Recently, the General Office of the Hebei Provincial Government issued the Action Plan for the Construction of Beautiful Hebei (2023-2027) (hereinafter referred to as the Plan).

In order to further study and implement the spirit of the 20th National Congress of the Communist Party of China, fully implement the deployment requirements of the Third Plenary Session of the 10th Provincial Party Committee, and focus on realizing the modernization of harmonious coexistence between man and nature, To speed up the construction of beautiful Hebei with blue sky, green land and beautiful water, this action plan is formulated in light of the actual situation.
First, the goal
of action is to firmly establish and practice the concept that green water and green hills are Jinshan and Yinshan, to coordinate industrial restructuring, pollution control, ecological protection and climate change, to coordinate the promotion of carbon reduction, pollution reduction, green expansion and growth, and to create a Chinese-style modern Hebei scene with symbolic actions.
By 2023, the proportion of good days and the proportion of fine particulate matter (PM2.surface water) in the national and provincial examination sections will reach 80%, the national and provincial examination sections will eliminate Class V, the proportion of good water in the upstream basin of Beijing-Tianjin water source will remain 100%, and the water quality of Baiyangdian Lake will remain Class III. The proportion of good water quality at state-controlled points in coastal waters has maintained a national lead. The safe use of key construction land has been effectively guaranteed, and the control measures for polluted cultivated land and polluted land have been fully covered. The construction of "waste-free city" has been carried out in an all-round way. The background survey of biodiversity has been carried out in depth, the management and monitoring mechanism of bird habitats in Baiyangdian Lake has been initially established, and more than four new demonstration zones of national construction of ecological civilization and the practice and innovation base of "green water and green hills are Jinshan and Yinshan" have been established, and the diversity and stability of ecosystems have been continuously improved. More than 20 types of carbon asset value accounting methodologies have been developed, and the realization mechanism of carbon asset value has initially taken shape. The paid use of emission rights has been fully implemented, and the types of emission trading have been further expanded.
By 2025, the proportion of fine days in the whole province will reach more than 77%, the proportion of fine particulate matter (PM2.surface water) in the national and provincial examination sections will reach 82%, the national and provincial examination sections will completely eliminate Class V, the proportion of fine water in the upstream basin of Beijing-Tianjin water source will remain 100%, and the water quality of Baiyangdian Lake will remain stable at Class III. The proportion of good water quality at state-controlled points in coastal waters continues to lead the country. The overall quality of soil environment remains stable, the coverage rate of control measures for polluted cultivated land reaches 100%, the target rate of remediation or risk control for polluted land to be developed and utilized is 100%, and the coverage rate of control measures for polluted land not to be developed and utilized is 100%. The proportion of Class V water in the national regional assessment points of groundwater environmental quality is controlled at 27. The construction of "waste-free cities" in Shijiazhuang, Tangshan, Baoding, Hengshui and Xiongan New District has been deepened, and the solid waste treatment system and capacity of the whole province have been significantly improved. The management and monitoring system of bird habitats in Baiyangdian has been continuously improved, the leading role of ecological civilization demonstration has been further demonstrated, and the forest coverage has been increased to 36. The value realization mechanism of carbon assets has been basically established, and the scale of value realization has been further expanded. The emission trading market with scientific allocation and efficient operation has been built in an all-round way.
By 2027, the ecological environment management will reach a new height, and the beautiful Hebei Province with blue sky, green land and beautiful water will be basically built. The proportion of fine particulate matter (PM2.surface water) in the national and provincial test sections of the province will strive to reach 85%, the national and provincial test sections will eliminate Class V in an all-round way, the urban and rural black and odorous water bodies will be basically eliminated, and the proportion of fine water bodies in the upstream basin of Beijing-Tianjin water source will remain 100%. The water quality of Baiyangdian Lake has been maintained in Class III and continuously improved, and the biodiversity has been significantly improved, thus building beautiful rivers and lakes throughout the country. The proportion of good water quality in the coastal waters controlled by the state is in the forefront of the country. In the peak season of tourism, the rivers entering the sea in Beidaihe National Examination have steadily reached Class III and above water quality, the proportion of good seawater quality in the coastal waters has reached 100%, the seawater quality in the main bathing places has remained stable, and the coastal areas have promoted the construction of beautiful bays in batches. The effect of safe utilization of polluted cultivated land and key construction land has been further consolidated and improved, and the environmental safety of groundwater drinking water sources has been effectively guaranteed. The cluster of "waste-free cities" developed step by step has basically taken shape. To further enhance the diversity, stability and sustainability of ecosystems, more than 20 national construction of ecological civilization demonstration zones or practice and innovation bases of "green water and green hills are Jinshan and Yinshan" have been established, and biodiversity surveys in 36 nature reserves and 144 counties have been completed in an all-round way, including Baiyangdian, Zhangcheng Bashang, Yanshan-Taihang Mountains and other key areas. Biodiversity has improved significantly. The reform of the value realization mechanism of ecological products has been pushed forward in depth, the capitalization system of carbon emissions has been initially established, the carbon emissions and emission trading market has become more mature, and the allocation of ecological environment factors has been further improved.
