In order to implement the Opinions of the Central Committee of the Communist Party of China and the State Council on Deeply Fighting the Tough Battle of Pollution Prevention and Control, the Action Plan for Continuous Improvement of Air Quality, the Ecological Environment Protection Plan of Chengdu-Chongqing Economic Circle and the spirit of the National Conference on Air Pollution Prevention and Control, We will continue to deepen the joint prevention and control of air pollution in Sichuan and Chongqing in autumn and winter, and promote the high-quality development of the economic circle of Chengdu and Chongqing. The following is the notice on further strengthening the joint prevention and control of air pollution in Sichuan and Chongqing in autumn and winter from 2025 to 2026.
1. Overall requirements

Scope of work and time period
(1) Scope of work. There are 26 districts, 12 counties (autonomous counties), Liangjiang New District, Western Science City, Chongqing High-tech Zone and Wansheng Economic Development Zone in Chongqing, and 15 cities (including 118 counties and cities) in Sichuan Province.
(2) Working hours. From November 1, 2025 to February 28, 2026, it can be extended appropriately according to the situation.
4. Key tasks
(1) Jointly implement the action
of peak staggering and emission reduction of cement bricks and tiles to effectively resolve the overcapacity of cement and brick industries. Strictly implement the Work Program for Peak Staggering and Emission Reduction in Key Industries of "Gas Control" in the Winter and Spring of 2025-2026 in Chongqing, the Three-year Work Program for Green, Low-carbon and High-quality Development of Sintered Brick and Tile Industry in Sichuan Province, and the Work Program for Cement Production in 2025 Href = "https://price.ccement.com/Price_list-1-s0-e0-p0-c0-k100059-b0. For enterprises in the period of problem rectification, the production capacity involved shall not be listed as the proportion base of peak staggering and production suspension before the rectification and acceptance are completed.". Coordinate and promote the unified arrangement of peak staggering production, strengthen regional coordinated supervision, ensure the synchronous implementation and coordinated promotion of peak staggering emission reduction measures, and achieve practical results.
(2) Jointly implement the action
of helping and inspecting industrial enterprises, strictly implement the requirements of the State Council for standardizing the inspection of enterprises involved, and "do nothing to disturb" law-abiding enterprises and "hang the sword high" for illegal enterprises. Make full use of the multi-source data of air quality monitoring, on-line monitoring, electricity monitoring, navigation monitoring, UAV patrol, infrared thermal imaging and complaints from letters and visits, comprehensively enhance the ability to find clues to problems, and accurately investigate the illegal acts such as abnormal operation of control facilities, excessive emissions, bypass emissions, failure to implement emergency response measures, and falsification of data accounts. If clues to cross-regional air pollution problems are found in the assistance inspection, they shall be promptly transferred to the local ecological environment department for processing in accordance with the procedures, and copied to the two provincial (municipal) ecological environment departments (bureaus).
(3) Jointly implement the traffic pollution supervision action
to organize special inspections of motor vehicle emission inspection institutions and maintenance stations, focusing on enterprises with abnormal inspection process data, high qualified rate of inspection, high proportion of old vehicle inspection and short maintenance time interval. Focus on checking whether the analyzer and the industrial computer bridge hardware cheating equipment or install cheating software, and severely crack down on fraudulent violations. We will increase spot checks on oil quality supervision in production and sales links, focusing on the supervision and inspection of oil and gas recovery and oil quality supervision in adjacent areas. We will strengthen the coordinated management and control of cross-border over-standard vehicles and non-road mobile machinery, promote the establishment of a mechanism for mutual promotion and joint tracing of over-standard vehicle information between Sichuan and Chongqing, and coordinate efforts to curb cross-border mobile source pollution.
(4) Taking into account the historical meteorological conditions, the evolution law of air quality during the Spring Festival and the characteristics of urban spatial structure, and focusing on key areas such as urban upwind direction, urban-rural fringe, densely populated areas and regional ventilatio n corridors, the joint implementation of the anti-burning and anti-burning control action
shall jointly and scientifically delimit the anti-burning and anti-burning zones and establish them. Promote the realization of the policy of banning burning in adjacent areas. Focus on the Spring Festival, Glutinous Rice Balls for Lantern Festival, high incidence of incineration and other key periods, strengthen the supervision of fireworks and open-air incineration, increase joint publicity efforts, through expert interpretation, case warning and other ways to guide the green life of the masses.
(5) Joint implementation of heavy pollution weather response actions
in accordance with the "Sichuan-Chongqing Heavy Pollution Weather Emergency Linkage Work Program in Autumn and Winter" to carry out regional emergency linkage to minimize the impact of heavy pollution weather. Complete the dynamic update of the emergency emission reduction list as required, organize the cross-checking of the quality of the emergency emission reduction list of cities in the emergency linkage area, maintain the relative consistency of the emission reduction measures of enterprises in the same industry and at the same performance level, and ensure that the emission reduction measures are operable, monitorable and verifiable.
(6) Jointly implement special actions
to improve performance, focusing on steel, cement, glass, ceramics, bricks and tiles, non-ferrous smelting, furniture manufacturing, packaging and printing, industrial painting and other industries, and focus on cultivating a number of B-level and above performance-leading enterprises with high governance level and strong industry-driven, so as to achieve the goal of building a high-quality enterprise. Promote the overall improvement of environmental protection level in the industry. Enterprises with lower performance levels are encouraged to improve the overall level of regional environmental protection performance by advancing the standards, consolidating the foundation and intensifying the transformation efforts. Promote the joint establishment of performance rating expert database between the two places, realize the sharing of expert resources, and invite each other to participate in the evaluation or verification when carrying out performance rating or review for enterprises in the emergency linkage area.
5. Work requirements
(1) Strengthen organizational leadership and implement precise pollution control

Local ecological environment departments should improve their political standing, fully recognize the importance and urgency of air pollution prevention and control this winter and next spring, and consolidate the responsibilities of all parties. Combining with the actual situation, we should refine the objectives, tasks and stage arrangements, resolutely prevent simple and extensive practices such as inaction, inaction or "one-size-fits-all" and "one-size-fits-all shutdown", and ensure that all measures are scientific, accurate, closed-loop management and orderly progress.
(2) Strengthen supervision and law enforcement, highlight the effectiveness
of work, focus on key areas and pollution sources, comprehensively use joint inspection and assistance, online monitoring and control, training and guidance, improve the efficiency of supervision, and investigate and punish environmental violations according to law. Where the responsibility for air pollution prevention and control is not in place and the key work is not effectively promoted, measures such as notification, supervision and interview should be taken according to the situation, and accountability should be seriously pursued.
(3) To strengthen publicity and guidance and create a good atmosphere
, local ecological environment departments should strengthen publicity and reporting of key actions, summarize and popularize advanced experience in a timely manner, and expose negative models. Actively guide enterprises and the public to understand, support and participate in the prevention and control of air pollution, and create a good atmosphere for the whole society to participate in the autumn and winter.
