Recently, the People's Government of Dongguan City, Guangdong Province, issued the Implementation Plan of Carbon Peak in Dongguan City.

6. Accelerate the construction of a new power system with a gradually increasing proportion of new energy, further improve the target grid of "three cores and six petals" magnolia, accelerate the construction of substation infrastructure and the demonstration and application of new energy storage, promote the intelligent and digital transformation of power grid, build a first-class intelligent digital grid in Dawan District, and vigorously enhance the comprehensive regulation of power system. In the whole process of industrial project development, the target of double control of energy consumption is thoroughly implemented, and the energy consumption level per unit added value (output value) is taken as an important threshold index for planning layout, project introduction, land transfer and other links. Optimize and improve the energy-saving review system, scientifically assess the impact of new energy-using projects on energy consumption control and carbon peak targets, and strictly implement closed-loop management of energy-saving acceptance. Establish an incentive and restraint mechanism oriented by energy efficiency, and guide key energy-using units to promote and apply advanced and efficient energy system management schemes, energy utilization technologies and equipment.Strengthen the energy-saving review and daily supervision of key energy-using equipment, strengthen the management of the whole chain of production, operation, sale, use and scrap, severely crack down on violations of laws and regulations, and ensure the full implementation of energy efficiency standards and energy-saving requirements.

15. Overall planning and orderly promotion of intensive construction of new infrastructure. Strictly control the access of new or expanded data center projects, implement the requirements of improving the quality and efficiency of data centers and 5G base stations, and increase the energy-saving potential of existing data centers by implementing technological transformation, shortening the equipment renewal cycle, and applying new low-consumption equipment, so as to improve energy efficiency. Data center investment enterprises are encouraged to integrate and shut down existing small, scattered and inefficient data centers through mergers and acquisitions, and to implement equal or reduced substitution of the number of data center racks. All data centers with annual comprehensive energy consumption exceeding 10000 tons of standard coal will be included in the online monitoring system of energy consumption of key energy-using units, and energy measurement review will be carried out. Increase the proportion of clean electricity consumption in building energy consumption, continuously expand the application scale of renewable energy in buildings, encourage the application of solar photovoltaic power generation technology in large public buildings and industrial plants with suitable roof area, and further increase the application of solar photothermal systems in low-rise residential buildings, hotels and school buildings.
