Ni Wuzhong, Minister of Technical Verification and Senior Engineer of
Zhejiang Eco-environmental Low Carbon Development Center, brought a brilliant report on "Interpretation of Differences between Ultra-low Emission of Cement in Zhejiang Province and National Policies and Requirements for Transition and Connection". He pointed out that up to now, 17 cement enterprises have completed the task of ultra-low emission phase I transformation and evaluation and monitoring of Zhejiang cement industry, and have been publicized on the website of Zhejiang Cement Association, including 8 clinker production enterprises and 9 independent grinding station enterprises.
Ni Wuzhong introduced in detail the interpretation of the policy differences between Zhejiang Province and the state, and said that 1. Enterprises should implement ultra-low emission transformation with high quality and carry out assessment and monitoring step by step in line with the principle of steady progress and time obeying quality. 2. Enterprises should focus on strengthening the transformation of weak links such as continuous emission monitoring system (CEMS), standardization of manual monitoring sampling points, ammonia escape in denitrification process and material transportation. 3. Enterprises that have been assessed and monitored to achieve ultra-low emissions will be included in the dynamic management list, and differential management will be implemented. 4. Strengthen supervision after the event, carry out "double random" inspection of ultra-low emission enterprises, and timely adjust the dynamic management list for enterprises that can not achieve ultra-low emission steadily. 5. Strengthen joint punishment for enterprises and relevant evaluation and monitoring institutions that commit fraudulent acts. 6. Publicize the progress of ultra-low emission transformation and assessment and monitoring of enterprises on the website of the association, and promote the implementation of ultra-low emission transformation with high standards in the industry.
