On April 16, the General Office of the Ministry of Industry and Information Technology issued the Notice on Organizing the Supervision of Industrial Energy Conservation in 2025. Competent departments of industry and information technology of
all provinces, autonomous regions, municipalities directly under the Central Government and Sinkiang Production and Construction Corps:
In order to implement the Action Plan for Energy Conservation and Carbon Reduction from 2024 to 2025 (Guo Fa [2024] No.12) issued by the State Council, In accordance with the Energy Conservation Law of the People's Republic of China and the Measures for the Supervision of Industrial Energy Conservation (Decree No.58 of the Ministry of Industry and Information Technology), we will further tighten energy efficiency constraints, promote the improvement of energy efficiency in key industries, and now organize the supervision of industrial energy conservation in 2025. Relevant matters are notified as follows:
I. Tasks
(I) Energy efficiency monitoring in key industries. In accordance with the requirements of national mandatory energy consumption quota standards, energy efficiency standards, energy efficiency benchmarking level and benchmark level, energy-saving supervision is carried out for enterprises in iron and steel, refining, synthetic ammonia, cement , electrolytic aluminium, data center and other industries, striving to achieve full coverage of enterprises in the industry.
(2) Energy efficiency monitoring of key energy-using equipment. In accordance with the national mandatory energy efficiency standards for products and equipment, as well as the requirements of advanced level of energy efficiency, energy saving level and access level, enterprises included in the energy efficiency monitoring in key industries shall carry out energy saving monitoring of industrial equipment such as motors, transformers, fans, pumps, air compressors and industrial boilers, so as to ensure the energy efficiency of industrial equipment. In conjunction with relevant departments, enterprises shall be urged to eliminate inefficient equipment that fails to meet the mandatory energy efficiency standards according to law.
(3) "Looking back" supervision on the implementation of the rectification of enterprises violating regulations in 2024. To carry out "looking back" on the illegal and illegal enterprises found in the industrial energy conservation supervision in 2024. Those who fail to rectify or rectify in accordance with the requirements shall be dealt with in accordance with the law and regulations.
2. Work requirements
(1) Strictly standardize law enforcement. We will implement the Opinions of the General Office of the State Council on Strictly Regulating the Administrative Inspection of Enterprises (No.54, 2024), further standardize the procedures and measures for industrial energy conservation supervision, and effectively reduce the burden o f enterprises. Strengthen coordination and cooperation with local energy conservation authorities, improve the cross-sectoral industrial energy conservation supervision mechanism, and promote the establishment of a joint disciplinary mechanism. Publicize the supervision of industrial energy conservation to the public in a timely manner, publish the list of illegal enterprises according to law, and take the initiative to accept social supervision.
(Two) strengthen capacity building. Make good use of the online platform of "National Industrial Energy Conservation Supervision Training", organize local industrial energy conservation supervisors to participate in training, and continuously improve the professional competence of law enforcement personnel. Promote technical means such as enterprise digital energy carbon management center and online reporting of industrial energy conservation monitoring results to ensure accurate and efficient industrial energy conservation monitoring. Encourage the use of provincial, municipal and county joint law enforcement, the introduction of third-party professional organizations to support and assist, and other ways to enhance the efficiency of industrial energy conservation monitoring.
(3) Strengthen the application of results. Enterprises with unreasonable energy use behavior and weak energy management foundation are found in industrial energy-saving supervision, and they are urged to speed up the implementation of energy-saving and carbon reduction transformation. Explore the application of industrial energy conservation monitoring results to carbon emission accounting management of industrial enterprises, and promote data sharing. We will comprehensively promote industrial energy conservation monitoring and diagnostic services for industrial energy conservation and carbon reduction, large-scale equipment renewal and technological transformation, so as to form a joint force for industrial energy conservation and carbon reduction. The competent departments of industry and information technology at the
provincial level should formulate supervision plans, clarify task lists and refine work measures in order to achieve practical results. Please submit to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) the task of industrial energy conservation supervision in 2025 by April 25, 2025. The annual summary report of industrial energy conservation supervision shall be submitted before December 15, 2025 (the electronic version of the supervision task and the summary report shall be submitted simultaneously through the green.
