Sichuan Development and Reform Commission approved in principle the energy-saving report of Xiangfenghua 93,000-ton anode material project, confirming that its energy efficiency has reached the benchmark level and its carbon emissions are better than industry average, and requiring strict implementation of energy-saving and carbon reduction measures and energy consumption monitoring and management.

On June 24, the Sichuan Development and Reform Commission issued a notice agreeing in principle to the energy-saving report of Xiangfenghua 93000 tons new energy battery anode material production base construction project.

Earlier, on the evening of April 21, Xiangfenghua announced that the company intends to raise no more than 600 million yuan by issuing shares to specific targets, which will be used for the project of producing 93000 tons of new energy battery anode materials annually after deducting related issuance fees.

Xiangfenghua plans to build a new production base with a construction area of 134,618.32 m2 in the Economic Development Zone of Pengxi County, Suining City, Sichuan Province, with a total investment of about 1.36 billion yuan, which will be used for the construction of factory buildings and warehouses, the purchase of advanced production equipment, and the recruitment of production and management personnel. The overall construction and implementation period of the project is expected to be 3 years. After the completion of the

project construction and production, Xiangfenghua's new energy battery anode material project with an annual output of 93,000 tons will increase the integrated production capacity of 80,000 tons/year of artificial graphite anode material, 10,000 tons/year of silicon-carbon composite anode material, 2700 tons/year of hard carbon anode material and 300 tons/year of porous carbon material.

On June 15, the EIA document of the project was approved by Suining Ecological Environment Bureau.

We have received your Request for Submitting the Energy-saving Report of Xiangfenghua 93,000-ton New Energy Battery Anode Material Production Base Construction Project, and we have entrusted Sichuan Engineering Consulting Institute to review the project energy-saving report. The evaluation organization issued the Report on Submitting the Evaluation Opinions on the Energy-saving Report of Xiangfenghua 93,000-ton New Energy Battery Anode Material Production Base Construction Project (CGZR [2026] No.395). After review, the review opinions are as follows:

I. The energy saving report of Xiangfenghua 93,000 tons of new energy battery anode material production base construction project (project code: 2210-510921-99-01-382397) is approved in principle.

II. Types of Energy Consumption and Carbon Emission of the Project: When the Project is put into normal operation, the 66581 of electricity consumption is 6,500 kWh, the natural gas consumption is 2,455,200 m3, and the purchased fresh water consumption is 437,400 tons (energy-consuming working medium, not included in the energy consumption). The annual comprehensive energy consumption is converted into standard coal equivalent value of.20 tons 84810 and equivalent value of.16 tons 221369 (the electricity equivalent value and equivalent value are calculated by 0.1229 and 0.328 kg standard coal/kWh respectively); the energy consumption (equivalent value) of the project per unit output value and added value is 0.92 TCE/10,000 yuan and 1.68 TCE/10,000 yuan respectively.

3. Energy efficiency level. The energy consumption per unit product of the graphitization process, the main energy-consuming process of the project, is 858.57 kgce/t, reaching the benchmark level of 960 kgce/t in the Industrial Energy Efficiency Guidelines of Sichuan Province (First Edition, 2024).

4. Carbon emission level. The carbon emission per unit product of the project is 1.35 CO2 /t, which is better than carbon emission per unit product of similar projects. According to the comprehensive evaluation, the overall carbon emission of the project has reached the average level of the industry.

5. On the basis of implementing various measures of the energy conservation report, the project design and construction units shall, The following energy-saving work shall be improved and strengthened:

(I) In view of the fact that the energy consumption of main devices and equipment such as graphitization furnace, roller furnace, coarse crusher, grinding and shaping machine, reaction kettle, demagnetizer, screening machine, air compressor and fan accounts for a large proportion of the total energy consumption, the construction unit shall purchase the equipment in the next stage. According to the production scale and process requirements, the principle of project equipment selection shall be strictly implemented, and the equipment conforming to the advanced level shall be used.

(2) In the next stage of work, the construction unit and the design unit should pay attention to the adaptability of the technical development of the industry to the equipment selected for the project, focus on optimizing the process design parameters, verify the main energy-consuming equipment, device parameters and manufacturing design, and improve the level of energy consumption.

(3) In project design, equipment procurement and project operation, the construction unit shall fully implement energy-saving and carbon-reducing technical measures and energy-saving and carbon-reducing management measures, strengthen safety management, set up emergency treatment facilities and rescue systems, and improve the level of safe operation.

(4) In accordance with the General Principles for the Allocation and Management of Energy Measuring Instruments in Energy-using Units (GB17167-2025), construction units and design units shall refine and implement the allocation design of energy measuring instruments and improve the implementation of the three-level energy measurement management system; In accordance with the Measures for Energy Conservation Management of Key Energy-using Units (Decree No.15, 2018) issued by the National Development and Reform Commission and other seven departments, an online energy consumption monitoring system will be built to connect the energy consumption monitoring data to the provincial platform of the online energy consumption monitoring system of key energy-using units in Sichuan Province.

6. When the energy consumption process and equipment, energy consumption variety, construction content and scale of the project have changed significantly or the actual annual comprehensive energy consumption exceeds the level specified in this review opinion by more than 10%, the project construction unit shall conduct a new energy conservation assessment and report it to the Commission for review. If the authority of the project energy conservation review changes, it shall be submitted to the competent review authority for handling in a timely manner.

7. According to the Implementation Measures for Energy Conservation Review and Carbon Emission Assessment of Fixed Assets Investment Projects in Sichuan Province, the project construction unit is requested to carry out the energy conservation review and acceptance of the project and prepare the energy conservation review and acceptance report before it is formally put into production and use. Those who have passed the examination and acceptance of energy conservation shall submit the acceptance report to the provincial development and Reform Commission. Projects that have not been accepted or failed to pass the acceptance shall not be put into production and use.

8. Suining Municipal Development and Reform Commission shall effectively supervise and inspect the design, construction, completion acceptance and operation management of the project in accordance with the review opinions and the energy-saving report of the project, and timely report on the implementation of the review opinions and major matters related to the project. We should further optimize the allocation of energy factors, fully tap the potential of energy conservation, promote the improvement of energy efficiency, and strengthen the target management of energy intensity reduction.

9. The Provincial Energy Conservation Regulatory Affairs Center shall, in accordance with the Measures for Energy Conservation Supervision (Decree No.33 of 2016 of the National Development and Reform Commission), carry out energy conservation supervision on the implementation of the energy conservation review opinions of the project.

10. This opinion only provides review opinions on the project energy conservation report, and the project construction management shall be strictly implemented in accordance with relevant laws, regulations and policies.

11. The project shall start construction within 2 years from the date of issuance of this review opinion. If the project fails to start construction on schedule, this review opinion will automatically become invalid and the energy conservation review shall be carried out again.
