Recently, the Chongqing Housing and Urban-Rural Construction Committee issued the Notice on Further Strengthening the Management of the Construction of Ready-mixed Commercial Concrete and Ready-mixed Commercial Mortar Mixing Stations. The notice is as follows:
(1) The term "management of construction stations" as mentioned in this circular refers to enterprises (hereinafter referred to as production enterprises) that intend to supply ready-mixed commercial concrete (mortar) for housing construction and municipal infrastructure projects within the administrative region of our city, and the establishment of mixing stations, the identification of production capacity and their supervision and management activities. Including newly built, expanded, rebuilt and relocated ready-mixed commercial concrete (mortar) mixing stations and additional production lines of existing mixing stations. The temporary mixing station of the project shall be managed by reference.
(2) The Chongqing Municipal Housing and Urban-Rural Construction Commission (hereinafter referred to as the Municipal Housing and Urban-Rural Construction Commission) is the competent department of the ready-mixed commercial concrete (mortar) industry in the whole city, which coordinates the development of the industry and is responsible for the supervision and management of the industry. Chongqing Municipal Housing and Urban-Rural Construction Engineering Quality Station (hereinafter referred to as the Municipal Quality Station) is entrusted by the Municipal Housing and Urban-Rural Construction Commission to perform its supervisory and administrative duties, conduct spot checks on the production capacity of production enterprises in the whole city, and supervise and provide technical guidance for the production capacity of districts and counties (autonomous counties). The competent department of urban and rural housing construction in the territory is specifically responsible for the preliminary examination and approval of the construction of ready-mixed commercial concrete (mortar) mixing stations in the region, the confirmation of production capacity, and the supervision after the event.
2. Establishment
of mixing stations (1) Enterprises in this city that require
the establishment of ready-mixed commercial concrete (mortar) mixing stations shall obtain the professional contracting qualification of ready-mixed commercial concrete according to law. In accordance with the Notice of Chongqing Housing and Urban-Rural Construction Commission on Further Strengthening the Information Management of Construction Engineering Enterprises Outside Chongqing, the concrete enterprises outside Chongqing should implement the relevant work of information submission before they can carry out the work of site establishment in accordance with the Implementation Opinions.
(2) The feasibility study report (station construction scheme) submitted by the production enterprise applying for
the construction of the station shall specify the relevant contents of the station construction in strict accordance with the Implementation Opinions, the production capacity recognition standards and the Technical Regulations for Green Production and Management of Ready-mixed Concrete JGJ/T 328 two-star and above station construction standards. In the feasibility study report (station construction plan), land, planning, environmental protection and other procedures, the relevant information should be consistent and systematic. In strict accordance with the principle of "double control of quantity and energy", the competent department of urban and rural housing construction in the territory shall not exceed the capacity scale specified in the feasibility study report and related procedures within the total amount of planning control within the jurisdiction, and the capacity scale of the production enterprise after the completion of the site shall not exceed the quantity approved by the competent department of urban and rural housing construction in the territory.
(3) To confirm and approve
the preliminary examination of the application of the production enterprise by the competent department of urban and rural housing construction in the territory. If the preliminary examination is passed, a written report shall be submitted to the Municipal Housing and Urban-Rural Construction Commission for confirmation before the approval for the construction of the station can be issued to the production enterprise.
3. Confirmation
of the production capacity of the mixing station (1)
The production enterprises that supply ready-mixed commercial concrete (mortar) to the housing construction and municipal infrastructure projects within the administrative area of our city. All of them shall obtain the Certificate of Production Capacity of Chongqing Ready-mixed Commercial Concrete (Mortar) Production Enterprises (hereinafter referred to as the Certificate of Production Capacity). Those who have not obtained the certificate of production capacity shall not engage in the production and operation of ready-mixed commercial concrete (mortar).
(2) After completing the construction of the site, the
production enterprise shall immediately apply to the competent department of housing construction in urban and rural areas where the site is located for the confirmation of production capacity with relevant information. Within 15 working days from the date of receipt, the competent department of urban and rural housing construction in the territory shall organize on-site verification and production capacity confirmation of the mixing station. After the confirmation is passed, the competent department of urban and rural housing construction in the territory shall report the confirmation and results in writing to the Municipal Housing and Urban-Rural Construction Commission, apply for the number of the certificate of production capacity confirmation, and then make and issue the Certificate of Production Capacity Confirmation to the production enterprise.