2. Key tasks
(1) Implementing the "backward ten" action of air quality in key cities. We will strengthen pollution control in key cities and structural adjustment of key industries, focus on solving structural pollution problems such as industrial structure, energy structure and transportation structure, and substantially reduce pollutant emissions, so as to promote the matching of total regional pollutant emissions with environmental capacity. We will carry out actions to tap the potential of urban pollution control and promote in-depth treatment of key industries. We should comprehensively promote the synergy of urban construction, production and life, and strengthen the fine management of cities. We will strengthen the control of key pollutants such as particulate matter (PM10), carbon monoxide and ozone, and strengthen regional joint prevention and control. (2) Implementing fine particulate matter (PM2.) To coordinate energy conservation, coal reduction, vehicle control, enterprise management, greening and dust suppression, strengthening the coordinated control of fine particulate matter and ozone, promoting the coordinated emission reduction of volatile organic compounds and nitrogen oxides, eliminating heavily polluted weather, preventing and controlling ozone pollution and tapping the potential of urban pollution control. Establish a "three-line, one-single" and total pollutant discharge control system to promote the deep adjustment and optimization of industrial structure. We must strictly control the access to the ecological environment and resolutely curb the blind development of the "two high" projects. On the premise of ensuring energy security, we will accelerate the pace of coal reduction and vigorously develop renewable energy. By 2027, the installed capacity of wind power and photovoltaic power will reach 119 million kilowatts. Deeply implement the demonstration project of multimodal transport, vigorously promote new energy vehicles, and by 2027, the sales of new energy vehicles will reach about 20% of the sales of new vehicles. Strengthen the management and supervision of diesel vehicles and strengthen the management and control of off-road mobile machinery. Strengthen the comprehensive control of dust. (III) Implement the action of creating A for environmental protection performance in key industries. We will further promote the environmental performance of iron and steel enterprises to create A in an all-round way, and 44 iron and steel enterprises will complete the creation of A by 2024. The environmental performance of enterprises in key industries such as coking, cement, flat glass, building ceramics, thermal power and garbage power generation should be created in an all-round way, and the "five-one" working mechanism of "one industry, one standard, one set of technical guidelines, one set of policy support system, one timetable for creating A, and one enterprise, one specific implementation plan" should be established. We will vigorously promote the transformation of ultra-low emissions, the control of unorganized emissions, and the substitution of clean energy trucks. We should strengthen policy incentives and implement incentive performance classification, green credit, fiscal and taxation funds and other support measures. We should strengthen scientific and technological support and increase the development and application of advanced and applicable environmental protection technologies. (IV) Implementation of surface water environmental control actions. Policies and classified guidance will be implemented around Baiyangdian River Basin, Beijing-Tianjin Water Conservation Area, Bohai Rim, Central and Southern Hebei, Grand Canal and other regions to promote the overall improvement of water environment quality. We should strengthen water conservation in industry and agriculture, rationally build reclaimed water pipe networks, and promote regional recycling of reclaimed water. We will strengthen the protection of wetlands such as Baiyangdian, Hengshui Lake and Nandagang, and promote the protection of the ecological environment of Chahanaoer. Efforts should be made to restore aquatic vegetation and carry out pilot projects for the construction of "underwater forests" in important water bodies. We will further promote water environment management in key river basins and accelerate the elimination of Class V sections in the national and provincial examinations in central and southern Hebei. We will continue to carry out investigation and regulation of sewage outlets into rivers, and promote the construction of constructed wetlands at the downstream of key sewage outlets, river outlets into lakes (seas) and tributaries into the main stream. Complete the transformation of rainwater and sewage diversion of municipal combined drainage network in an all-round way, and simultaneously implement the transformation of mixed connection of rainwater and sewage network and repair of damage. We will improve urban public sewage treatment facilities and speed up the construction of township-level sewage treatment plants. Endogenous pollution control and ecological restoration should be carried out according to local conditions to continuously