On October 16, the Ministry of Commerce and the Ministry of Science and Technology issued Announcement No.48 of 2026 to solicit public opinions on the revision of the Catalogue of Technologies Prohibited and Restricted from Export in China (hereinafter referred to as the Catalogue) and to implement temporary management measures for pre-export registration of relevant technologies.
The announcement shows that according to the Foreign Trade Law of the People's Republic of China and the Regulations of the People's Republic of China on the Administration of Technology Import and Export, the Ministry of Commerce and the Ministry of Science and Technology intend to revise the Catalogue of Technologies Prohibited and Restricted from Export in China, adding some artificial intelligence, biomedicine and photovoltaic technologies .
This public consultation involves 40 technologies in the fields of artificial intelligence, biomedicine and photovoltaic. The photovoltaic field includes 12 technologies related to polysilicon manufacturing, silicon wafer manufacturing and battery manufacturing. The scope of
technical management also includes the key and core equipment carrying related technologies. Specifically, the device comprises a trichlorosilane cold hydrogenation fluidized bed, a silane fluidized bed, a reduction furnace, photovoltaic silicon wafer slicing equipment, a monocrystalline furnace applied to photovoltaic crystal pulling, photovoltaic silicon wafer preparation cutting and squaring and other machining equipment, photovoltaic silicon wafer slicing equipment, edge passivation equipment (EPD) applied to a half-wafer or multi-wafer process, Tunneling oxide layer doped polysilicon selective passivation contact layer deposition equipment (including PECVD and LPCVD equipment), atomic layer deposition (ALD) equipment, high temperature boron diffusion furnace, copper electroplating equipment applied to TOPCon battery, Crystalline silicon film deposition (PECVD) equipment for HBC and HTBC cells , copper electroplating equipment for XBC cells, transparent conductive film deposition equipment (PVD), amorphous or microcrystalline silicon film deposition equipment (PECVD), copper electroplating equipment for heterojunction cells, Slit coating equipment.
As shown in the figure below:

a few days ago, a spokesman for the Ministry of Commerce said that 12 photovoltaic technologies in polysilicon manufacturing, silicon wafer manufacturing, battery manufacturing and other links will be added to the Catalogue, mainly for the following considerations:
First, to safeguard national security and interests. In recent years, the application of photovoltaic technology in sensitive areas such as aerospace, national defense, unmanned equipment and high-security infrastructure has been expanding, and the national security risks that may arise from the export of photovoltaic technology have been rising, so it is necessary to implement timely and appropriate supervision.
The second is to support green technology sharing. The scope of this control technology is limited, and other technologies that fail to meet the control indicators can still be exported freely. The announcement lists a small number of key photovoltaic equipment, only for the situation of carrying the technology that meets the control index. Other photovoltaic equipment not listed is not applicable to the requirements of this announcement in principle.
The three is to improve the technology export supervision system. The export of key photovoltaic technologies is often accompanied by the export, installation, commissioning, improvement and upgrading of photovoltaic production lines. An exporter engaged in the above activities shall, in accordance with the provisions, apply for a technology export license and go through the relevant formalities for foreign exchange, banking, taxation and customs.
