2. Optimizing the graded examination and approval

3. Carry out the pilot project

The main tasks are to explore the cancellation of part of the environmental impact assessment projects in the pilot cities (districts), formulate guidelines for environmental access in the pilot industries, explore the optimal allocation of the total amount of major pollutants, explore the strengthening of the management and control of ecological environment zoning and the guidance services of planning environmental impact assessment for the site selection of construction projects, and strengthen the supervision of emission permits and law enforcement. (2) Select some parks to carry out pilot projects to optimize the classified management of environmental impact assessment. The departments (bureaus) of ecological environment of six provinces (cities) including Shanghai, Jiangsu, Zhejiang, Shandong, Hunan and Chongqing are invited to organize and select 2-3 industrial parks to carry out pilot work. The main task is to explore the cancellation of some environmental impact assessment projects in the pilot park, organize the formulation and improvement of the environmental access list of the pilot park, and explore the establishment of a precise accounting, optimal allocation and dynamic management mechanism for the reduction of pollutant emissions in the park and the permitted emissions of enterprises entering the park based on the goal of environmental quality improvement; Explore and improve the management of pollutant discharge permits, implement the requirements of ecological environment zoning control and relevant planning environmental impact assessment on site selection of construction projects, study and determine the permitted discharge amount based on the goal of environmental quality improvement; strengthen the management of pollutant discharge permits in advance, and ensure the acceptance and complement of environmental access management of pilot industry projects; We will explore ways to strengthen the "one-certificate" supervision of pollutant discharge permits, and seriously investigate and punish enterprises that discharge pollutants without certificates or in accordance with certificates according to law. 4. Four pilot cities (districts), including Haidian District of Beijing, Hangzhou City of Zhejiang Province, Xiamen City of Fujian Province and Chengdu City of Sichuan Province, were

selected to carry out pilot projects in industries with simple technology, less environmental impact and mature and reliable pollution prevention and control measures. The main task is to improve the quality of EIA documents. One is to standardize the filling of basic information. By means of information technology, enterprises can select and fill in relevant information online, assist in generating EIA documents, streamline the content of EIA documents, and improve the efficiency of EIA documents. The second is to promote the intellectualization of site selection demonstration. Integrating spatial data such as ecological environment zoning management and control, ecological environment function zoning and factor management, enterprises can select construction project addresses, check industry categories, fill in basic information such as construction content and scale, judge whether project site selection is feasible, and generate site selection environmental rationality analysis content. Third, improve the standardization level of prediction and evaluation. Nested EIA prediction model and parameter system, call automatic monitoring data or monitoring data of surrounding parks and projects that meet the requirements, link up engineering analysis content and environmental quality status, environmental sensitive targets, environmental infrastructure and other data, and complete environmental impact prediction and assessment online. The four is to promote intelligent assisted EIA approval. To sort out the examination and approval results of historical projects in the pilot industry and form the examination and approval rules. Taking the EIA document as the analysis object, through the intelligent retrieval engine technology, the key information such as project location, construction content, key process and characteristic pollutants in the EIA document is captured, combined with the relevant management requirements of the industry, the comparative analysis is carried out, and the auxiliary EIA approval opinions are generated according to the prescribed content format for the reference of the final approval opinions. 5. Strengthen organizational guarantee

(1) Strengthen organizational leadership. The Ministry of Ecology and Environment will establish a pilot guarantee mechanism for EIA reform to follow up and guide the whole process of the pilot work. See Annex 5 for the guarantee work plan. Provincial ecological environment departments should strengthen the overall implementation of reform tasks, optimize and adjust the approval authority of project EIA, make full use of the unified declaration and approval system of national construction project EIA, make a thorough assessment of the approval capacity at all levels, and scientifically optimize and adjust the approval authority. Provincial ecological environment departments undertaking pilot tasks should carefully organize pilot cities to formulate pilot work programs, improve working mechanisms, clarify staff, refine pilot tasks, work progress, division of responsibilities and expected results, and ensure the orderly and steady progress of pilot projects.

(2) Strengthen the guarantee of reform. Provincial ecological environment departments should deepen the integration of ecological environment zoning control, industrial park planning environmental assessment, construction project environmental assessment and emission permit, and emission trading system, and strengthen the environmental assessment of park planning and environmental access management of park entry projects. Strengthen the capacity building of technology assessment, strengthen the scientific research of key technologies of EIA, and enhance the overall effectiveness of the source prevention system. The ecological environment departments at all levels shall incorporate the relevant departments undertaking the environmental assessment and approval of the project into the work system of policy guidance, business training, review of environmental assessment documents and information supervision, so as to ensure that all the environmental assessment of the project is accepted and approved in the unified declaration and approval system of the national construction project environmental assessment, and that the relevant information is shared to the online approval and supervision platform of the investment project, so as to achieve unified standards and standardized checks.

(3) Strengthen the quality supervision of EIA documents. Eco-environmental departments at all levels should put the improvement of the quality of EIA documents in a more prominent position and strictly control and supervise access. In the process of examination and approval, the implementation of environmental impact assessment procedures by EIA units, the organization and participation of the host in the preparation of environmental impact reports (forms) in the whole process shall be included in the supervision, and the basic data such as falsification of relevant archives and data or intentional violation of working procedures shall be seriously investigated and dealt with according to law. Implementing the credit supervision mechanism, reducing the proportion and frequency of review and spot check for EIA units with good credit, so as to achieve "no disturbance", prohibiting the employment of EIA units included in the "blacklist" according to law, and for EIA units with poor credit, the municipal ecological environment department where the residence is located should carry out on-site inspection every year to ensure that they have basic technical capabilities. Strengthen accountability, carry out in-depth special rectification of fraud in third-party environmental protection service agencies, timely discover and severely investigate the typical fraud cases stipulated in the Opinions on Severely Punishing Fraud and Improving the Quality of Environmental Impact Assessment, strictly implement the responsibilities of construction units and environmental impact assessment units, and implement the relevant units and responsible persons in accordance with the law. In accordance with the relevant provisions of Article 32 of the Environmental Impact Assessment Law, lifelong accountability shall be implemented, criminal responsibility for suspected crimes shall be investigated according to law, technical assessment units and examination and approval departments shall be seriously investigated for their responsibility, and warning education for typical cases shall be extensively carried out.

(4) Requirements for working time limit. The ecological environment departments at the provincial level shall complete the optimization and adjustment scheme of the project environmental assessment approval authority before the end of October 2024, and report to the provincial people's government to make adjustment provisions according to law; the results of the optimization and adjustment of the project environmental assessment approval authority approved by the provincial people's government shall be reported to the Ministry of Ecology and Environment before the end of December; Where local laws and regulations or local government regulations need to be amended, the authority for examination and approval of environmental impact assessment shall be adjusted in accordance with legal procedures.
