I. Basic information
of the project construction The actual total investment of the project is 5 million yuan. The No.4 steel structure workshop of Lichuan Circular Economy Industrial Park is leased as the production and operation site, with a total building area of about 2431.4m2 . The project has built a tempered glass production line (with an annual output of 250000 m2 ) and a hollow glass production line (with an annual output of 60000 m2 ). One laminated glass production line (annual output of 7500 m2 ), purchased raw glass sheets for production of tempered glass, laminated glass and hollow glass.
II. Changes
of the Project The actual construction of the project is basically the same as the main project in the EIA stage, and the production process remains unchanged. According to the List of Major Changes in Construction Projects with Pollution Impacts (2020) (HBEAH [2020] No.668), there is no major change in the project.
3. Construction
of environmental protection facilities 1. Air pollutants during the operation period of waste gas
are mainly organic waste gas, dust produced in the process of glass grinding and drilling, and exhaust gas produced by vehicles entering and leaving. Wet operation has been adopted in the process of glass edging and drilling in the production workshop, and the organic waste gas in the production workshop has been collected and treated by the gas collecting hood and then led to the exhaust funnel for discharge.
2. Wastewater
During the operation period, the wastewater is mainly production wastewater and staff domestic sewage. The production wastewater will be recycled after being treated by the sedimentation tank and will not be discharged. The domestic sewage will be discharged into the sewage collection pipe network of the industrial park after being treated by the built septic tank in the park and reaching the standard, and then into the Lichuan Sewage Treatment Plant.
3. Noise
during the operation period: noise of main equipment. Low-noise equipment has been used, and the project does not produce at night.
4. Solid wastes
During the operation period, the solid wastes are mainly production solid wastes and domestic garbage generated by employees. The production solid wastes are mainly waste rubber barrels, packaging cartons, waste EVA films, glass fragments and debris. The waste rubber barrels are collected in a centralized way and then delivered to the manufacturer for recycling. The waste cartons are collected in a centralized way and then sold out; The production line produces a small amount of waste EVA film, which is recycled by the manufacturer; glass fragments and debris are collected and sold out. Domestic garbage shall be collected by classification and handed over to the environmental sanitation department for disposal.
4. Commissioning effect
of environmental protection facilities 1. Air pollutants during the operation period of waste gas treatment facilities
are mainly waste gas produced by production lines. According to the acceptance monitoring results of the organized exhaust gas from the production line and the unorganized exhaust gas from the southern factory boundary by Hubei Precision Balance Testing Co., Ltd., the organized exhaust gas from the project production line and the unorganized exhaust gas from the downwind factory boundary all meet the secondary standard of the Integrated Emission Standard of Air Pollutants (GB16297-1996) and the unorganized emission concentration limit, only the production line needs to be strengthened. And has little influence on that environment.
2. During the operation period of the wastewater treatment facility
project, the production wastewater and domestic sewage are mainly included. The production wastewater is recycled after being treated by the sedimentation tank and is not discharged outside. The domestic sewage is discharged into the municipal sewage pipe network after being treated by the existing sewage treatment facilities in the industrial park and reaching the standard, which has little impact on the surface water.
3. During the operation period of the noise control facility
project, the noise is mainly the equipment noise, which mainly adopts the measures of selecting low-noise equipment, strengthening vehicle management, limiting speed and prohibiting noise. According to the results of the acceptance monitoring report issued by Hubei Precision Balance Testing Co., Ltd., the noise values at the east, south and west boundaries of the project can reach the limits of Class 3 standards in the Emission Standard for Environmental Noise at Boundary of Industrial Enterprises (GB12348-2008), and the operation of the project has little impact on the surrounding environment.
4. During the operation period of the solid waste treatment facility

6. The acceptance conclusion
is that the project is checked one by one according to the unqualified acceptance situation stipulated in the Interim Measures for Environmental Protection Acceptance of Completed Construction Projects (No.4, 2017). The environmental protection procedures of the construction project of Regent Glass Factory in our unit are complete. The environmental protection measures specified in the environmental impact assessment and reply have been basically implemented, and our unit believes that the project meets the environmental protection acceptance conditions for the completion of the construction project and can pass the environmental protection acceptance.
