On September 10, the Housing and Construction Bureau of Loudi City, Hunan Province, organized a symposium on the high-quality development of prefabricated buildings, with the core theme of "scientific and technological design leading and stimulating the new momentum of high-quality development of the industry", aiming at injecting new vitality into the transformation and upgrading of the city's construction industry by analyzing the situation, identifying shortcomings and refining strategies. Relevant persons in charge of the Municipal Housing Insurance Center, the Municipal Quality and Safety Supervision Station, the Louxing District Housing and Construction Bureau, the Development and Construction Bureau of the Economic Development Zone, and the heads of Loudi City Design Institute, Hunan Star City Construction Group, Loudi yuanda Construction and other enterprises attended the meeting. Since
2025, the development of assembly buildings in Loudi has achieved remarkable results, and the core indicators are in the forefront of the province. Up to now, the output value of prefabricated buildings has reached 10.98 billion yuan, with the completion rate of output value tasks reaching 75.7%, ranking first in the province; the area of prefabricated buildings accounts for 58.3%, ranking fifth in the province, laying a solid foundation for the green and industrial transformation of the construction industry.
At the same time, the development of the industry is still facing "three short boards", one is the lack of application scenarios, assembly collective apartments, green farm housing projects have not yet landed; Second, the innovation synergy is weak, the "industry-university-research" industrial alliance has not yet been established, and the ability of technology transformation and tackling key problems is limited; third, the momentum is not enough to stimulate, the transformation and upgrading of the construction industry needs to be further strengthened, and the potential for high-quality development needs to be released.
The meeting emphasized that all relevant units need to further enhance their ideological awareness and consolidate their main responsibilities, and make precise breakthroughs in industrial cultivation, technological upgrading and resource co-ordination, so as to effectively promote the high-quality development of the construction industry.
Strengthen industrial cultivation and build a "trinity" development system.
Focusing on the cluster development goal of prefabricated construction industry, we should build a coordinated system of "policy + layout + enterprise". In terms of policy support, we should formulate special policies in combination with Loudi's actual situation, and give preference to project approval, land security and financial subsidies; In terms of spatial layout, guide the centralized layout of upstream and downstream enterprises such as design, production, construction, operation and maintenance, and improve the supporting industrial chain; in terms of enterprise linkage, promote the efficient connection of component production, logistics transportation, construction and installation, and enhance the overall efficiency of the industry.
Focus on technology upgrading to improve building quality with low energy consumption technology.
With the goal of "higher efficiency, better quality and lower cost", low energy consumption building technology will be promoted in an all-round way. Enterprises are encouraged to cooperate with universities and scientific research institutions to tackle key technical problems, focusing on breakthroughs in key technologies such as thermal insulation, energy-saving doors and windows, and renewable energy applications, so as to form localized achievements adapted to Loudi's climate and building needs. Through technical training, on-site observation and other activities to enhance the skills of employees, promote the application of low-energy technology in prefabricated apartments, affordable housing, green farm housing and other projects, to achieve the dual benefits of "quality improvement + cost reduction".
Co-ordinate multi-resources and build a solid support for transformation and development.
Integrate policy, technology, market, service and other resources to form a synergistic pattern. In terms of
resource integration, we should open up communication channels between departments and enterprises, and promote policy dividends to reach market players accurately. In terms of market cultivation, we should strengthen the publicity and promotion of green buildings and low-energy buildings, enhance consumer awareness and acceptance, and expand market demand; In the goal orientation, anchoring the transformation direction of "greening, industrialization and intellectualization" will lay a solid foundation for the high-quality development of Loudi's construction industry.
