Construction Location: This project is located in Yongshan County, Zhaotong City

Project Overview: The construction content of this project consists of Majiaheba Wharf in the upstream, Fotan Wharf in the downstream, The dam-turning transfer yard, the dam-turning transfer channel and the tourism infrastructure construction project of Xiluodu Reservoir Area jointly constructed by the tenderee. It is planned to be constructed in three stages.

Construction content:

(1) The upstream Majiaheba wharf is located at about 3.5km upstream of Xiluodu dam site, and three 3000t bulk cargo berths are constructed on the right bank of Jinsha River, with an annual throughput of 4.3 million tons (bulk cargo import) and a designed annual throughput of 4.5 million tons (bulk cargo import). The total length of the wharf berth is 328 m, and the total land area is about 39.52 mu. Majiaheba Wharf is of pontoon structure. Three steel pontoons (1 # ~ 3 #) are arranged from upstream to downstream at the front edge of the wharf. The plane dimensions of the pontoons are 70 X 20m (length X width), 80 X 20m (length X width) and 70 X 20m (length X width) respectively. The three pontoons are connected by a steel bridge with a plane dimension of 31x5m.

(2) The downstream Fotan wharf is located about 10.8km downstream of Xiluodu dam site and on the right bank of Jinsha River. There is a simple wharf at present, and the downstream of which is the Xiluodu Channel Maintenance Base Project under construction. Three 3000t bulk cargo berths and one 3000t general berth will be constructed, with an annual throughput of 6 million tons, including 5.8 million tons of bulk cargo (export) and 200,000 tons of breakbulk cargo (import and export); the designed annual throughput capacity is 6.15 million tons, including 5.9 million tons of bulk cargo (export) and 250,000 tons of breakbulk cargo (import and export). The total length of the wharf berth is 441 m, and the total land area is about 18 mu. The wharf is in the form of pile-foundation beam-slab structure, with a total length of 441m along the flow direction. The wharf platforms of 1 # and 2 # bulk cargo berths are 227 m long and 20 m wide, and the wharf platforms of 3 # bulk cargo berth and 4 # general berth are 214 m long and 25 m wide. A substation platform is set up

at the rear edge of 2 # bulk cargo berth wharf platform, with a plane dimension of 25m X 12m; 2 # forwarding station is set up at the downstream end of 2 # bulk cargo exit berth wharf platform, and 2 # forwarding station is connected with the rear land storage yard through 2 # elevated belt conveyor corridor; A 59 m X 7 m approach bridge is arranged at the end of 3 # bulk cargo berth, and a 7.5 m X 7 m approach bridge is arranged at the end of 4 # general berth, which are connected with the rear road respectively.

(3) Overturning transfer yard: the land area is arranged on the west side of G213 Highway, with an elevation of 530.0 m, a width of 163.37 ~ 202.12 m, a length of about 362.66 m, and an area of about 94.4 mu. From north to south, supporting facilities such as miscellaneous storage yard, 1 # ~ 2 # bulk storage area weighbridge room, production auxiliary area (comprehensive office building, substation, sewage treatment station, fire pump room and pool, gatehouse) are mainly arranged. T2 transfer station and T1 transfer station are arranged on the southwest side of the land area, and T1 and T2 transfer stations are connected by 1 # corridor. The land area is connected to the outside through G213. The belt conveyor is connected to the upstream wharf through T1 transfer station and connected to the downstream wharf through T2 transfer station. The west side is reserved for logistics land.

