"Resolutely declare war on pollution" opens up a new situation for air pollution control. Reporters learned from the Beijing Environmental Protection Bureau that the environmental protection departments of Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia and Shandong have proposed to break the boundaries of administrative divisions and jointly control haze.
The environmental protection departments of six provinces, autonomous regions and municipalities have proposed to establish a regional air quality forecast and early warning and emergency linkage mechanism, a regional heavy pollution early warning consultation and emergency response mechanism, carry out regional joint law enforcement, establish a cooperative group to share information platform, and strive to supply oil products that meet the national five standards in the whole region in 2014.
Last September, the State Council issued the Action Plan for the Prevention and Control of Air Pollution, proposing the establishment of a regional cooperation mechanism to coordinate regional environmental governance; the establishment of a monitoring, early warning and emergency response system, the formulation, improvement and timely initiation of contingency plan, and the proper response to heavily polluted weather.
However, in late February, there was a wide range of haze weather across the country, and the special inspection team of the Ministry of Environmental Protection found some management problems. The online monitoring equipment for environmental protection in many places was basically in vain, and there was a lack of linkage in regional governance.
Qin Dahe, member of the Standing Committee of the CPPCC National Committee and academician of the Chinese Academy of Sciences, said in an interview that local governments "do things in their own way" is not conducive to air pollution control, joint prevention and control is not empty talk, and it is urgent to establish a "regional chess game".
In 2013, the CPPCC National Committee on Population, Resources and Environment, with Qin Dahe as its deputy director, organized a special survey and suggested that coordinated strategies be adopted to scientifically address climate change and air pollution prevention and control. According to the survey report, it is urgent to build a regional atmospheric environment improvement target responsibility assessment system; multi-sectoral cooperation to carry out haze weather and pollution meteorological conditions forecast and early warning, to achieve dynamic control of emissions.
At the symposium on joint prevention and control of air pollution in Beijing-Tianjin-Hebei and surrounding areas held recently, it became a consensus to strengthen top-level design: regarding Beijing-Tianjin-Hebei and surrounding areas as a whole, taking regional environmental capacity as a restrictive factor, fully relying on the resources and location advantages of provinces, autonomous regions and municipalities in the region, planning the functional orientation of cities in the region as a whole, and establishing complementary industrial layout.