consolidate the effectiveness of black and odorous water treatment. (V) Implementation of Baiyangdian Ecological Environment Protection and Control Action. We should adhere to the integrated promotion of "water replenishment, pollution control and flood control", and strive to create a fresh, smart, low-carbon and beautiful Baiyangdian Lake. The whole basin comprehensively implements the "six nothingness" standard, strengthens the emergency management of water pollution in flood season, constructs estuarine ecological wetlands according to local conditions, and improves the carrying capacity of water ecological environment. Optimize the allocation of water resources, improve the mechanism of multi-source water replenishment, and promote the steady improvement of the ecological capacity of upstream rivers. Some sections of Tanghe River, Xiaoyi River, Juma River and Daqing River were selected to construct the "green vein" into the lake, and the river ecological construction was classified and implemented. Strengthen pollution control in Dian District, scientifically implement ecological dredging and Baidian Unicom project, strengthen the construction of urban sewage treatment facilities, upgrade and operation management, carry out urban courtyard rain and sewage diversion transformation, implement village environment improvement project, and strictly control non-point source pollution. Enhance the role of ecological green heart in Baiyangdian Lake area, and construct multiple organic habitats such as green space, wetland, river and park. Strengthen the construction and management of bird habitats and strengthen the protection of aquatic organisms. (VI) Implementation of comprehensive marine management actions. We should adhere to the overall planning of land and sea, give consideration to both rivers and seas, and promote special actions to improve the water quality of rivers entering the sea and coastal waters. "One mouth, one policy" will carry out classified regulation of sewage outlets into the sea, focus on reducing total nitrogen emissions, and complete the task of regulation of sewage outlets into the sea by 2027. Strengthen the supervision of mariculture and promote the green and healthy development of mariculture. We will strengthen the prevention and control of pollution from ports and ships. We will promote the management and restoration of the shoreline, implement the restoration of the Qilihai Sea in Qinhuangdao, the restoration of the shoreline in Jinsha Bay, and the ecological restoration projects of the Luanhe Estuary Wetland, Caofeidian Seaweed Bed and Luannan Wetland in Tangshan, so as to ensure marine ecological security. (VII) Implementation of soil and groundwater pollution prevention and control actions. We will strengthen the prevention and control of soil pollution in cultivated land, implement actions to prevent and control the sources of heavy metal pollution such as cadmium in agricultural land, and rectify solid wastes such as historical waste residues, tailings and smelting dust. Strict access management of construction land, prevent new soil pollution in industrial and mining enterprises, carry out soil pollution investigation and risk assessment according to law, and strictly control the temporary non-development and utilization of contaminated land. By 2027, the effect of safe utilization of polluted cultivated land and key construction land will be further consolidated and improved. We will improve the provincial groundwater environmental monitoring network, strengthen the risk management and control of groundwater state-controlled assessment sites, and continue to promote the investigation and assessment of the "dual-source" groundwater environment. By 2027, the environmental safety of groundwater drinking water sources will be effectively guaranteed. We will fight hard to control agricultural and rural pollution, promote the treatment of rural domestic sewage and the renovation of toilets, strengthen the investigation and treatment of rural black and odorous water bodies, improve the construction of rural domestic waste collection and transportation system, and strengthen the prevention and control of pollution in planting and aquaculture. By 2027, the treatment rate of rural domestic sewage will reach 55%, basically eliminating the black and odorous water bodies in rural areas. (VIII) Implementation of biodiversity conservation actions. We will intensify efforts to restore the ecological environment of mines and promote the construction of green mines. We will implement key projects such as the northern sand-control belt, the greening of Yanshan in Taihang Mountains, the Millennium Xiulin in Xiongan New Area, and the large-scale forest farms in the upper reaches of Baiyangdian Lake to scientifically restore forest and grass vegetation. We will continue to implement the "three modernizations" grassland control project, scientifically promote the comprehensive control of desertification and soil erosion, and build ecologically clean small watersheds. Natural restoration is the main method, combined with artificial restoration, to promote the recuperation of forests, grasslands, rivers, lakes and