Wang Hongmei: Interpretation of Ultra-low Emission Transformation and Performance Grading Policy in Cement Industry

Green and low-carbon is the main tone of China's high-quality economic development. Recently, a series of policy documents on green transformation of cement industry, such as Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry and Technical Guidelines for Grading the Performance of Air Pollution Prevention and Control in Key Industries and Emergency Emission Reduction Measures in Heavily Polluted Weather, were issued.

In this context, what new changes will the cement industry usher in? How can cement enterprises seize the opportunity? China Cement Network had a detailed exchange with Wang Hongmei, a researcher at the Chinese Academy of Environmental Sciences, on these issues.

Wang Hongmei pointed out that in recent years, Beijing, Shandong, Hebei, Anhui, Henan, Sichuan and other places have formulated local emission standards for the cement industry, Henan, Zhejiang, Ningxia, Shanxi, Shandong, Fujian and other places have put forward the implementation plan of ultra-low emission transformation, and Hebei has issued the A-level trial standard for the environmental performance of the cement industry. It has promoted the process of environmental protection upgrading and transformation in the cement industry. In January

2024, the publication of "Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry" brought the national cement enterprises into a chess game, and put forward the requirements of ultra-low emission transformation for cement enterprises in key areas and general areas of the country.

Wang Hongmei said that in recent years, the problem of overcapacity in the cement industry has become increasingly prominent, and the environmental protection level of the whole industry can be improved through ultra-low emission transformation. Cement enterprises that fail to carry out ultra-low emission transformation as expected and have poor environmental performance have the risk of closure and elimination.

Wang Hongmei introduced that in recent years, the government has provided a lot of support for the ultra-low emission transformation of cement enterprises in terms of financial and technological innovation, such as tax reduction and exemption for cement enterprises that meet the ultra-low emission conditions, the implementation of enterprise income tax credit for special equipment for environmental protection, and the implementation of enterprise income tax credit for special equipment for environmental protection. Cement ultra-low emission renovation projects will be included in the central and provincial funding support for air pollution prevention and control. Cement enterprises with ultra-low emission transformation plans should take action to catch the train as soon as possible. For denitrification in

cement kilns, Wang Hongmei said that the nitrogen oxides in cement kilns can reach 50 mg/m3 , which is fully achievable from the technical level. Ultra-low emission cement enterprises should adopt the combined technology of "low nitrogen combustion + SNCR + SCR denitrification".

Wang Hongmei introduced that the investment in flue gas denitrification is considerable. For example, the investment in SCR denitrification of a cement kiln with a daily output of 5000 tons is 20 million to 30 million yuan, which is a great pressure for cement enterprises. Cement enterprises should give priority to low nitrogen combustion from the production process to reduce the generation of nitrogen oxides in flue gas. At a time when the

industry is facing severe challenges, it is of immeasurable strategic significance and practical utility to actively promote the upgrading of large-scale production equipment and actively promote the energy-saving technological innovation and environmental protection upgrading and transformation of the cement industry, so as to enhance the core competitiveness of cement enterprises and realize the grand blueprint of sustainable development of the industry.
