Strengthen the development of high-quality building stone resources, promote the development of machine-made sand industry, and encourage the development of geothermal resources. The minimum resource reserves and minimum mining scale access standards for new mines shall be established, and the development of small mines shall be strictly restricted; the comprehensive development and utilization of mining land and the mining right projects for the treatment of abandoned mines may not be restricted by the minimum mining scale, but they shall be scientifically demonstrated. It is strictly forbidden to exploit mineral resources in the name of engineering construction on the premise that mining rights should be obtained according to law but not obtained.

In the south of Yuhuan City, Yucheng Sub-district-Damaiyu Sub-district city-level construction stone ore centralized mining area (CS02) is set up, with an area of 43.74 km ², 2 mining rights are planned to be set up, and the annual production scale is 6.6 million tons. It is planned to build a base for stone mining and processing and machine-made sand production.