wetlands. Optimize the ecological spatial pattern along the Grand Canal and create a green ecological belt along the Grand Canal. Promote the construction of Yanshan-Saihanba National Park. We will speed up the construction of wetland parks in key rivers such as the Hutuo River, build ecological corridors along the river with high standards, and create a colorful scene of "rivers with water, fish with grass, and harmony between people and water". Biodiversity conservation projects will be implemented in key areas such as Yanshan, Taihang Mountains and Zhangcheng Bashang areas, and efforts will be made to protect and rescue rare and endangered wildlife. Complete the biodiversity survey of nature reserves, and carry out background survey and monitoring of Saihanba, Baiyangdian, Hengshui Lake and other important areas. Strengthen the management and construction of Hengshui Lake Nature Reserve, and speed up the construction of domestic demonstration nature reserves. (IX) Implement the "waste-free city" construction action. With solid waste reduction, recycling and harmlessness as the main line, we will promote the construction of "waste-free cities" and accelerate the construction of waste recycling system. Promote the comprehensive utilization of bulk industrial solid waste, improve the level of efficient and high-value utilization of renewable resources, implement the classified management of domestic waste, strengthen the source reduction and resource utilization of construction waste, and create a multi-point characteristic "waste-free" cell engineering. Strictly control the source of hazardous waste, optimize the layout of the utilization and disposal structure, and improve the emergency support capability. Develop ecological recycling agriculture and improve the comprehensive utilization rate of agricultural waste. (X) Implement the carbon asset value realization mechanism and emission trading reform actions. We will accelerate the establishment of carbon reduction product methodologies and carbon emission benchmark value systems with independent intellectual property rights and replication and promotion value, intensify the development of carbon reduction products, and implement a carbon emission offset system based on the benchmark value. We will improve the development mechanism of government-led, enterprise-oriented and market-oriented carbon emission reduction projects, standardize the identification, registration and management of carbon emission reduction assets, and use advanced technologies such as blockchain to enhance the scientificity, accuracy and fairness of data. We should encourage the development of carbon financial products and accelerate the promotion of carbon assets. We will deepen the reform of emission trading, promote the paid use of emission rights, carry out pilot projects of cross-regional transfer and leasing of emission rights, enrich the variety of emission trading, expand the scale of government reserves and trading, strengthen financial empowerment, and stimulate the endogenous power of market players to reduce emissions. 3. Safeguard measures

Timely formulation and revision of pollutant discharge standards and technical specifications for key river basins, key industries and key areas. We will improve the economic policy of green and low-carbon development and support the construction of beautiful Hebei in terms of finance, taxation, price and finance. Improve the construction of green development market mechanism. Deeply carry out the creation of beautiful ecological environment cities, blue sky, rivers and lakes, bays, villages and pastoral areas, and draw a colorful picture of beautiful Hebei. (IV) Strengthen supervision and law enforcement. We should do a good job in rectifying and implementing the feedback from the central supervision of ecological environment protection, establish and improve a long-term mechanism for supervision and rectification, and ensure comprehensive and thorough rectification. We will deepen the supervision of ecological environment protection at the provincial level, incorporate the construction objectives and tasks of beautiful Hebei into the scope of supervision, and consolidate the responsibilities of "the Party and the government share the same responsibilities" and "one post, two responsibilities". We will comprehensively implement off-site supervision and law enforcement of the ecological environment, and comprehensively build a new mode of supervision and law enforcement of "daily non-disturbance, non-investigation without evidence, and minor non-punishment". Strengthen the unified supervision and management of ecological environment monitoring, and severely crack down on illegal and criminal acts such as falsification of monitoring data. (5) Strengthen publicity and guidance. Actively organize and carry out thematic social publicity activities such as the Sixth Five-Year Environment Day to tell beautiful Hebei stories. Implementing the action plan of "Beautiful China, I am an actor" to enhance citizens'awareness of ecological civilization, guiding the public to practice green production and lifestyle, and building a national action system for ecological environment governance.
