Recently, many regions have issued warnings of heavy pollution weather and initiated corresponding control measures, which restrict the production and transportation of cement and other industrial enterprises to a certain extent. To be specific:
Zhengzhou City: After research, it was decided to issue an orange warning for heavy pollution weather, and the level II response for heavy pollution weather will be launched at 22:00 on October 8, 2024, and the lifting time will be notified separately. In terms of emission reduction of
industrial sources, industrial enterprises should stop production or limit production according to the "one factory, one policy". Strictly supervise relevant enterprises to implement seasonal control production measures, and supervise coal-fired power generation enterprises to increase the proportion of high-quality coal use. Do a good job of enterprise power dispatch. Strengthen the supervision of coal-fired power generation enterprises to ensure that emissions meet the standards; increase the frequency of law enforcement and inspection of key air pollution sources, urge the efficient operation of air pollution prevention and control facilities, and strictly implement emission reduction measures. The pollutant emissions of enterprises exempted and not included in the control shall not increase compared with those before the warning. Industrial enterprises that are in the state of shutdown during the emergency response period shall not start the furnace without approval. In terms of emission reduction of
dust sources, construction sites should stop earthwork operations , outdoor spraying, painting, cutting, welding and other gas-related operations, mines should stop open-air operations, mining, transportation, repair and other production activities that produce dust. Sand and gravel factories, stone factories and slate factories shall stop open-air operations. All bulk materials piled up in the open air at construction sites and industrial enterprises shall be covered, and the frequency of sprinkling shall be increased during the non-freezing period. On the basis of daily road cleaning frequency for main and secondary roads in urban areas, roads in urban-rural fringe areas, important national roads, provincial roads, city roads and county roads, when the air humidity is less than 50% and the temperature is higher than 5 ℃, dust collection, sweeping, sprinkling, spraying and other dust prevention and control operations shall be increased twice; when the air humidity is greater than 50% or the temperature is lower than 5 ℃, sprinkling, spraying and wet sweeping operations shall be stopped. In terms of
mobile source emission reduction, the city stopped construction clearance (construction waste, dregs), cement concrete, asphalt concrete, sand and gravel transportation . Stop the transportation of building materials, decorative building materials and bulk cement within the Fourth Ring Road in the urban area (except for the use of pure electric and hydrogen energy vehicles) . Enterprises in key industries such as electric power, coal, foundry, building materials and non-ferrous metals shall give priority to railway and pipeline transportation, and the rest shall be transported by new energy or vehicles of the sixth national standard; enterprises involved in bulk material transportation shall be encouraged to stagger peak transportation, reserve production materials, and try their best to reduce vehicle transportation during the warning period.
