Shanxi carries out safety production renovation work in open-pit mines

Recently, the Emergency Management Department of Shanxi Province and the Shanxi Bureau of the State Administration of Mine Safety jointly issued a notice to carry out special renovation of safety production in all open-pit mines in the province from March to the end of this year. Comprehensive self-examination and self-improvement of

enterprises, "physical examination" of mine safety, supervision and inspection, and summary and evaluation. Focus on small mine fields, small mining scale, large mining depth, long-term integration of technological transformation, production while building, repeated violations of slope problems, super-capacity and super-strength over-staffing organization of production, prominent potential safety hazards, confusion in enterprise management organization, legal representatives and principal responsible persons are included in the list of dishonest personnel and other mining enterprises. Safety management, technical management, slope management, waterproof and drainage management, drilling and blasting management, transportation management, safety supervision and other seven aspects of 30 items, to carry out open-pit mine safety "physical examination", comprehensive investigation of open-pit mine safety risks, heavy fists to deal with major hidden dangers such as construction in violation of design regulations, inadequate disaster management, slope angle exceeding design.

The notice made it clear that by the end of March, all open-pit mining enterprises should carry out self-examination and self-reform in accordance with the "Coal Mine Safety Regulations" and "Metal and Non-metallic Mine Safety Regulations", and take measures such as stopping production and limiting mining for those who do not meet the legal conditions for safe production. By the end of May, the provincial, municipal and county levels will jointly carry out "physical examination" for the safety of key open-pit mines, and by July 20, the municipal and county levels will organize "physical examination" for the safety of non-key mines. By the end of October, the Provincial Emergency Management Department, together with the State Administration of Mine Safety, formed a supervisory group to carry out special supervision on the special renovation of safety production in open-pit mines throughout the province.

The notice requires that the major hidden dangers found in the safety "physical examination" and law enforcement inspection, as well as the illegal acts in production safety, should be dealt with and punished according to law, and the relevant personnel of enterprises should be seriously investigated for their responsibilities. If the slope is unstable, immediately issue an instruction to evacuate the operating personnel from the dangerous area; for serious violations of laws and regulations such as deliberately organizing production in violation of laws and regulations and refusing to implement the supervision and supervision instructions, order the suspension of production for rectification, and if the conditions for safe production are still not met after the suspension of production for rectification, submit to the local government for closure according to law. If it is found that over-layer cross-border mining needs to be transferred to the relevant departments for handling, it shall be transferred to the relevant departments in time and notified to the local government.
