On September 28, the mining right of Xukengyuan Building Stone (Tuff) Mine in Liancheng Street, Liandu District, Lishui City, Zhejiang Province, was successfully transferred. The project is planned to be sold for 7 years, with an annual output of 5.5 million tons and an initial listing price of 185.2 million yuan. Lishui Liandu Henghui Building Material Equipment Co., Ltd. won the project with 187.2 million yuan and a premium of 2 million yuan. The mining area of the
project is 0.4258 square kilometers, the controlled resources of ordinary building stone (tuff) are 9.8778 million cubic meters (24.991 million tons), the controlled resources of slag are 3.3281 million cubic meters (8.2204 million tons), and the fully weathered layer is 396400 cubic meters (634300 tons). The volume of the eluvial-deluvial deposit is 421200 cubic meters.
According to Brother Shashi, Lishui Liandu District Henghui Building Material Equipment Co., Ltd. was established in November 2020 with registered capital. 20 million yuan, jointly funded by Lishui Liandu District Urban and Rural Construction Investment Group Co., Ltd., Lishui Liandu District Transportation Development Co., Ltd. and Lishui Liandu District Water Development Investment Co., Ltd., accounting for 60%, 20% and 20% of the shares respectively.
Lishui City is located in the southwest of Zhejiang Province, and its mineral exploitation is mainly fluorite, molybdenum ore, gold and silver, and building stone.
The Notice of Lishui Municipal People's Government Office on Further Strengthening and Improving the Management of Mineral Resources Development and Utilization points out that the establishment and management of mining rights should be strictly enforced, especially the establishment and management of mining rights in open-pit mines with machine-made sand, and illegal mining should be strictly prohibited. We should actively adopt the system of planning control, carrying out joint reconnaissance and fixed-point survey, carrying out demonstration and review of mining scope, and implementing the responsibility of compiling geological survey reports and expert review. To avoid hidden risks such as mining resources utilization, safety in production, environmental pollution, soil erosion and so on due to the non-standard setting of mining rights and inadequate procedures.
In view of engineering mining, in order to effectively safeguard the rights and interests of the state owner of mineral resources, further standardize the management of "engineering mining", simplify the examination and approval matters related to engineering mining, and ensure the smooth construction of engineering construction projects, the differential management of mineral resources exploited by engineering construction is implemented. It is strictly forbidden to illegally trade and sell surplus construction sand and stone products for self-use.
(1) It is clear that there is no mining right. In case of one of the following "engineering mining" situations, the mining rights of sand, stone and soil minerals used as ordinary building materials shall no longer be transferred, and the surplus mineral products, except for self-use in the construction of the project, shall be handed over to the local people's government at the county level for disposal through open competition on the public resources trading platform, and the disposal proceeds shall be included in the unified financial management at the same level.
1. For tunnel or underground space projects that have obtained approval documents for project establishment, sand, stone and soil minerals used as ordinary building materials shall be exploited within the construction period due to construction needs;
2. Within the scope of the red line of the approved land, the construction project that has obtained the approval documents for the establishment of the project needs to exploit the sand, stone and soil minerals used as ordinary building materials within the construction period.
(2) Standardizing the management of relevant mining rights. Under one of the following circumstances, mineral products shall be disposed of by the local people's government at the county level through open competition on the public resources trading platform, and the disposal proceeds shall be incorporated into the unified financial management at the same level.
1. For other mining rights other than sand, stone and soil minerals used as ordinary building materials, the mining right holder, in accordance with the approved mineral resources development and utilization plan or mining design, sells the products of sand, stone and soil minerals used as ordinary building materials for the construction of a new development system for the mining of major minerals;
2. When the exploration right holder carries out geological exploration work in accordance with the approved implementation plan for mineral resources exploration, it is necessary to use the construction of adit-exploration or pit-exploration projects to mine sand, stone, soil and mineral products for common building materials for sale to the outside world;
3. The original agreement transfers the mining rights of sand, stone and soil minerals for reclamation, railway, highway, airport and other projects, and the mineral products are sold to the outside world.
All localities should further strengthen the management of "engineering mining", designate leading management departments, formulate implementation rules, clarify the supervision responsibilities of "engineering mining" matters of various engineering projects, standardize the public transfer process of surplus construction sand and stone products for self-use, and establish and improve the long-term management mechanism of "engineering mining".
