Project Name: EPC General Contracting Project of Tacheng Hefeng Syngas Gas Turbine Combined Cycle (IGCC) Peak-Shaving Power Station Demonstration Project – Announcement of
Successful Candidates Construction Location: Hefeng Industrial Park, Bulsek Mongolian Autonomous County, Tacheng Prefecture, Xinjiang.
Construction Scale: Newly-built gas turbine island, closed coal bunker (including coal handling system) and substation.
Bidding scope: including but not limited to the completion of engineering survey, design, procurement, transportation, storage of equipment and materials, engineering construction, project test, commissioning, inspection, completion acceptance, delivery for use, preparation of as-built drawings and collation of as-built data. It also undertakes the quality, progress, safety and cost control of the project and is fully responsible for the organization and implementation of the construction project. To ensure the safe, stable, economic and environment-friendly operation of four 168MW gas-steam combined cycle (IGCC) units and two circular stockyards with a diameter of 110m, without considering the expansion conditions; engineering design of two spherical coal storage yards (including preliminary design, construction drawing design (including construction application design) and as-built drawing preparation); procurement and supply of all equipment and materials; Unloading, storage and all secondary transportation of all equipment and materials; all civil engineering and building construction; installation and construction of all equipment, single equipment commissioning, subsystem commissioning, grid-related test and overall commissioning; As well as the whole process management of engineering construction, until 168 hours of full-load trial operation and delivery of production, responsible for 168 hours of performance optimization and commissioning, the completion of special equipment installation supervision and inspection, fire control special acceptance, power quality inspection and inspection and rectification, file acceptance. Cooperate with the Employer to complete special acceptance work such as safety evaluation, occupational health evaluation, water conservation, pollutant discharge permit, environmental protection, special equipment use registration, review and detection of lightning protection and grounding, grid connection permit, power generation permit, performance acceptance test, etc. (All work before final acceptance and rectification work and expenses during acceptance shall be borne by the Contractor). As well as all general contracting work such as defect elimination which is the responsibility of the Contractor during the quality assurance period. The EPC leader is responsible for the integrity of the project construction and for any omissions in the project, including any omissions in the turbine island and the furnace island.
Planned construction period: from October 2025 to November 2028. The details are subject to the contract signed by both parties.
