On June 8, Comrade Tan Min, deputy director of Xianning Water Conservancy and Lake Bureau, led the law enforcement officers of the Municipal Water Administration Supervision Detachment to conduct on-site inspections of sand mining and flood control in Chongyang and Tongcheng counties. In view of the sensitive river sections, centralized berthing points of sand mining vessels, sand yards and river branches prone to illegal mining in the two counties, a comprehensive inspection of the supervision accounts and case investigation of the licensed mining areas was carried out, and a symposium was held, focusing on the relevant laws, regulations and regulations of river sand mining management. At the same time, the two county water administration supervision teams exchanged guidance on the difficult issues in the work of cracking down on illegal sand mining, handling water administrative cases, investigating black and evil clues in the field of sand mining, and building law enforcement capacity.
In order to implement the relevant requirements of water administration law enforcement in Hubei Province, combined with the difficulties and hot spots in our city, Comrade Tan Min put forward five requirements. First, the city and county levels must strengthen communication, the city level should strengthen the business guidance to the county level, and the county level should continue to improve its own ability level; The second is to insist on both field work and internal work. The data collation of internal work is an important manifestation of the achievements of field work, especially the rectification work must be carried out in accordance with the requirements of closed-loop management. The third is to establish and improve the system and mechanism, based on the actual work, sort out the loopholes in supervision, and timely plug the leaks and fill the gaps; Fourth, it is necessary to consolidate and improve the sand mining management, strengthen the sand mining management along the Lushui River in the territory, and strive for a long-term standardized and orderly management of sand mining in the river; fifth, accelerate the construction of intelligent water conservancy, so that modern means can make up for the vacuum of on-site supervision.
