On September 25, the General Office of the Ministry of Industry and Information Technology issued a circular on organizing the recommendation of energy-saving and carbon-reducing technology and equipment in the field of national industry and information technology in 2023.

of the General Office of the Ministry of Industry and Information Technology on Organizing the Recommendation of Energy Conservation and Carbon Reduction Technology and Equipment in the Field of National Industry and Information Technology in 2023 [2023] No.259

The competent departments of industry and information technology of municipalities directly under the Central Government, cities specifically designated in the state plan and Sinkiang Production and Construction Corps, the communications administrations of all provinces, autonomous regions and municipalities directly under the Central Government, relevant central enterprises and industrial associations:

In order to implement the "14th Five-Year Plan for Green Industrial Development" and the "Action Plan for Industrial Energy Efficiency Improvement", accelerate the promotion and application of advanced and applicable energy-saving and carbon-reducing technologies and equipment, To promote energy conservation and carbon reduction in key industries, we are now organizing the recommendation of energy conservation and carbon reduction technology and equipment in the field of national industry and information technology in 2023. The relevant matters are notified as follows.

The recommended energy-saving and carbon-reducing technology and equipment should meet the needs of energy-saving and green low-carbon development in the field of industry and information technology in the 14th Five-Year Plan period, and have the characteristics of advanced energy efficiency, mature and reliable technology, good economic benefits and great potential for promotion, especially recommending a number of energy-saving and carbon-reducing technologies to reach the international leading level. It can realize the innovative and forward-looking key core technology of energy saving and carbon reduction in the whole process system. Specifically, there are three categories:

(1) Industrial energy saving and carbon reduction technologies

. The first is the new technology of production process in iron and steel, non-ferrous metals, petrochemical, chemical, building materials, machinery, light industry, textile, electronics and other industries, and the integration and optimization technology of process system. Second, efficient and low-cost hydrogen production from renewable energy, hydrogen energy utilization, synergistic utilization of new energy storage and renewable energy, industrial green micro-grid, electric energy substitution, clean and efficient utilization of fossil energy such as coal, etc. Third, energy recovery and utilization technologies such as cascade utilization of system energy, recovery and utilization of residual heat, pressure and gas, as well as digital and intelligent energy management and control technologies. Fourth, low-carbon raw material substitution, deep decarbonization of production process, carbon capture, utilization and storage, carbon dioxide resource utilization and other industrial low-carbon zero-carbon negative carbon technologies.

(2) Energy-saving and carbon-reducing technologies

in the field of information technology are related to energy-saving and green low-carbon technologies for key energy-using facilities such as data centers, communication base stations and communication rooms, including technologies for improving energy efficiency and utilization efficiency of system energy resources. Technologies such as waste heat and energy, natural cold source, renewable energy, micro-grid construction and operation, as well as improving the utilization rate of data center servers, computing power and efficiency, and applying battery energy storage and cascade utilization related technologies. The second is to use 5G, industrial Internet, big data and other new generation of information technology to achieve energy flow, material flow and other information collection and monitoring, intelligent analysis, fine management, system optimization, improve the level of energy, resources, environmental management of digital green collaborative transformation technology.

(3) Industrial mass-produced equipment with energy efficiency indicators of high-efficiency energy-saving equipment

reaching or exceeding the level 1 energy efficiency level of relevant national standards, including motors, transformers, industrial boilers, fans, positive displacement air compressors, pumps, plastic machinery, internal combustion engines, industrial refrigeration equipment, etc.

2. The recommendation procedure

requests the competent departments of industry and information technology of provinces, autonomous regions, municipalities directly under the Central Government, cities with separate plans and Sinkiang Production and Construction Corps, and the communications administrations of provinces, autonomous regions and municipalities directly under the Central Government to organize relevant units in their respective regions to declare, classify and fill in the declarations of energy-saving and carbon-reducing technology and equipment (Annexes 2, 3 and 4), and submit them to the competent departments of industry and information technology. After reviewing the declaration materials, they will send the summary form (Annex 1) and the declaration materials (two copies of the paper version) to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) by October 20, 2023. The electronic version of the material is also uploaded to the "Industrial Energy Conservation and Green Development Management Platform" (https://green.miit.gov.cn). Relevant arrangements and requirements for on-site defense will be notified separately.

Relevant central enterprises and national industry associations shall organize the declaration work of the Group and the industry respectively in accordance with the aforementioned procedures.