(4) The dam-turning transfer channel starts at Majiaheba Wharf and ends at Fotan Wharf. It is composed of Yongshan Tunnel, Fotan Tunnel and belt conveyor system, which jointly undertake the dam-turning traffic volume. The belt conveyor system (Yongshan Tunnel Section) undertakes 4.3 million tons of bulk cargo transportation. The belt conveyor system (Fotan Tunnel Section) undertakes 5.8 million tons of bulk cargo transportation, and the existing G213 undertakes 200,000 tons of general cargo transportation. Yongshan Tunnel is about 4.050 km long (parallel pilot tunnel is about 3.745 km long), Fotan Tunnel is about 4.648 km long, and the belt conveyor system is about 11.620 km long. The corridor and connection line of Yongshan Tunnel starts from Majiaheba Wharf (starting stake No. K0 + 000), runs in the southeast direction, passes through Yongshan County in the form of tunnel, runs in the northeast direction in the form of subgrade after leaving the tunnel, and connects to the current G213 near the dam-turning intermediate storage yard (ending stake No. K4 + 050.316). The tunnel corridor is 3598 m long, the inlet connection is 60 m long, and the outlet connection is 392.316 m long. The main tunnel of the tunnel undertakes the traffic function, and the parallel pilot tunnel of the tunnel is equipped with a belt conveyor, which undertakes the transportation

of 4.3 million tons of bulk cargo. The tunnel passes through the mountain in the form of tunnel to the exit of Labatan wharf. The tunnel corridor is 4648m long, the inlet connection is 146.681 m long, and the outlet connection is 161.335 m long. The belt conveyor in the dam-turning transfer yard is connected to the tunnel to undertake 5.8 million tons of bulk cargo transportation. After the belt conveyor leaves the tunnel, it continues to be laid along the inner side of G213, and the terminal point is connected to the land yard of Fotan Wharf. The upstream end of the belt conveyor corridor

of Yongshan Tunnel is connected to the land storage yard of Majiaheba Wharf, and the downstream end is connected to the transfer storage yard of the middle overturning dam. The total length of the belt conveyor is 3.745 km, the belt width is 1.4 m, and the transport capacity is 2000 t/H. The upstream end of the belt conveyor gallery of Fotan Tunnel is connected to the transfer yard of the middle overturning dam, and the downstream end is connected to the land yard of Fotan Wharf. The total length of the belt conveyor is 7.875 km, the belt width is 1.4 m, and the transport capacity is 2000 t/H.

(5) Xiluodu Reservoir Area Tourism Infrastructure Construction Project: This project is located in Xiluodu Street, Yongshan County, Zhaotong City, with a total length of 6.161 km (including 5.639 km for the main line and 0.522 km for the connecting line of the work area). The main works include subgrade works, pavement works, culverts, traffic safety, environmental protection and landscape design works, and the pavement is paved with asphalt concrete pavement.

Phased construction contents

(1) First-phase construction project: upstream Majiaheba wharf: two 3000t berths, all facilities in the land area except the pit corridor and overhead belt conveyor supporting the long-distance belt conveyor; Downstream Fotan Wharf: three 3000t berths, all facilities in the land area except the overhead belt conveyor supporting the long-distance belt conveyor, the main tunnel of Yongshan Tunnel and the supporting roads connecting both ends, and the tourism infrastructure construction project of Xiluodu Reservoir Area. The

cost of the project is about 7000 yuan 99097.

(2) Phase II efficiency improvement project: upstream Majiaheba wharf: one 3000t berth; downstream Fotan wharf: one 3000t berth; Fotan tunnel and supporting connecting roads at both ends. The cost of the project is about million yuan 31273.

(3) Phase III efficiency improvement project: pit gallery, overhead belt conveyor trestle and other facilities supporting upstream and downstream wharfs and long-distance belt conveyors; pilot tunnel and ancillary facilities of Yongshan Tunnel; construction of long-distance belt conveyors. The project cost is about 292.14 million yuan. The total estimated investment of the overturning transfer facility (Yunnan side) of Xiluodu Hydropower Station on

the Jinsha River is 186099 0.94 million yuan, of which the 150856 of the project is 0.29 million yuan, the 21528 of other construction costs is 0.69 million yuan, the reserved cost is 56.915 million yuan, and the loan interest during the construction period is 55.2346 million yuan. The special calculation is 25 million yuan.

Planned construction period: the construction drawing survey and design period is 6 months, and the construction site coordination service period is the construction period plus the defect liability period. The Employer may adjust the construction drawing survey and design period according to the project progress, and the Contractor shall cooperate; the construction period of each phase of the construction project is 36 months, starting from the date when the Chief Supervision Engineer signs and issues the "Project Commencement Order"; The Defects Liability Period for each Phase shall be 24 months.
