The Outline mentions that the quality level of building materials should be improved. We will accelerate the development and application of new building materials with high strength, high durability, recyclability and green environmental protection, promote the upgrading of traditional building materials such as steel, glass and ceramics, and improve the performance and quality of building materials. Vigorously develop green building materials, improve the product standards and certification evaluation system of green building materials, and advocate the selection of green building materials. Enterprises are encouraged to establish a quality control system for the whole life cycle of production, construction and installation of prefabricated building parts, and to carry out on-site supervision of prefabricated building parts. Implement the lifelong responsibility of building materials production and supply units, strictly enforce the quality responsibility of building materials users, and strengthen the whole process quality management of key building materials affecting structural strength, safety and durability. Building a strong quality country is an important measure to promote high-quality development and promote the transformation of China's economy from big to strong, and an important way to meet the people's needs for a better life. In order to comprehensively promote the construction of a strong quality country and comprehensively improve the overall quality level of our country, this outline is formulated.
First, the quality of the situation background
is an important guarantee for human production and life. Since the Eighteenth National Congress of the CPC, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as its core, China's quality cause has achieved leapfrog development and achieved historic results in building a strong quality country. Nowadays, the world is experiencing unprecedented changes in a century, and a new round of scientific and technological revolution and industrial transformation is developing in depth, which leads to profound changes in quality concept, mechanism and practice. Quality, as a key factor in prospering international trade, promoting industrial development and improving people's livelihood, has increasingly become the focus of economic, trade, science and technology, culture and other fields. At present, the improvement of quality level in China is still lagging behind the economic and social development, and the foundation of quality development is not solid enough.
Faced with the new situation and new requirements, we must shift the foothold of promoting development to improving quality and efficiency, cultivate new advantages of economic development with technology, standards, brands, quality and services as the core, and promote the transformation of Made-in-China to China's creation, China's speed to China's quality, and China's products to China's brand. We will unswervingly promote the construction of a strong quality country.
2. General requirements
(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, based on the new stage of development, we should implement the new development concept completely, accurately and comprehensively, construct a new development pattern, coordinate development and security, take promoting high-quality development as the theme, improving the quality of supply as the main direction of attack, reform and innovation as the fundamental driving force, and meet the growing needs of the people. Deeply implement the strategy of strengthening the country by quality, firmly establish the consciousness of quality first, improve quality policy, strengthen total quality management, promote quality change and innovation, strive to improve the quality of products, projects and services, strive to promote brand building, strive to enhance the competitiveness of industrial quality, strive to improve the quality and efficiency of economic development, and strive to improve the quality of the whole people. The promotion mechanism and support system for brand cultivation, development and growth are more sound, the level of brand building is significantly improved, the social atmosphere for enterprises to strive for brands and the public to trust brands is stronger, and leading enterprises with excellent quality and distinctive characteristics continue to emerge, forming a large number of Chinese brands with excellent quality and obvious advantages.
-Quality infrastructure is more modern and efficient. The management system and mechanism of quality infrastructure will be more sound, the layout will be more reasonable, the coordinated development of measurement, standards, certification and accreditation, inspection and testing will be achieved at a higher level, a number of national quality standard laboratories will be built, and a number of efficient and practical quality infrastructure integrated service bases will be built.
-The quality management system is more perfect. Quality policies and regulations are more sound, the quality supervision system is more complete, the provention and control mechanism of major quality and safety risks is more effective, the quality management level is generally improved, the quality personnel team continues to grow, the structure and quantity of quality professionals are better adapted to the needs of modern quality management, the quality literacy of the whole people is constantly enhanced, and the quality development environment is more optimized.
By 2035, the foundation of building a strong quality country will be more solid, advanced quality culture will prevail, and the comprehensive strength of quality and brand will reach a higher level.
