotation of the first round of bidding is a reference quotation, which is only used as the basis for centralized communication of bid opening, clarification of quotation caliber and unification of technical response standards; The bid opening and clarification link only unifies the quotation caliber, clarifies the technical boundary, and does not change the substantive requirements of the bidding documents; after clarification, the tenderee issues a unified secondary quotation template, and the bidder submits the secondary quotation as required. The Tenderee has the right to conduct commercial negotiation on the supply, service, quality assurance and other contents of the candidate to be the bid winner before the bid award, and require the candidate to make additional preferential commitments. The negotiation is only an auxiliary link of the bid award, and will not change the validity of the second quotation of other bidders.

(2) Scope of quotation: The quotation of this tender is the total fixed tax-inclusive price of the whole cost. Including equipment body, auxiliary materials, spare parts, dismantling and transportation of old equipment and environmental protection recycling, equipment installation, electrical wiring, system commissioning, energy efficiency testing, acceptance cooperation, personnel training, all services during the quality assurance period, as well as transportation, loading and unloading, insurance, site survey, construction tools and safety protection equipment, 13% value-added tax, etc., unless otherwise stipulated in the contract. The Buyer shall not incur any additional expenses.

(3) Payment method : The benchmark payment method is as follows (the payment method is an important factor for bid evaluation, and the bidder can submit a better scheme): ① Within 30 days from the date when the whole system passes the performance acceptance, The Buyer shall pay 90% of the total contract price of the corresponding project in the form of electronic bank acceptance; ② 10% of the total contract price of the corresponding project shall be used as the quality guarantee deposit, which shall be paid without interest after the expiration of the quality guarantee period without objection. Following the principle of "invoice first, payment later", the Seller must issue a legal and valid special invoice for 13% of the value-added tax of the full amount of the contract in advance. If the invoice is not provided, the Buyer has the right to refuse to pay for the goods and shall not be liable for breach of contract.

(4) Technical communication method : After the opening of the first round of bidding documents, centralized communication and clarification will be carried out with all qualified bidders through the Tencent online conference.

(5) Site survey : The Tenderee will not organize site survey uniformly. Before participating in the bidding of the corresponding project, the bidder shall contact the technical contact of the buyer to make an appointment for reconnaissance and fully verify all the working conditions on the site. All the expenses and responsibilities incurred during the reconnaissance, such as transportation, accommodation, personal and property safety, shall be borne by the bidder. Site survey is only a reference for the Tenderer to understand the site conditions of the project, and does not constitute any commitment of the Tenderee to the site working conditions and construction conditions. The Tenderer shall evaluate the impact of site conditions on the bidding and project implementation by itself, and incorporate relevant factors into the tender offer.

3. The bidder's qualification requires

that the bidder must meet the following access conditions and provide valid supporting documents in the bidding documents. If there are no supporting materials, the bidder's qualification is deemed to be substandard. Only the pump manufacturers with independent production capacity can participate in the bidding, and the bidding of agents is not accepted. 1.2

Installation of core equipment and system commissioning of the Project shall not be subcontracted; If the construction of auxiliary wiring and pipeline adaptation needs to be subcontracted, the bidder must specify the construction organization mode in the bidding documents. After winning the bid, the bidder must submit the qualification documents of the proposed subcontractor to the buyer for review before entering the site, and the bidder can enter the site only after the buyer's approval. No matter what kind of construction method is adopted, the bidder shall be jointly and severally liable for the construction quality, safety and construction period of the project, and the buyer shall only interface with the bidder, and shall not have a direct contractual relationship with the subcontractor.
