Ultra-low emission transformation is an important deployment of the Party Central Committee and the State Council to fight the battle of pollution prevention and control in depth, involving industrial restructuring, pollution prevention and control, carbon peak carbon neutralization and other aspects, which has far-reaching strategic significance for promoting the green, low-carbon and high-quality development of the industry.
On October 24, the "2024 China Cement Double Carbon Conference and the 12th Energy Conservation and Environmental Protection Technology Exchange Conference" was held in Wuhu, Anhui Province. Li Jianzuo, an associate researcher of the Chinese Academy of Environmental Sciences, made a keynote report on the policy interpretation and matters needing attention of the implementation plan of ultra-low emission transformation in the cement industry.
Li Jian introduced that China has a cement production capacity of 3.4 billion tons, 1168 cement enterprises, 1592 clinker production lines, a design capacity of 1.7 billion tons (actual more than 2 billion tons), a cement output of 2.13 billion tons and a clinker output of 1.37 billion tons in 2022. In 2023, the cement output was 2.023 billion tons, ranking first in the world, accounting for about 57% of the world's cement output. At the same time, the cement industry is also one of the major emission industries of air pollutants. In 2021, the emissions of SO2 , NOx and PM in the cement industry are 118,000 tons, 631,000 tons and 627,000 tons respectively, and NOx ranks the top three in the national industrial sector. Therefore, the transformation of ultra-low emission is of great significance for improving air quality and achieving carbon emission reduction.
Li Jian analyzed the main contents of the Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry, and introduced in detail the practical progress of ultra-low emission transformation in cement industry, including the transformation of key regions and large enterprise groups. At present, the transformation has achieved some results, and the provinces and cities in key regions have completed the organized and unorganized ultra-low emission transformation of some production lines. However, the task of transformation is still arduous, on-site research found that some enterprises in the management of facilities operation and maintenance, production technology, boring storage and other aspects of the existence of problems.
Li Jian suggested that from the perspective of overall planning of ultra-low emission and pollution reduction and carbon reduction transformation, through multi-dimensional analysis, overall planning of the whole process, diagnosis of all factors, optimization of the whole process, intelligent control and digital management and control, the optimal fit point of carbon emission reduction under ultra-low emission should be explored.
Time is subject to quality, high-quality transformation is completed, so that leaders really attach importance to it, invest in it, implement real projects, and improve management level.
Enterprises strictly carry out evaluation and monitoring according to the requirements, do a good job of transformation and evaluation and monitoring, and strive for genuine goods. Enterprises are responsible for the implementation of ultra-low emission transformation and assessment and monitoring, and are responsible for the authenticity and accuracy of assessment and monitoring. Assessment and monitoring is an important basis for enterprises to achieve ultra-low emission self-certification, and an effective way for self-diagnosis and self-improvement. Evaluation agencies should understand the requirements of ultra-low documents, do a good job of enterprise staff, find problems while evaluating, and help enterprises fully meet the requirements of ultra-low transformation. Carefully carry out evaluation and monitoring work, compile evaluation and monitoring reports, and truly reflect the transformation of enterprises.