3. Promoting the development
of economic quality and benefit (3) Enhancing the innovation momentum of quality development. 4. Enhancing the competitiveness
of industrial quality (6) Strengthening the quality support of industrial foundation. Focus on the shortcomings of industrial basic quality, implement industrial basic quality improvement projects in different industries, strengthen key areas of industrial basic quality research, and achieve engineering breakthroughs and industrial applications. Actively cultivate sports events, community fitness and other services to improve the open service quality of public stadiums and gymnasiums. (18) Improving the quality and efficiency of public services. Focusing on the convenience and quality needs of urban and rural residents, we should strengthen the construction of convenient service facilities and improve the service quality of public facilities such as health and culture. We will promote the integrated handling of government services, one-window handling, online handling and cross-provincial handling, so as to improve the convenience of services. We will build a high-quality education system and promote the upgrading and expansion of basic public education, vocational and technical education, and higher education. We will vigorously promote the digital development of public cultural venues such as libraries and museums, and accelerate the integration of online and offline services. We will strengthen the construction of grass-roots public employment and entrepreneurship service platforms, and strengthen public employment services such as vocational skills training and employment guidance. We will strengthen the construction of quality standards and evaluation systems for old-age services, expand the effective supply of old-age services such as day care, disability care and meal assistance, and actively develop mutual-aid old-age services. (twenty-seven) optimize the efficiency of quality supervision. We will improve the new regulatory mechanism based on "double random, one open" supervision and "Internet + supervision" as the basic means, supplemented by key supervision and based on credit supervision. We should innovate the way of quality supervision, improve the market access system, deepen the reform of the production license and compulsory certification system for industrial products, relax the access restrictions for general industrial products and service industries by classification, and strengthen the supervision of the whole chain before, during and after the event. Products and key service areas involving people's health, life and property safety, public safety and ecological environment safety shall be strictly supervised according to law. We will improve the system of product quality supervision and spot checks, strengthen the supervision and inspection of the quality of industrial products and consumer goods, promote the integration of production and circulation, online and offline spot checks, explore the establishment of a nationa l linkage spot check mechanism, implement nationwide enterprise spot checks for key products, and strengthen the handling of the results of supervision and spot checks. Establish and improve the compulsory reporting system of product quality and safety accidents, and carry out investigation and treatment of major quality and safety accidents. We should improve the management system and mechanism of product recall, strengthen the technical support of recall, and strengthen the management of defective product recall.Construct the quality and safety traceability system of key products, improve the quality and safety traceability standards, strengthen the open sharing of data, and form a quality and safety traceability chain with traceable sources, traceable destinations and accountable responsibilities. Strengthen the supervision and management of product anti-counterfeiting. Establish a "sandbox supervision" system for quality and safety to provide fault-tolerant and error-correcting space for the development of new products and new formats. Strengthen the comprehensive management of market order, create a fair competitive market environment, and promote quality competition and survival of the fittest. Strictly inspect and supervise the quality and safety of import and export commodities, and continuously improve the early warning and rapid response supervision mechanism for the quality and safety risks of import and export commodities. We will intensify our efforts to crack down on counterfeit and inferior products in key areas such as urban-rural fringe areas and rural areas. Strengthen the quality supervision of commodities sold on the network platform, improve the coordination and linkage mechanism of cross-regional and cross-industry supervision, and promote the integration of online and offline supervision.
(28) Promoting quality and social co-governance. We should innovate the quality governance model, improve the multi-governance mechanism based on the rule of law, led by the government and participated by all sectors of society, and strengthen grass-roots governance, corporate responsibility and industry self-discipline. Deeply implement quality improvement actions, mobilize all industries, regions and enterprises to comprehensively strengthen quality management and promote quality upgrading in an all-round way. Support mass organizations and front-line teams to carry out mass quality activities such as quality improvement, quality innovation and labor skills competition. Give full play to the role of trade associations, chambers of commerce, societies and consumer organizations as bridges and links, carry out technical services such as standard-setting, brand building and quality management, and promote industry quality integrity and self-discipline. Consumers should be guided to establish the concept of green, healthy and safe consumption and actively participate in activities such as quality promotion and social supervision. Give full play to the role of publicity and guidance of the news media, disseminate advanced quality concepts and best practices, and expose illegal acts such as manufacturing and selling counterfeit and inferior products. We should guide social forces to participate in the construction of quality culture and encourage the creation of films, television and literary works that embody the characteristics of quality culture. With the national "Quality Month" and other activities as the carrier, we will carry out in-depth quality action for the whole people, promote entrepreneurship and craftsmanship, and create a good atmosphere in which the government attaches importance to quality, enterprises pursue quality, society advocates quality and everyone cares about quality.
(twenty-nine) strengthen international cooperation in quality. We will deepen bilateral and multilateral quality cooperation and exchanges, strengthen quality dialogue and consultation with international organizations, regional organizations and relevant countries, and carry out cooperation in quality education and training, cultural exchanges and personnel training. Around the implementation of the Regional Comprehensive Economic Partnership Agreement, we will build a cross-regional measurement technology transfer platform and a standard information platform to promote the interconnection of quality infrastructure. We will improve the early warning and coordination mechanism for trade quality disputes and actively participate in the formulation of relevant rules and standards for technical trade measures. Participate in the establishment of transnational (cross-border) consumer dispute settlement and law enforcement and supervision cooperation mechanism, and carry out bilateral and multilateral cooperation in quality supervision, law enforcement and consumer rights protection. It regularly holds China Quality Conference and actively participates in and hosts international quality conferences.
(31) Pay close attention to the implementation of the work. Party committees and governments at all levels should put the construction of a strong quality country on an important agenda and incorporate it into national economic and social development plans, special plans and regional plans. Relevant departments in all regions should effectively link up and synchronize the main tasks of the outline with the national economic and social development plan, promote the coordination of industrial, fiscal, financial, scientific and technological, trade, environmental and talent policies with quality policies, and ensure the effectiveness of various tasks.
(32) Carry out supervision and evaluation. Strengthen the work of central quality supervision and form an effective mechanism for supervision, inspection and rectification. Deepening the assessment of quality work and incorporating the assessment results into the performance assessment of Party and government leading groups and leading cadres at all levels. Units and individuals who have made outstanding contributions to the implementation of the Outline shall be commended in accordance with the relevant provisions of the State. To establish an evaluation mechanism for the implementation of the outline, the General Administration of Market Supervision, together with relevant departments, will strengthen follow-up analysis, supervision and guidance, and report major issues to the Party Central Committee and the State Council in a timely manner.
