In order to further strictly regulate the quality behavior and market behavior of ready-mixed concrete production enterprises (hereinafter referred to as production enterprises), In order to meet the needs of information dynamic supervision of ready-mixed concrete quality in the new era, the management information platform of ready-mixed concrete quality monitoring in Qinghai Province (hereinafter referred to as the management platform) has been upgraded in an all-round way, which can be accessed through the platform website (https://qinghai.trbh.com.cn/). Through real-time collection of relevant production and inspection data of ready-mixed concrete production enterprises, the management platform can effectively implement dynamic supervision on the status of raw materials, production process and factory inspection, standardize the production and use quality of ready-mixed concrete, and improve the quality of ready-mixed concrete. The relevant matters concerning the promotion of the implementation of the system throughout the province are hereby notified as follows:
I. Contents
of the upgrade of the concrete supervision platform (I) Certificate of Conformity. Upgrade the factory certificate of ready-mixed concrete and add the 28-day strength certificate of ready-mixed concrete. The certificate of conformity is the unique identification of the specific construction part of the same project corresponding to the batch of concrete. The certificate of conformity can only be generated under the conditions of contract registration, raw material testing, actual production ratio of the mixing plant and production volume collection. Ready-mixed concrete factory certificate and ready-mixed concrete 28-day strength certificate have QR Code scanning anti-counterfeiting verification function, anti-counterfeiting QR Code can open the electronic certificate after scanning, and there is no difference between the contents of the electronic certificate and the paper certificate, which proves that the paper report is true and effective.
(2) a map of supervision. Upgrade the chart list function of the management information platform, including the number of mixing stations, the number of engineering projects, the number of contracts, the number of test reports, and the total production volume. The number of projects, the number of certificates, the number of production parties and the number of abnormal proportions of production enterprises in all regions of the province are displayed in the form of charts.
(III) Data collection of mixing plant. Upgrade the data acquisition function, strengthen the mixing plant production volume, concrete mix proportion, mix proportion error value, mixing plant measurement acquisition and early warning function; upgrade the production volume statistics and test block inspection statistics function.
(IV) Weighing management of raw materials. Upgrade the raw material weighing record collection function, and automatically generate the raw material mobilization account; upgrade the function of notifying the laboratory to take samples according to the required mobilization batch after the raw material mobilization; upgrade the supervision function of the required items for raw material testing.
(V) Management of laboratory personnel. Upgrade the fingerprint input and certificate management functions of the laboratory director and tester, and standardize the management of personnel and ready-mixed concrete certificates.
2. Requirements
for docking the management system of ready-mixed concrete enterprises with the management platform (1) For enterprises that have not yet installed the management system of ready-mixed concrete enterprises, the enterprises shall independently select relevant technical service enterprises to install hardware and software to realize the functions of production management, test data acquisition, mixing data acquisition, etc. After the system is installed, it shall be networked with the management platform and upload the collected data of detection, measurement and user volume according to the regulations.
(2) For enterprises that have installed the ready-mixed concrete enterprise management system, the installed ready-mixed concrete enterprise management system shall be networked with the management platform and upload the collected data of detection, measurement and usage according to regulations.
(3) Beijing Tianrui Baohua Information Technology Co., Ltd. has been entrusted with the establishment, operation and maintenance of the provincial management platform. The management platform needs to be connected with the ready-mixed concrete enterprise management system, and the data upload system required for the connection is installed and debugged by Beijing Tianrui Baohua Information Technology Co., Ltd. free of charge. All ready-mixed concrete enterprises shall complete the installation and commissioning of the system and start data collection and uploading before April 30, 2023.
3. Relevant work requirements
(1) Qinghai Provincial Construction Engineering Quality and Safety Supervision Station manages the provincial management platform. The municipal (prefectural) and county housing and construction departments are responsible for the data upload monitoring and tracking of unqualified reports of the production enterprises in their respective jurisdictions, managing the production quality of ready-mixed concrete of the production enterprises in their respective jurisdictions, and taking timely measures to correct the illegal and irregular acts of the production enterprises.
(2) Local housing and construction departments should comprehensively strengthen the digital management of ready-mixed concrete in production enterprises, further promote the application of advanced quality management methods, standardize the behavior of production enterprises themselves, and strengthen the quality management of enterprises. Enterprises that fail to install the management system of ready-mixed concrete enterprises and upload data as required shall be deducted from their credit scores, and shall be warned, criticized and rectified according to the circumstances.
(3) The production enterprise shall provide the project construction unit and other demanders with the factory certificate of ready-mixed concrete according to the regulations. The factory certificate must be printed through the management system of ready-mixed concrete and can be inquired on the Internet. It is forbidden to use ready-mixed concrete without the factory certificate on the construction site.