(3) The two-star standard specified in
the Implementation Opinions shall be in accordance with the Technical Regulations for Green Production and Management of Ready-mixed Concrete (JGJ/T). 328-2014), the assessment contents of Appendix A General Requirements for Green Production Assessment and Appendix B Special Requirements for Green Production Assessment of Two Stars and Above shall be verified, and the notification commitment system shall be implemented for the indicators and contents that can be monitored or assessed only after they are put into operation. The production enterprise shall make a written commitment that such indicators can be evaluated and scored after they are put into production (see the annex for details of the indicators that can be promised); the remaining indicators and evaluation contents shall be checked, verified and evaluated one by one by the competent department of urban and rural housing construction in the territory. From the date of putting into operation, the
production enterprise shall immediately contact the third-party monitoring agency to enter the production site, monitor the promised indicators, and submit the monitoring report to the local housing and urban-rural construction authorities within one month after putting into operation. If it fails to submit on time or the submitted monitoring report reflects that the commitments are not up to the standard, the competent department of urban and rural housing construction in the territory shall immediately order it to stop production and withdraw the Certificate of Production Capacity Recognition, and the enterprise shall not apply for production capacity recognition again within one year.
(4) Encourage the production enterprises of ready-mixed commercial concrete (mortar) in
the whole city to actively strive for three-star demonstration sites. The green production level of demonstration sites should meet the requirements of JGJ/T 328 three-star standard of Technical Regulations for Green Production and Management of Ready-mixed Concrete. The three-star commitment indicators are detailed in the annex, and the identification procedure is the same as that of the two-star site.
(5) The certificate number of the newly applied ready-mixed commercial concrete (mortar) production enterprise shall be issued
according to the year number and the unified flow order of the enterprises in the whole city in the same year, and shall be uniformly numbered by the Municipal Housing and Urban-Rural Construction Commission according to the following rules. The number of the certificate of production capacity of the ready-mixed commercial concrete production enterprise is as follows: Yujian (Concrete) Zizi [20 ×] No. ×; the number of the certificate of production capacity of the ready-mixed commercial mortar production enterprise is as follows: Yujian (Mortar) Zizi [20 ×] No. ×; The number of the production capacity certificate of the temporary mixing station is as follows: Yu Jian (Temporary) Ren Zi [20 ×] No. ×.
(6) The
Municipal Quality General Station, entrusted by the Municipal Housing and Urban-Rural Construction Commission, shall dynamically supervise the production capacity of existing production enterprises in the whole city, and conduct spot checks at a rate of not less than 10% annually; The process and results of identifying the production capacity of newly applied enterprises in each district and county (autonomous county) in the same year, and the process and results of postponing the audit shall be checked at a rate not less than 30%. If it finds that the production capacity does not meet the requirements for identification, it shall urge the competent department of urban and rural housing construction in the territory to order the enterprise to rectify within a time limit, and if the circumstances are serious, it shall file a case for investigation in accordance with the law. The relevant requirements for the identification standards, declaration materials, application forms, evaluation forms and certificate management of production capacity of
production enterprises shall be separately formulated and issued by the Municipal Quality General Station.
4. Relevant work requirements
(1) Production enterprises shall strictly carry out the construction of stations and production capacity in accordance with the requirements of the Implementation Opinions and this Circular, establish and improve the management system, product quality assurance system and product quality tracking system, and implement relevant laws, regulations and technical standards. It is not allowed to build first without approval, "build large without approval", use first without approval, and falsify in the process of station construction and production and operation.
(2) The competent departments of urban and rural housing construction in the territory shall strictly perform their duties of territorial management, strictly investigate and punish the illegal and irregular acts found, and do a good job in the construction, identification, supervision and inspection, and archives management of the sites in accordance with the requirements of "one station, one file", and shall, before December 10 of each year, carry out the work of "one station, one file". Report the management and full coverage inspection of the construction of the station in the whole year to the Municipal Quality General Station.
(3) Municipal Quality General Station should continuously optimize and improve the functions of information management system, vigorously promote electronic and intelligent supervision, and improve the level of information management and supervision efficiency of station construction management and production capacity identification; Publish the list of ready-mixed commercial concrete (mortar) production enterprises with normal production capacity connected to the information management system every year to maintain the benign order of the industry; collect and summarize the annual reports of all districts and counties (autonomous counties) in a timely manner, and report the overall situation of the management, supervision and inspection of the construction of ready-mixed commercial concrete (mortar) stations in the city to the Municipal Housing and Urban-Rural Construction Commission in writing before December 30 of each year.
(4) The Municipal Housing and Urban-Rural Construction Commission shall carry out spot checks on the construction and management of ready-mixed commercial concrete (mortar) mixing stations in all districts and counties (autonomous counties). For districts and counties that fail to perform their supervisory duties, measures such as interviews and notifications shall be taken, and those with serious circumstances shall be held accountable.
