In accordance with the relevant provisions of the Law of the People's Republic of China on Export Control, the Law of the People's Republic of China on Foreign Trade, the Customs Law, and the Regulations on Export Control of Dual-Use Items, and in order to safeguard national security and interests, with the approval of the State Council, Decides to impose export control on the following items:
1. Roadheader related items
(1) 2B906. Full face tunnel boring machine.
a． Earth pressure balance shield machine, slurry pressure balance shield machine and other types of shield machines (refer to the customs commodity code: 8430313010);
B. Open, single shield, double shield rock tunnel boring machines and other types of rock tunnel boring machines (refer to Customs Code: 8430313010).
(II) 2A 906. Parts and components specially designed for items controlled under item 2B 906:
a. Tool cutterhead (refer to customs code: 8431499910);
B. Screw conveyors (refer to HS code: 8428310010);
C. Segment Erector (Refer to Customs Code: 8479899959);
d. Main drive system and other key units (refer to HS code: 8431499910).
(III) 2 E906. Remanufacturing technology specially designed for items controlled under Division 2A906 or 2B906.
II. Walking Excavator Related Items
(I) 2B904. Walking excavators (see Customs code: 8429521920) having any of the following characteristics:
a. Over a vertical obstacle exceeding 1.2 m in height;
B. Fording to a depth exceeding 1.5 m;
C. Crossing trenches wider than 3 m;
d. The walking climbing gradient exceeds 40 °.
Technical description: Walking excavator is a kind of mechanical equipment that uses the compound action of working device, outrigger or wheel to realize self-walking, so as to carry out multi-functional excavation in all-purpose terrain.
(II) 2 e904. Electro-hydraulic proportional control technology for hydraulic systems specially designed for use with items controlled by 2B 904.
III. Items
related to plateau wet shotcreting machine (I) 2B903. Plateau type wet shotcreting machine for use at altitudes above 3000 m with all of the following characteristics (refer to Customs Code: 8479109010):
a. Maximum engine power of more than 75 kW and torque of more than 680 N · m;
B. The maximum power of the motor exceeds 55 kW;
C. The suction efficiency of the pumping system is higher than 95%;
d. Air compressor displacement exceeds 15 m3 /min;
e. Low temperature hydraulic oil that can be used in hydraulic systems at -20 ℃.
Technical description: Plateau type wet spraying machine refers to the equipment that transports the mixed materials (such as concrete, etc.) to the nozzle in the plateau area, and sprays the materials to the working surface through air and accelerator.
(II) 2A903. Parts and components specially designed for items controlled under 2B 903:
a. Plateau engines with a maximum engine power of more than 75 kW and a torque of more than 680 N · m (refer to the customs commodity code: 8408909240, 8408909330);
B. Engine auxiliary oxygen supply device (refer to the customs commodity code: 8421399030);
C. Plateau type motors with a maximum power of more than 55 kW (refer to customs code: 8501520020, 8501530020);
d. Two-stage air compressors with a displacement of more than 15 m3 /min (refer to customs code: 8414804110);

f. Folding arm (refer to customs code: 8479909030).
(III) 2 e903. Hydraulics and pumping technology specially designed for items controlled under 2B 903. When exporting the above-mentioned items to sensitive countries or regions with which China has disputes,
an exporter shall apply to the competent commerce department of the State Council for a license in accordance with the relevant provisions of the Law of the People's Republic of China on Export Control and the Regulations of the People's Republic of China on Export Control of Dual-use Items. Without a license, no exporter shall export to the above-mentioned countries or regions. For exports to other countries and regions in the world, export certificates shall be obtained by means of registration and filling in information, and exporters and end-users shall undertake not to transfer or provide the above-mentioned items originating in China to countries and regions with disputes with China without permission. Without permission, organizations and individuals outside China shall not transfer or provide the above-mentioned items originating in China to sensitive countries and regions that have disputes with China.
The exporter shall be responsible for the authenticity of the declared commodities, and strengthen the identification of export items. If the export items are controlled items, the "dual-use items" shall be indicated in the remarks column of the declaration form, and the export control code of dual-use items shall be indicated; For items that are not controlled but have similar parameters, indicators and performance, "not controlled items" must be indicated in the remarks column of the customs declaration form and specific parameters and indicators must be filled in. If there are doubts about the completeness, accuracy and authenticity of the above-mentioned information, the Customs will question it according to law, and the export goods will not be released during the questioning period.
This announcement has been formally implemented since November 18, 2026. The Export Control List of Dual-use Items of the People's Republic of China shall be updated simultaneously.
