Today, it is reported that the Guangdong Provincial Energy Bureau received an urgent telephone notification, from now on:
1. Suspend the ground centralized photovoltaic, onshore wind power project (filing, approval) work.
2. Centralized photovoltaic and onshore wind power projects that have been established but not started have been suspended.
3. Recently, Guangdong Province has made clear the requirements for relevant matters. The rumor is true,
according to Energy One, citing a developer of centralized power plants in the industry.
This also means that Guangdong Province has taken the initiative to press the "pause button" of the ground centralized photovoltaic and onshore wind power market.
In fact, there are early signs of the "sudden brake" incident. As early as April 1 , 2022, the Guangdong Development and Reform Commission issued the Notice on Regulating the Management of Centralized Photovoltaic Power Station Projects (hereinafter referred to as the "Notice").
"Notice" sternly pointed out that "the scale of centralized photovoltaic power generation project filing has increased dramatically, totaling more than 90 million kilowatts, which deviates seriously from the actual start-up and new grid-connected scale every year. It is also inconsistent with the resource conditions of Guangdong Province, and there are a series of problems such as horse race enclosure, reselling land resources, vicious competition and so on.
In order to regulate the management of centralized photovoltaic projects , five measures are proposed in the Notice:
1. Comprehensive verification of filed projects. All centralized photovoltaic power station projects that have been put on record and have not yet been connected to the grid with full capacity shall be checked one by one, and project accounts shall be established according to the types of projects that have been started (including partial grid connection, the same below), new projects that have been started within the year, and projects that cannot be started within the year, and dynamic list management shall be implemented. According to the Measures for the Approval and Filing Management of Enterprise Investment Projects, the Measures for the Supervision of Enterprise Investment Projects after the Event, and the Measures for the Implementation of the Approval and Filing Management of Enterprise Investment Projects, all localities shall order the authorities to list the projects that provide false filing information in the abnormal list and in the provincial public information platform; For projects that do not meet the construction conditions and enterprises do not continue to implement, enterprises are allowed to withdraw the filing information on their own initiative.
2. Vigorously promote the construction of constructable projects. We should take the projects already started and newly started in the year as the construction plan of this year's centralized photovoltaic power generation project, incorporate them into the management of local key projects or key project construction mechanism, do a good job in project tracking and dispatching, regularly coordinate and solve the problems existing in the project, promote the project owners to increase investment, speed up the construction progress, and strive for the completion of the project as soon as possible. Rapidly improve the local power supply capacity; for the problems that cannot be solved locally, coordinate the relevant departments to report to the provincial authorities in a timely manner and strive to solve them as soon as possible.
3. Scientific formulation of special plans for photovoltaic development and specific implementation plans at the end of the year. Combining with the existing absorptive capacity and transmission line construction planning, the local photovoltaic development plan for 2022-2025 is worked out, and the project site is defined to ensure the project landing construction. The special plan shall be submitted to the municipal government for approval and submitted to the provincial energy before the end of the year. Special plans
are implemented annually. Starting from this year, relevant prefectures and municipalities should verify the construction conditions of specific projects and the wishes of project owners at the end of each year, organize and compile the construction plans of photovoltaic power generation projects that have been started and newly started in the next year, and copy them to the Provincial Energy Bureau when they are issued at the beginning of the next year. All localities are requested to carefully verify the construction conditions of the projects listed in the annual plan, focusing on verifying the network connection and absorption conditions of the projects, whether they meet the requirements of land use, ecological and environmental protection, etc. At that time, the province will report the completion of the annual plan to all localities as appropriate.
4. Encourage competitive allocation of resources. For the planning of new development resources, specific projects should be rationally divided, competitive allocation should be implemented, and enterprises with strength, integrity and responsibility should be selected fairly, openly and impartially as project development owners who are committed to the win-win situation of project development and local economic and social development, especially rural revitalization.
Considering that the filing scale of Maoming, Meizhou, Qingyuan and other three cities has exceeded 10 million kilowatts, and the filing scale of Zhaoqing, Heyuan, Huizhou, Shanwei and other four cities has exceeded 6 million kilowatts, far exceeding the local consumption space, the above seven cities are requested to further strengthen the guidance of photovoltaic filing work.
5. Strengthen project service and management. Efforts should be made to solve outstanding problems in land use, access and delivery of photovoltaic power generation projects, and to crack down on illegal and irregular acts such as hoarding and reselling resources, unfair and vicious competition according to law. We should establish a long-term mechanism for project supervision after the event. On the basis of standardizing efficient project filing services, we should strengthen project tracking and supervision of recruitment and filing information and fulfilling commitments, carry out credit supervision, and publicly disclose and punish violations and dishonesty in accordance with the law and regulations.
