On July 23, Zhejiang Cement Association and China Cement Network jointly sponsored the "Zhejiang Cement Industry Ultra-low Emission Transformation and Assessment Monitoring Training Conference and Cement Industry High-quality Development Exchange" in Hangzhou, Zhejiang Province. Bai Quan, deputy general manager
of Jiande Conch Cement Co., Ltd., made the theme report of "Jiande Conch Ultra-low Emission Transformation Experience Sharing". Baiquan introduced that Conch Group has always practiced the concept of "ecological priority, green development" and continuously increased investment in environmental protection. Since the 13th Five-Year Plan, Conch Group has invested more than 16 billion yuan in research and development and application of frontier technologies for energy conservation and emission reduction, so as to reduce the emission concentration of major pollutants year by year. The main measures include promoting the application of new denitrification technologies, promoting the transformation of ultra-low emission of sulfur dioxide, comprehensively implementing the transformation of dust collection into bags, strengthening the control of unorganized dust, promoting the development of green transportation of raw materials, fuels and cement products, comprehensively utilizing cement kilns to dispose of solid hazardous wastes, actively building green wharfs, and comprehensively building green mines.
Baiquan suggested increasing policy and financial support for ultra-low emission enterprises. The implementation of ultra-low emission transformation in cement enterprises will inevitably increase the operating costs of enterprises. In the current situation, the difference in environmental protection costs may lead to "bad money driving out good money". It is suggested that the competent authorities at all levels should increase their support to the enterprises that have completed the transformation of ultra-low emissions in terms of differentiated regulation, taxation, water and electricity prices, finance and environmental protection, so as to ensure that the enterprises that have achieved ultra-low emissions have market competitiveness and promote the sound development of the industry.
The government has taken the lead in upgrading the mode of transportation. If the enterprise side is allowed to restrain social vehicles, it will lead to the loss of customers, and it can not fundamentally solve the upgrade of transportation mode. It is suggested that in the assessment of ultra-low emissions, social vehicles for product sales and material supply should not be regarded as the rigid requirements for enterprise control, and relevant government departments such as traffic management should adopt source control measures such as new vehicle license plate and annual vehicle inspection, supplemented by traffic control, so as to upgrade the emission standards of social transport vehicles.
