Recently, the Ministry of Ecology and Environment issued the Guiding Opinions on Promoting Green and Low Carbon Risk Control and Remediation of Soil Pollution (Draft for Opinions) for public consultation.

"Soliciting Opinions" points out that the use of contaminated land should be rationally planned. New energy projects such as photovoltaic power generation and wind power generation are planned and constructed by utilizing abandoned mines , damaged land in coal mining subsidence areas, closed landfills and polluted land.

Actively explore the best management measures for risk control and restoration projects. Apply energy-efficient equipment products, optimize and upgrade key energy-using processes and equipment, give priority to the use of green low-carbon remediation materials, and increase the proportion of renewable and clean energy consumption according to local conditions. Research and development of

key technical materials and equipment. Develop and promote new repair equipment with low emission and low energy consumption, and improve the level of digitalization, visualization and intellectualization of equipment. Traditional restoration facilities that fail to meet energy consumption standards should be replaced and upgraded with clean energy, and green low-carbon restoration should be encouraged to be included in the catalogue of low-carbon technologies that the state focuses on promoting.

Yongzhou Lianhua Cement Co., Ltd. (Ningyuan Hongshi Cement) has shut down two cement mills in the first line in 2017 and dismantled them in September 2024; two cement mills in the second line have shut down in December 2024 and dismantled them in January 2025. Two sets (four sets) of cement mills and 138 sets (sets) of first-line raw material mills and 147 sets (sets) of second-line raw material mills included in the announcement of capacity replacement plan have been dismantled and cleared in April 2025.
