Since

2025, the government has not issued a document on peak staggering production, and has not explicitly required cement enterprises to carry out peak staggering production. Peak-staggering production in the cement industry is a self-disciplined behavior of the industry. It is the initiative of enterprises in the industry to respond to market changes, reduce cement production, seek a balance between supply and demand, avoid vicious competition, and achieve the dual objectives of output regulation and environmental protection, which we encourage and support. The problem of coordinated disposal of domestic waste in Guiding Conch Cement Production Line reflected in the proposal can be appealed by enterprises to the Cement Industry Association and solved in accordance with the principle of "one case, one discussion".
At present, the problem of overcapacity in cement industry is prominent, the market demand is seriously insufficient, and the production and operation of enterprises are facing difficulties. By the end of 2024, the annual cement production capacity of Guizhou Province was about 112 million tons per year, the annual cement output was 52.68 million tons, a decrease of 10.5% compared with the same period last year, and the cement production capacity utilization rate was less than 50%. From January to April 2025, the cement output was 14.08 million tons, with a year-on-year decrease of 5.2%. It is estimated that the cement production capacity in 2025 will be less than 40%, and the contradiction between production and marketing is extremely prominent. Since this year, affected by the decline in market demand, 21 cement clinker production lines in the province have not yet started production, and the whole industry is facing a continuous loss situation. The operation of the project of co-disposal of municipal solid waste by cement kilns in the whole province has also been greatly affected.
At present, the cement industry in Guizhou Province strictly implements the relevant policy requirements of the state on the management of the cement industry, strictly controls the output in accordance with the record capacity, and promotes the unification of the record capacity and the actual capacity. It is clear that the production capacity that is not in the compliance list, the energy efficiency is not up to the standard, the production is stopped for a long time, and the equipment is sealed up can not be replaced. According to the directive spirit of provincial leaders, Guizhou Province is carrying out the work of eliminating excess capacity in an orderly manner in accordance with the principles of marketization and legalization. The mode of co-processing of municipal solid waste in
cement kilns is based on the sustainable and stable production of the cement industry, which is heavily dependent on the waste treatment mode of the cement industry and is subject to many constraints, so it is not the only way to deal with waste. A diversified waste disposal system should be established to achieve long-term sustainable and stable disposal of municipal waste. Next, we will implement the relevant requirements of the state on the management of the cement industry, strictly control the production capacity of cement, implement the spirit of the document "Notice of Implementing Opinions on Promoting the Steady Growth of the Building Materials Industry in Guizhou Province to Promote Transformation and Increase Benefits" (Qian Gong Xin [2024] 44), and carry out the work of eliminating excess capacity in an orderly manner in accordance with the principles of marketization and legalization.
