On April 16, the Ministry of Ecology and Environment convened a video conference to mobilize and deploy the special action of centralized regulation of ecological environment administrative law enforcement (hereinafter referred to as the special action of centralized regulation) to thoroughly implement the decis ion-making and deployment of the Party Central Committee and the State Council on strictly regulating the administrative inspection of enterprises involved. Fully implement the requirements of the State Supervisory Commission of the Central Discipline Commission to continuously deepen the rectification of unhealthy tendencies and corruption around the masses, and mobilize and deploy the special action of centralized rectification of the national ecological environment system. The meeting pointed out that carrying out the special action of centralized renovation is an important political task deployed by the Party Central Committee and the State Council, an effective way to continuously optimize the business environment and serve the high-quality development, and an important grasp to standardize the administrative law enforcement behavior and further improve the level of law enforcement and supervision of the ecological environment. The national ecological environment system should thoroughly implement Xi Jinping's thought of ecological civilization and Xi Jinping's thought of rule of law, deeply comprehend the decisive significance of "two establishments", strengthen "four consciousness", firm "four self-confidence" and achieve "two safeguards", comprehensively investigate the outstanding problems in the field of administrative law enforcement, and effectively solve the problems reflected by enterprises. Efforts should be made to improve the level of legalization, standardization and refinement of law enforcement and supervision, promote the special action of centralized renovation to achieve tangible results, and constantly enhance the people's sense of ecological environment, happiness and security.
The meeting emphasized that the ecological environment departments at all levels should focus on the key points of renovation, fully implement the requirements of the special action of centralized renovation, and earnestly control the "five passes" of administrative inspection. We should do a good job of checking "overall planning", strengthen internal and line co-ordination, and implement the requirements of "one check" and "one comprehensive check". We should ensure the "standardization" of inspection, strictly abide by the provisions of administrative inspection procedures, and ensure that the inspection is legal, open and transparent. We should make good use of the "entry pass" of inspection, further standardize the starting procedure of administrative inspection, and curb the phenomenon of random inspection from the source. We should do a good job of checking the "main body", comprehensively strengthen the management and qualification examination of the inspection subject, and prevent the unqualified subject from carrying out the inspection in violation of regulations. We should do a good job in checking "honesty", earnestly enhance the sense of discipline and discipline of law enforcement personnel, and seriously investigate and deal with the "four winds" of top-wind violations of discipline and invisible variations.

We should do a good job in publicity and guidance, pay attention to reporting good measures, good experiences and good practices in standardizing administrative law enforcement involving enterprises, and actively create a good atmosphere of public opinion.
The meeting emphasized that we should improve our position and implement it, take the special action of centralized rectification as an important political task, constantly enhance our consciousness, initiative and urgency, and firmly practice the "two safeguards" with strong actions and solid results. We should strengthen the implementation, do a good job of up-down linkage, strengthen coordination, strictly administer according to law, and help to create a legal business environment for enterprises to work and develop safely. We should address both the symptoms and the root causes, constantly improve and perfect the law enforcement system and mechanism of the ecological environment, and further enhance the modernization level of the ecological environment governance system and governance capacity.
The meeting pointed out that strong supervision should be used to promote concerted efforts to do a good job in the special action of centralized rectification. We should pay attention to linking up the upper and lower levels and promote the implementation at all levels. We should actively respond to the demands of the masses, urge them to continue to do a good job in reporting letters and visits on the ecological environment, and effectively solve the outstanding ecological environment problems strongly reflected by the masses. We should strengthen the investigation and handling of cases, dig out the clues to the problems, insist on the same investigation and treatment of corruption, strengthen the promotion of reform and treatment through cases, and constantly promote the special rectification work.
