The Fenyi Conch Relocation Project, with a total investment of about 3 billion yuan, has entered the decisive stage simultaneously, with an investment of 800 million yuan completed, 95% of the civil engineering of the cement clinker production line with a daily output of 4500 tons completed, and 40% of the equipment installation completed. 90% of the civil works of the cement grinding system and 30% of the equipment installation have been completed. 95% of the project in front of the plant has been completed. The connecting roads and water supply projects have been completed. According to the wall chart operation and inverted schedule mechanism, the project team is creating the appropriate speed: strive to ignite the cement clinker line at the end of November, the first cement mill will be ready for production on December 18, and the waste heat power generation will be ready for grid-connected power generation on the same day.
According to the report, the overall relocation project of Fenyi Conch from the city to the park has indeed entered a decisive stage.
Not long ago, on September 9, the Department of Ecology and Environment of Jiangxi Province issued a public announcement column on the environmental impact assessment of construction projects, which contained the contents of "the proposed approval announcement of the environmental impact report of the overall relocation and technical renovation project of Fenyi Conch's 4500 tons per day cement clinker production line from the city to the park". The environmental impact assessment of the
project is still in the public announcement to be approved, but the project has been in the decisive stage. There are still procedures to be carried out before the formal approval of the EIA, that is, the EIA of the project has not yet been approved, but the project has not only started, but also entered the decisive stage, which is puzzling!
As an overall relocation project, it is conducive to environmental improvement, production line upgrading and green development. According to the provisions of the ecological environment management department, if one or more of the five factors of the nature, scale, location, production process and environmental protection measures of the construction project have undergone significant changes, and may lead to significant changes in environmental impacts (especially the aggravation of adverse environmental impacts), it shall be defined as a major change. If it is a major change, the environmental impact assessment document shall be re-submitted for approval. The relocation project needs to be re-submitted for environmental assessment.
It should be said that the overall relocation project from the city to the park is in line with the support and encouragement of relevant environmental protection policies, and compared with a completely new project, the EIA is relatively simple. It is entirely possible to "buy a ticket first, then get on the bus", but now the situation gives the outside world the impression that "get on the bus first, then make up the ticket", which has become a common illegal project of "building first without approval". Embarrass the enterprise! What is
even more puzzling is that the replacement is the expired note of 2024. Is it a misprint, or is it intentional? In July
this year, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Regulations on the Responsibility System for Eco-environmental Protection of Local Party and Government Leading Cadres (Trial Implementation). The Provisions make it clear that local party and government leading cadres who fail to perform or incorrectly perform their duties in the work of protecting the ecological environment shall be held accountable in accordance with the regulations and disciplines and in accordance with the law; those who are suspected of violating the law or committing crimes by taking advantage of their duties shall be held accountable in accordance with the law. These include inadequate implementation of the responsibility for ecological environment protection, formalism, bureaucracy, perfunctory and dereliction of duty. It is not too much to say that the environmental assessment and approval work
of Fenyi Conch's relocation project is like this, if it is formalism, bureaucracy, perfunctory and dereliction of duty! This also makes the enterprise embarrassed, isn't it!
