Recently, Uncle Xun's family in Xunzhuang Village, Gaogou Town, Lianshui County, Jiangsu Province, installed a photovoltaic power station on the roof without his knowledge and signature, and all the procedures were forged. The contract also contained clauses that infringed on the rights and interests of the owner of the house. After the program was exposed, Lianshui County and Gaogou Town attached great importance to it and quickly intervened in the treatment. At present, the relevant photovoltaic equipment has been completely dismantled, the house has not been damaged, and Uncle Xun's family said they were very satisfied with the results.
After investigation, the photovoltaic company obtained Uncle Xun's ID card, household registration book, real estate certificate and other materials in the publicity, and paid the roof rent and house repair costs. However, the company forges the official seal of the government and signs the contract on behalf of the company when handling the grid connection formalities, which is suspected of committing a crime. The local government has reported to the police and the public security organs have filed a case for investigation. In addition to Uncle Xun's family, 10 households were found to have similar situations, and related cases are being dealt with.
In order to prevent similar problems from happening again, Gaogou Town will strengthen anti-fraud publicity for key groups such as the elderly, requiring grid members to strengthen daily visits and risk control of economic behavior in villages, improve the grass-roots governance system, and build the "first line of defense" against fraud and irregularities in rural areas.
